KORAIL would like to bid for Project #4 (High Speed Rail System). Our KTX has a proven record as one of, if not the most, reliable high-speed railway systems in the world. We shall be able to complete the entire network at at very low cost of $150 billion, with KORAIL making up for any overcosts.

Obluchye Heavy Engineering would also like to bid for the rail projects. We have recent experience, as we have just installed the national rail system all over Marscurian Siberia. We also believe that we are the superior choice over KORAIL for two reasons.

1. The location of East Inguishia on the border of Marscurian Siberia will offer a steady supply of materials and labor, as opposed to KORAIL, which would need to move through several nations and hundreds more miles to reach the work site. This will also allow us to offer much lower prices.
2. Marscurian Siberia and Vaule share a common rail gauge (Russian Wide Gauge), as opposed to Korea, which uses the standard gauge of the InterAsian Rail Network. This means that Obluchye Heavy Engineering can use its existing machinery to work on the project. Because of this, we can begin work faster, and we can offer lower prices.

Greater Korea has a greater population than Marscurian Siberia, and combined with the modern infrastructure of Zargathia, can easily move labor and material at very lower costs and high efficiency. In addition, the technology of Obluchye Heavy Engineering is far behind that of KORAIL, meaning it is highly doubtful that Obluchye Heavy Engineering would be able to manufacture the necessary high speed trains for the project. Also, KORAIL has already developed trains suitable for the Russian Wide Gauge, since we had been working toward exporting our trains to Mongolia, which also uses the Russian Wide Gauge. In conclusion, KORAIL is a more suitable candidate for the majority of the project.
