Diplomacy at its Finest

*Confidential for UK and Empire of the Near East*
As the Emperor sat in his Boeing 747, he was wondering what it would be like in this new land. The United Kingdom was a strange world for Emperor Mathesus, but it was important for him to set up relations around the world. "UK Tower this is Imperial Flight 1 here for diplomatic meeting, do we have clearance for landing," the pilot said. The Emperor turned to his aid, Eli-al-Mulim and said, "These British, are they one for making deals." Eli thought and said,"Don't worry my lord, we shall have a new ally for our nation today."

Air traffic controllers at Heathrow Airport, London responded to the Afgan jet before guiding it to the ground.
"This is Heathrow air traffic control you are cleared to land on runway five. An armoured motercade will take you to Downing Street."

On arrival, the foreign Emperor would be greeted by four identical armoured limos, each to take a different route to Downing Street to avoid assassination attempts or other security breaches. With Britain at an Orange security alert, the highest state of alert the UK had before open warfare, all diplomatic missions were strictly hush hush. The Afgan jet would of been shot down as it entered British airspace had it not broadcasted its intention and requested permission. Lock down was taken very seriously by the RAF.

On arrival to Downing Street, the anti terrorist gates were opened and the cars were permitted through before they closed shut again with a dull thud. Armed police officers and SAS soldiers moved towards the cars ushering out the foreign party and moving them indoors to the safety of number ten. Arthur, the Prime Minister was waiting just inside the door.

"Greetings your Imperial Highness, I must apologise for the manner of your transport and rather haphazard entrance to Downing Street, but we are on our highest State of alert after being attacked several weeks ago by chemical weapons. Please follow me into the conference room and take a seat." said Arthur, obviously flustered at the sudden appearence of the delegation. He walked swiftly into a room to the left of the doorway and took a seat on one side of a long oak table.

"Gentlemen what can the UK do for you?"

The Emperor and his aid sat down. "My dear friend, as the leader of people who aspire for peace, we are sorry for your recent troubles and wish to be of any help. But we need to ask you about a trade agreement. Being a new Asian nation is not very easy. We need an ally we can trust on the world stage."
"What will it take for us to become friends. My nation is rich with oil, gold, silver, and coal. We have copious amounts of it stored. We will trade these resources to you if you can grant us this request. We ask of you a defense force."
Before speaking, the Emperor looked down and mumbled something that sounded like, "God save us." He continued, "In our southern port of New Akkad, a Fascist group started to take over our shipping industry before our independence. Now it has removed it from our possession. But, since we are a young nation, we do not have the military to stop them. We tried to send some of our old militia in along with my second son, Prince Ali. But to no a vale, we were unable to remove them and...and." The Emperor looked down again. Eli-al-Mulim said to Arthur, "Prince Ali was found nailed to a wooden bench and burned to death." The Emperor looked back up, eyes red, and said, "I humble myself before you as a symbol of my people asking you for some troops to remove these heathens from our southern port. If you do this, we will allow you to have complete access to the port of New Akkad, the trade agreement we come upon, and we also wish to form a alliance to protect each other in time of need. Any war you may have, The Empire of the Near East will be there."

Arthurs face remained blank as he listened to the proposal being formed before him. He thought long and hard as the Emperor spoke before answering.
"Let me get this straight my friend, in exchange for a trade agreement, you want British forces to make safe Port Akkad and remove the insurgent presence yes? Ontop of that a mutual defence agreement?. Unfortunately, I cannot do that. I will accept a trade agreement, and I will certainly deploy soldiers to remove these insurgents, but I can only sign an optional defence treaty for the time being. His Majesty King Harry is being wary of whom Britain ties its fate too after the death of his Father, the late King Alfred." he said slowly, thinking about each word before saying it.

"Sire, how many insurgents are we speaking about? I will need to knnow any information you have about them so I can inform the King and the Ministry of Defence."

The Emperor looked at Arthur. "I understand the King's feelings." Eyes watering slightly till wiped away. "I take no offense at the decline of the treaty. But the offer is always out there when you wish to use it. As for the insurgents. They are a fascist group, led by a man named Alaim Muckbar. They are a group of 6,000 troops with no naval or air units. They have full control of the city of New Akkad, which is on our southern edge on the Persian Gulf. They have no WMD's. They have 100 tanks and 5,900 troops within or around the city. They are killing my people as we speak. They threaten my home in Parentopolis and the capital in New Persepolis. This is all the information I have at the moment."

"Britain is always willing to aid those who ask. Ill have the Black Watch Corps deployed. Do you have any other Port Cities that can be used in the meantime to allow the Army a safe landing zone and ability for re-supply, not to mention the bringing in of heavier equipment. Moreover, Do you have operational airfields/airports to base RAF fighters from?

If not it will be a time consuming process of air lifting the required troops and gear into the theatre to begin operations"

"We have a small airfield in the port city of Parentopolis. Your Black Watch Corps may land and stay in the Imperial Barracks outside my palace. It may be a surprise, but New Akkad is only 35 miles to the west from my home. Will that be suitable for your troops, sir."

"Indeed? Well I shall have the orders dispatched immediately to the Palace for Royal approval. Once it's cleared the forces shall set sail for the Empire. RAF jets will begin an immediate campaign once I can get the required clearance from other European states to fly jets over their airspace. Failing that, our fleet of F-35's will be shipped to the theatre."

"Excellent, now about that trade agreement," said the Emperor, "Oil, gold, silver, we got it. My nation is also very tech savvy for a nation with little technology. What resources do you have to trade?"

The Emperor nodded to Eli, and Eli smiled. They looked to Arthur with open ears and open eyes.

"Well we have a good industry in engineering and industrial metals. Oil, gold, silver, natural gas. We also have excellent agricultural produce and technological industries. Shipbuilding is Britains second largest industry after heavy industrial machinery."

"Ships are necessary for my nation. Our largest industry just happens to be shipping, but not shipbuilding. How much for say, 20 transport ships?" The Emperor smiled at a chance at a lasting ally.

"I honestly have no idea. They are all private industries such as BAE systems which also specialises in weapons development. However we could simply have a free trade agreement allowing private companies to do business together easily. It would promote Imperial and British companies to invest in eachother er cetera."

"Well I will have the Administratum write up a treaty and have it faxed to your Office in the morning Sire. Or I could phone embassy row and give you one of our newest embassies that has just been rebuilt and I can have it sent there directly"
