The main thing we was trying to do from start. Had to go through rough changes & sacrifices in order to do it. We finally have a good government team. As for war, Don't all alliance end up going to war? of course in the future we would expect that. But we have very few enemies. Gotham Currently feels safe. We still reserve the right to tech raid for our loans back and defend allies, friends, selves or members. Tech Raiding is raid nations for tech/land/casualties, defending allies would be acting in a war...unless you don't CM or use Air in war either. I know scores of alliances who do what is outlined in the doctrine you posted, but have yet to outline them in such a way and post in on the OWF.
