From the Mongolian Parliament to the Zargathian government

We humbly invite you to the capital of the PRM, Ulan Bator to discuss the possibility for a treaty between our two nations. The Prime Minister, Head Minister of the Ministry of Foreign Affairs and Botur Tejumin CEO of Bator Industries will attend a meeting for what we hope will be a beneficial opportunity to both nations.

We await your response, thank you.

The meeting will take place at the National University of Mongolia. Security will be provided by the 17th Infantry of the Republican Guard.

"Zargathia accepts your kind invitation. Our delegation will consist of the Queen, and the CEO of Singacorp, one of our largest state-owned corporations specializing in transport and construction. Though we have faith that the 17th Infantry Division will provide excellent security, we would request two members of the Zargathian Royal Guard to be present as well."

A couple of days later, with all arrangements having been made, the private train carrying the delegation would arrive in Ulaanbaatar along the Inter Asia Railway Line that had been maintained by the Cochinese in the time the area was still their protectorate (OOC: correct me if i'm wrong please). After its arrival in the station, the four people exiting were Queen Amyante of Zargathia, CEO [url=http://img15.imageshack.us/img15/2051/3be05c7852db7ef86a77793.jpg]Reino Hilmarsson[/url] of Singacorp, translator and logistical officer Captain [url=http://img38.imageshack.us/img38/4697/d14c21b1396fbac6259a7b8.png]Larissa Orlov[/url], and Major [url=http://img14.imageshack.us/img14/6761/376a628b7fa983e0c3263cb.png]Violet Lincoln[/url] of the Zargathian Rangers. Upon the approach of the Mongolians, Larissa would move towards them, and introduce the members of the Zargathian delegation in Mongolian.

"You are perfectly welcomed to bring your own security, I will alert the commander of the 17th of their arrival"

As the train came to a stop, ten members of the 17th lined up near the train with five on each side of the main door. Radio chatter buzzed from other units detailing the station was under full surveillance and that a sniper team was keeping an eye for suspicious activity. The Mongolians were not going to let their first diplomatic operation have any problems.

"all clear, repeat all clear" said a Guard member as he waved toward another group of soldiers escorting a man to the train.

The man was Yultan Zhao, The Head Minister of the Mongolian People's Republic Foreign Affairs Ministry.
"Welcome to Mongolia, we are very glad that you have arrived unharmed."

Larissa bowed, and stepped out of the way to allow Amyante to pass unhindered, and the Queen offered Zhao a handshake. Despite having been a queen for several years now, she still had a strong tendency to act as a civilian would, which to some extent supported her popularity with the Zargathian people.

- "Zargathia has traditionally been surrounded by its allies, we did not expect to see any danger."

Zhao stepped forth and shooked the queens hand, "we are just taking some precautions your highness, I believe we should get going"

Zhao motioned towards the end of the station where a convoy of SUV's awaited to take the Zargathians to the university.

"if there is anything you need do not hesistate to ask me"

Amyante smiled as she and her delegation started following the Mongolians to the SUVs.

- "I will, though i generally like to see things with my own eyes. If you see me looking out of the window during the entire trip to the university, please do not feel offended. Likewise, if you have any questions for me, feel free to ask."

While on the trip, she would be doing just that unless Zhao wanted to start up a conversation. She would mostly be looking at the people themselves, quick glances into alleys that were mostly out of sight, graffiti and other things that would tell her just how the nation was doing. There had been a number of criminals taken captive not too long ago, and the sight of the streets would at least hint at the amount of support the current government had. Reino on the other hand did have a couple of questions.

- "So how have you been doing economically? Now that there is no more fighting in the streets, have there been other investments from abroad?"

Zhao responded to the Zargathian as he sat down in the SUV and looked out the window with her on the ride to the university "Mongolia was a criminal haven until we commenced the crackdown, crime has plummented to a standstill since then and the people seem to generally support the new regime"

As the SUVs drove on several Mongolian civilans continued on with their daily lives, almost seeming oblivious to the convoy passing by. Little things like an old man waiting at a bus stop, several Mongolians eating at a open street bar, a woman and her children leaving a small market and teenagers skateboarding near an abandoned building showed some small details of normal Mongolian civilan life to the onlooking Zargathians.

Zhao then looked at a building sporting graffiti, "our youth seem to have no respect for public property but we have no laws to deter such activity and most don't care as long as its not vulgar" he of course was talking of a particular part of the graffiti that said f%$# the UFE. "it appears the general populace do not enjoy our neighbors in China much". As the SUV's continued on, they entered a much more lively part of the city coming to a near halt almost ever few minutes due to heavy traffic. "I apologize, everyone is either going or leaving work at this hour. We are not far from the university. I hope you enjoyed the drive"

Amyante nodded as she looked out of the car, enjoying the surroundings despite the short delay they were faced with. She really didn´t mind much, it would give her more time to look at the scenery.

- "I have. The grafitti did not bother me much actually, Mongolia has had quite an active history, if you´ll pardon the expression. First there was the Lu Empire that joined the Dragon Empire then left, had several internal and bloody revolts of an organization opposed to foreign rulers in Asia and then allied Zargathia. We´ve had pleasant relations with Madurastan, then a drop during the days of Mongolia and now we´re discussing an improvement of relations again. I´ve found its people to be... strongly opinionated, regardless of the topic."

The convoy pulled into the university, the building was locked down by the Republican Guard who were patrolling the area for odd activity. Waiting at the main entrance was Captain Gogun and Prime Minister Yanjmma. As the SUV's came to a stop near the entrance, the captain signalled two squads to secure the area near the convoy, it wasn't just to protect the queen and Zargathian officals but to insure the founding father of the republic would not be harmed no matter what.

As two Guardsmen opened the doors to let the occupants out the Prime Minister bowed in respect to his visitors, "welcome your majesty, I hope you enjoyed the trip here. I apologize if the drive was too extensive I believe is the word?"

The Prime Minister then motioned for his visitors to enter the university, "please make yourselves at home, there will be food served while we discuss matters of our respected states"

Amyante tsked at the apology, not feeling troubled by it in the least.

- "Far from it Minister. Due to my work i travel abroad a lot, and have come to appreciate a journey at a more relaxed pace such as this one."

She stepped out of the SUV, bowing in return to the Minister and giving the Guardsmen they passed on the way in an acknowledging nod. Once inside the room where negotiations were to be held, she looked out of the window before sitting down, and leaning back in her seat. The other members of her delegation sat down as well, and the Queen folded her hands as she waited for either negotiations to begin, or the conversation to continue.

The Prime Minister sat down in his seat without a moments notice, two guardsmen stood at the entrance while the others patrolled the hallway. "well lets get to buisness shall we? first off the reason the Republic wants a relationship with Zargathia is due to numerous reasons. One is the most obvious, we are neighbors and as such it is only natural that we would want our people to get along and have a fruitful relationship. Another reason is we could defend each other during times of war, Mongolia seems to be very unpopular in the international community since we have decided to avoid taking offers from the UFE. I cannot stress how much parliament pushes for my nation to become a neutral state in Asia, but this meeting shows that is simply impossible as our nation continues to grow. So what I propose is this, An Mutual Defense and Aggression treaty for the militant interests of our nations and a Economic pact."

"The Mutual Defense and Aggression treaty will insure that the nations of Zargathia and Mongolia will have the right to defend one another and aid in the other's military operations. If the Zargathian government wants to alter or decline this, it is perfectly acceptable since this is not the main nor original agenda for today's meeting, it was asked of me by the 1st Parliament of the republic to bring it up"

"Then the main reason we are here, an Economic Pact. The People's Republic of Mongolia wishes to extend an economic pact to Zargathia. As you may or may not know we have a heavy tax on all foreign imports coming into the nation which actually hurts us more than it helps. Mongolia will give Zargathia a tariff free trade deal, and be able to ship as many goods into Mongolia for trade as they want with no interference from the Trade Commission of Mongolia unless the treaty is cancelled or the items in question are illegal in the republic. In addition to giving Zargathia more economic freedom in Mongolia, Zargathian civilans will be allowed to open small buisnesses in the republic and obtain dual citzenship."

The Prime Minister took a deep breath, and scratched his beard looking out the window.

"any questions?"

After a moment of silence from the Zargathian delegation, the Queen spoke up.

- "I have no objections against a Mutual Defense treaty, but it's Zargathian policy to not tie itself to Aggression clauses. Having said that, as treaty partners there would be no problem with participating in war games and joint operations as long as other sovereign nations are not aggressively targeted of course."

In the meantime, Reino leafed through the details of the economic pact, thinking on teh details. If they were granted special governmental permission to open small businesses, and import taxes were high, it generally meant that the home market was isolated from foreign goods. Being able to offer goods against no import tariffs would grant Singacorp a profitable section of the Mongolian market when it came to these goods. Still, there were a couple of things he wanted to know.

R - "I have a few questions. Are there any other nations that have received similar benefits and, regarding the request for an Aggression clause, which nations would you consider your differences to be irreconcilable?"

"So far, only Zargathia has been approached for this kind of deal. The aggression clause is mainly just a formality. The People's Republic does not seek to wage aggressive wars and the only nations I can think of that currently pose somewhat of an issue to us is the UFE. Primarily because its the big superpower of Asia, its understandable that they are seen as a threat by the common people but our officals have kept cold relations with them which probably doesn't help."

The Prime Minister waved for a glass of water, "we are probably going to look into making relations with Korea, Soldania and Vaule by the end of the year. But parliament has made it clear that the UFE is not an option at this time"

A - "We have extensive treaties with the UFE, but our history with Korea can be considered to be rather rocky though it has normalized of late. With a little luck, the indirect links of our respective treaty networks will help to bring you and the UFE closer together, as it will Zargathia and Korea.Having mutual allies can help a great deal."

Amyante smiled, and from the look of things there were no issues with the mutual defense aspect of the treaty. In the meantime, Reino had been working with a small calculator, making some initial calculations before considering something.

R - "Well, as this treaty would give us a strong economical advantage over the competition on the foreign goods market, could you tell us more about the goods and materials produced within Mongolia itself? Singacorp has a policy to domestically produce the goods it puts on the market, and we would of course need to know what resources would need to be imported. Supply charts, you understand."

"our economy is mostly centered around agriculture at the moment but we are pushing for a larger steel industry thanks to prosperous mining in the northern regions, we have extensive amounts of copper and tungsten. I think actually at the moment we have such a surplus of copper we have stopped all production and mining for it, there's just not a large demand here for it."

The Prime minister handed a folder to Reino that detailed the progress of several Mongolian mining operations, "we also have some small technology buisnesses here mainly the company known as Bastikra Inc. they make the majority of televisons, computers, and other appliances for the country. We also have an auto industry with the Takhi coporation as the top dog here with a new electric car and a contract with the Republican Guard to make most of its combat vehicles."

Reino looked over the list. The copper would be useful for trade, if there was a lot of it prices were bound to be good. Electrodomestics seemed to be another branch, but everything else seemed to be fair game, including Singacorp's own construction branch. Then there was a potential market for the Disparuan ice wine, it would definitely boost its trade, especially if it caught on.

- "It is interesting to hear you have developed an electrical car. Nearly all cars on the Zargathian roads are electrical as well, and the amount of carbonoxide pollution has dropped to minimal levels, in turn having an effect on health care costs. We can recommend it as a nationwide measure."

"the republic allows its citizens to drive whatever they want, most people living in the city drive the electric cars while farmers and villagers drive gasoline fueled trucks or vans. Most gas stations are out in the country anyway, almost none in the larger cities especially here in the capital save the Guard's fuel depots for their vehicles. The SUV's you rode in are hybrids restricted for government use mainly to transport dignitaries such as yourselves or members of parliament."

Reino shrugged in response, putting the papers and files he had been reading through down.

- "To each their own, some citizens take to it better than others. Either way, with all that's left being the coordination of these matters on a corporate level, it would be pretty safe for me to say that on a national level, we have no objections to the economic part of the treaty."

Upon hearing that, Amyante took over from her economic adviser, and addressed the Mongolian Prime Minister again.

- "And with that settled, i believe we're both agreed. Would you happen to have a draft for this treaty set up already?"

In the unlikely event that the Mongolian or Zargathian people come under attack by an aggressive foreign force, then it is the divine right and duty for either nation to come to the aid of whomever is under attack and aid them in their time of need. If either nation believes they no longer wish to defend one another then they may cancel the Mutual Defense Clause of the treaty at anytime through the administrations of their respected nations.

[font="Impact"][u]Economic Pact[/u][/font]

The People's Republic of Mongolia will allow Zargathia to trade freely within the republic without the enforcement of any and all taxes placed on foreign goods within the republic. Zargathia is allowed to establish freely buisnesses within Mongolia as long as they do not threaten the Mongolian economy or trade with items deemed illegal in the republic.

Amyante took a pen to sign the document. Before she did however, there was one thing she had wanted to ask.

- "Looks good to me... I assume the cancellation clause will be according to the commonly accepted standard of seventy-two hours?"

After receiving the answer, she signed the document. What she asked was a minor thing anyway, and not really something that would warrant a discussion.
