Civil Unrest in the Republic

By mid-May of 2011, the tensions in the Xinyan Republic, between General Cheng Nangjia's ultra-nationalist faction, and the civil government led by President Wu De Ling had reached a new high. The fear was ever-present of the possibility that the unrest would peak in a confrontation between General Nangjia's forces and the troops of Colonel Chao Fen, the military head of the civil government's faction. This tension had existed ever since Nangjia, who had remained more or less silent about his radical ideals, had become the commander of the Department of Military Affairs, a position which gave him authority over the military; under the corrupt administration of the previous president, Wu Zen Jiang, General Nangjia's power grew to even greater heights, below only the president and her authoritarian rule.

Nangjia used the vast influence that came with his office to begin discreetly spreading his ideology and in turn lessening the power of Colonel Fen's faction, which sought cooperation in East Asia and a freer government. When Wu Zen Jiang unexpectedly lost power in the elections, the presidency went to Wu De Ling--and Nangjia lost a significant ally to his ultra-nationalist ideals. President De Ling took draconian measures to crush the corruption that polluted the Xinyan government and military, and a part of this crusade against corruption was the destruction of Nangjia's title and office, destroying much of his power base and official authority. Colonel Fen, at the same time, gained power in a time when the Republic's government favoured diplomacy and abandoned the militant, isolationist stance of the previous administration.

As such, the tension between Nangjia's faction, still powerful despite the measures taken against it, and Wu De Ling and her reformed civil government and military began to reach a peak that was such that President De Ling feared that if she were to remove Nangjia from power officially he would initiate a civil war; Nangjia at the same time was determined to recover the power he had lost in order to return his ideology to the forefront of Xinyan politics. Thus, in May, President Wu De Ling formally announced that the Xinyan Republic was diplomatically closing itself off from the world to deal with 'internal problems'.

At the same time, a message was sent to Novak, a nation with a history of helping nations in East Asia, requesting possible aid in this potential crisis.

Soliman received the message and, understanding the problems which arise in Asia, offered whatever aid be necessary to ensure the stability of the government and nation.

"We can send in peace keepers to protect the capital and planes to patrol the skies of your nation. We'll maintain a no-fly zone over Xinyan, with your permission. We will require the airport within your capital to maintain a base of operations and as a safe haven for your government until they can be transported out, should a civil war begin."

From the base in Viet Nam, 5000 troops began preparing for a peace keeping mission and 5 squadrons were preparing to maintain a no-fly zone over the nation of Xinyan.

"We believe that it would be in the best interests of the Republic's people for another power to take civil and political control of the former Xinyan Republic, as we can no longer provide efficiently for the people, nor can we ensure their continued wellbeing. Given Novak's history of ensuring peace in East Asia, we believe you can best provide for our people if possible."

After receiving reports of Novakian soldiers in the Xinyan Republic, a brief and non-covert investigation was carried out. At learning that the Novakians were keeping the peace in Hulunbuir's New Barag Right Banner, a message was sent out to Novak itself.
From: Lu Gang, Zargathia
To: Akhmed Shakir, Chairman of the Central Executive Committee of the SSRN

Subject: New Barag Right Banner, formerly known as the Xinyan Republic.

Dear Chairman,

It has come to our attention that the former government of the Xinyan Republic has recently transferred control of its territory over to your forces.

However, they would have been unable to do so. As mentioned in Clause II of the New Barag Independence Accord, the territory would revert back to Zargathia in the event the Xinyan Republic would fall. As the governor of Inner Mongolia, the task of ensuring this clause is properly executed would be mine. How would you propose we see to this little problem?

Looking forward to hearing from you at your earliest convenience,

Lu Gang,
Crown Prince of Zargathia
OOC: And almost one RL month later...

IC:

After several messages sent to the leadership of the Xinyan Republic had been left unanswered, and no sign of an active government even being active in the region in the first place, four platoons of Zargathian troops crossed the border near Manzhouli to make their way to the capital. Though expectations were generally optimistic, military bases in the area were put on alert just in case. One of the Zargathian satellites relocated its position to keep a good view on the soldiers and their surroundings, and though the APCs used the available roads they remained in contact with their home bases at all times as a safety precaution.

Noticing the move by the Zargathian military, the Greater Korean Federation also tracked the situation within Xinyan, while preparing its military along the border with Zargathia. The Koreans would decide what to do as the situation proceeds. In the meantime, the data gathered did not show any sight of the rumored Novakian troops within Xinyan, and such info was relayed to Zargathia.

With a request from Novak confirming what Athenian satellites had already seen the nation as a whole was taken to Alert Condition Beta.

20,000 Thracians at Cam Ranh Bay were prepared for rapid deployment to the protectorate, of the remaining forces another 100,000 soldiers, 1,200 tanks and 1,500 support vehicles would begin deployment upon permission from the UFE to pass through.

A general statement was released to parliament, foreign diplomats and world press.
Earlier tonight the Asian units of the Hellenic Forces have been ordered to initiate combat operations to protect the sovereignty of Novak. The Athenian Federation will not let this incursion by Zargathian forces go unpunished. Likewise any party who provides support to Zargathian forces will be considered at war with the Federation.
The Zargathian reply would be issued to the world press in response to teh Athenian one.
"The Xinyan Republic was formed out of Zargathian sovereign territory, having been granted autonomy at the time by the Zargathian government. We have sent several messages into Xinyan which have gone unanswered, and we have sent troops to investigate whether or not the nation is still capable of existing independently. We sincerely doubt the claims of the Athenian Federation that our actions are harmful to the sovereignty of Novak, and would suggest they check their sources of information more thoroughly before jumping to these wild and unbased conclusions."
"Sri Lanka believes Novak should stay out of East Asian affairs and let Zargathia retake the land they have originally given to these people.
It is only Zargathia's right to do so. Novak has no right to these lands.

And please, someone stop shooting anti-satellite missiles. You're making cleaning up earth's orbit hard."

OOC: Assuming that whatever may happen with full or partial post wipes, i am the first with soldiers there given that there isn't anyone else:

IC:

The column of twelve APCs split up as they ventured deeper into the former Xinyan Republic. On the way they would split up into four groups of three, one group would proceed on to the Xinyan capital (formerly called Altan-Emeel) while the others would head to the respective population centers they had been tasked to check.

As the main group rolled up to the Republic's central government, a young sergeant got out with a clipboard under his arm, and walked up to the door to knock on it.

- "Hello? Anyone there?"

It only took a brief time to figure out the parliament building was deserted, and from the looks of it had been for some time. The results were radioed in to the home bases, and going by the reports trickling in from the other three groups it seemed the entire country had fallen into Anarchy. With confirmation attained, the following broadcast was made:
"After our diplomatic messages were left unanswered, Zargathia has sent troops into the territory assigned to the Xinyan Republic to investigate. Upon their arrival, we discovered that the known Republican government has disbanded, and the region had fallen into anarchy. In accordance with Clause II of the New Barag Independence Accord the territory hereby reverts to being administered by the central government in Harbin, Zargathia. Given the historically low population density (OOC: 1 per square mile irl) crime has been mostly nonexistent as local governments and communities adjusted themselves accordingly to maintain a standard of security and well-being, so we are happy to report that there were no major incidents reported."
"Novak has no place in Eastern Asia. The land is purely Zargathia's. Perhaps Athens should review the situation before blindly warring upon other countries. We also would like to note how Novak had not staged one diplomatic talk, and how easy they are to immediately fire their weapons. The United States of America is against any way taking place in Asia due to this recent event."
