The Holy Empire of Ursalia was officially formed, but its structures remained in constant flux, riddled with political uncertainity. The country had barely begun its transition from a protectorate to a fully-fledged Empire capable of defending itself and its interests (including allies). At this point of time, the Holy Empire had virtually no allies (though that would change soon), the only major military forces in the regions were protectorate troops of the Empire of Pravus Ingruo and the Austrian Empire (which were expected to leave soon), and its very size caused considerable doubt of whether the Empire would be able to hold itself together. Even James Norton had to admit (privately to himself, of course) that he had not put much thought on ruling a vast Empire once he had assumed power.

Despite so, however, the Holy Empire inherited from the Ingruoian protectorate a fairly cohesive and hard-working society, an extensive tax collection system, an efficient law enforcement apparatus, a well-connected communication network, and a well-built transportation network. Its economy was fairly stable and growing, thanks to the support of the Empire of Pravus Ingruo. As the Ingruoian protectorate was administered on a fairly decentralized level (power lay in local and regional governments), it seemed that the major task lay in consolidating the local and provincial governments into a highly-centralized government. But of course, it was far easier to say all this than actually carrying them out. As James knew, given the horrors of the hypercentralized URSR, he was aware that the populace would not take kindly to the notions of a centralized government, given that they had enjoyed stability under Ingruoian protection.

Thus, James decided that the Empire would maintain the status quo for the time being, slowly and steadily centralizing government power in the hands of Ursalia City. This was to condition the people toward acceptance of centralized government without causing too much alarm and panic. In the meanwhile, he would detail out the basic contours of the Imperial central government, including but not limited to the position of Imperator, the formation of an Imperial Cabinet, the establishment of an Senate, and the Imperialization of the country. He would, for the time being, form and maintain the image of democracy in the Empire.

To begin off with, James contacted regional governors and several local governors (especially from Calgary) and summoned them to meet in Ursalia City, in the University of Northern British Columbia (which, highly ironically, had served as the headquarters of the former URSR). The purpose of the meeting was to sanction the establishment of the post of Imperator with ostenibly public support, and to place the task of Imperialization on the governors and administrators. In addition to that, the meeting was to establish a national legislature in place as well set the stage for nationwide elections that would populate the legislature with Senators.

The meeting went well. Actually, scratch that. It went absolutely brilliant, as far James was concerned. The governors not only approved the formation of the post of [b]Imperator[/b] (with James as Imperator, of course), but they agreed to the formation of an unicameral Imperial Senate to represent their interests as well the accompanying elections. Perhaps most significantly, they agreed to place their respective police forces under the aegis of the Imperial central government (specifically the proposed Ministry of the Interior). Of course, there were strings attached: the governors would continue to maintain control of their police forces in their areas of juridiction, and the central government would be allowed to assume control over them in certain circumstances.

As soon the meeting adjourned, and the basic contours of a centralized Imperial government in the process of establishment, James not only prepared to call for national elections, but he went on to establish an extrajudicial security apparatus (fancy word for secret police). In a secret meeting with supporters, James Norton sanctioned the establishment of the [b]Commission for the Preservation of the New Order (COMPNOR)[/b]. In turn, two organizations were formed under COMPNOR: [b]Imperial State Intelligence (ISI)[/b] and the [b]Holy Inquisitiorius[/b]. Both organizations, as well COMPNOR as a whole, would report directly to the Imperial Cabinet and the Imperator.

Imperial State Intelligence was to serve as the Empire's intelligence agency; it was tasked with collecting information (public and secret) for the Imperial government as well conducting espionage (and surveillance) on both external and domestic targets (individuals, groups, etc). In turn, the Holy Inquisitiorius, also known as the Inquisition, were tasked with law enforcement independent of local and regional government authority. It was to serve as a 'muscle' for the Imperial government through the fact it had broad powers of arrest and detainment in accordance to orders from COMPNOR and the Imperial government. However, both organizations would have to start small, as dedicated personnel with appropriate expertise would have to be found.

While the security apparatuses were being formed in secrecy, and while elections were being prepared, and as James Norton settled down on his new position as Imperator, Imperialization duly began. Its immediate effects were the raising of a new Flag across the country, typically a modified version of the old Ursalian flag:

URSALIA CITY - Imperator James Norton issued what became his first Decree in his position in the Holy Ursalian Empire. The [b]Decree on the Daily Administration of the New Order[/b] not only sanctioned the formation of the [b]Imperial Cabinet[/b] ('officially' authorizing the Imperator to appoint Cabinet positions), but established in place an entirely new position in the growing Imperial government: [b]Grand Vizier[/b].

The Grand Vizier will be the highest office in the Empire after the Imperator, and will be tasked with the day-to-day administration of the Holy Empire and its bureaucracy. The Grand Vizier will head the Imperial Cabinet on the behalf of the Imperator (but cannot appoint or fire any of its members without permission of the Imperator), and can be appointed or relieved by the Imperator at any time for any reason. Not only is the Grand Vizier tasked for overseeing the various government ministries, bureaus, and offices that comprise the Holy Ursalian bureaucracy, but he/she will function as a personal assistant and advisor of the Imperator. Not only that, but the Grand Vizier will function as head of the Imperial Senate once it is established in place and populated by Senators after the planned national elections. The Grand Vizier will serve as a member of the [b]Imperial Ruling Council[/b], to be elaborated below.

The Imperial Ruling Council will consist not only the Imperator, his Cabinet, and the Grand Vizier, but also other important government and military positions such as the Supreme Commander, Military Executor, and Procurator of Justice, so to name a few. Under the Imperator, the Imperial Ruling Council will serve as an administrative body of the Empire; it, however, will not serve as a substitute for the Imperial Senate once it takes power. However, in the case the Imperator is unable to serve his position, is incapitated, dies, or resigns, the Imperial Ruling Council will serve as an executive body alongside the Imperial Senate.

Lastly, the Decree outlined the Ministry positions to be included in the Imperial Cabinet, to be appointed by the Imperator:

The Ministers has the power to issue resolutions relating to their organizations, of which will have the force of law (although they can be overruled or vetoed by the Imperator and/or the Imperial Senate).

Having set up the basis for a secret police apparatus, and established in place the details of certain government institutions (such as the Imperial Cabinet), and planned national elections for the Imperial Senate, the Imperial government turned its attention on building up an Armed Forces to defend the Holy Ursalian Empire, its people, and interests. The withdrawal of Ingruoian troops would leave a sort of a vacuum that would have to be fulfilled as soon as possible if the Empire was to gain a steady footing.

To begin off with, Imperator James Norton issued a second Decree, named the [b]Decree on the Formation of the Imperial Armed Forces[/b]. Through such, he detailed out the guidelines for the Armed Forces to take form, to be implemented by the Defense Ministry as well any qualified military officials as soon as possible. It took into account the relationship between the military and the Imperial government, the military's administrative system, its command hierarchy, number and size of Army formations and units, military ranks from highest to lowest, among other aspects.

The Imperator focused on the Army first. the Decree established the [b]Imperial Army High Command[/b] ([b]IAHC[/b], or simply the [i]High Command[/i]). The Imperial Army was to be placed under the command of a council of senior Army generals led by the Army Chief of Staff. The council, formally known as the [b]National Council of the Imperial Armed Forces (NC-IAF)[/b], will report to the Supreme Commander of the Army (through the Army Chief of Staff) and in turn to the Defense Minister, Military Executor, and ultimately the Imperator. Imperial Army High Command, for its part, was to form part of the overall [b]Imperial High Command (IHC)[/b], which would include branches for the Navy, Air Force, and Strategic Rocket Forces.

In turn, the Army, to be named the [b]Imperial Ursalian Army (IUA)[/b] or simply the [i]Imperial Army[/i], was to consist of 500,000 troops in both active and reserve roles. Out of all that, approximately 300,000 troops will be placed on active duty, meaning the remainder (200,000 troops) would be formed into the Reserve Army, to be called into service at a moment's notice when needed. The Decree specified out the ranks for the Army, as the same as the other two branches of the Armed Forces (to be detailed out), from highest to lowest:

As per the Decree, Army officers and soldiers are required to undergo training in military academies, boot camps, and training camps at select locations across the Empire, starting immediately.

Lastly, the Decree stipulated the establishment of several national recruitment offices, namely the [b]Imperial Army Recruitment Office (IARO)[/b]. Officials of the IARO, known as Imperial recruiters, would be tasked with recruiting citizens of the Empire into the Imperial Army. They, in addition to selling weapons, equipment, and supplies to soldiers and personnel based on their rank and processing paperwork, would have the power to arrest and detain upon any citizen who refused his/her sworn duty to serve the Empire. Such citizens will be brought in front of a special military tribunal for appropriate justice.

BASTION (formerly Calgary) - As part of the ongoing Imperialization process, and also per an agreement between the Imperial Government and the provincial governments, the City of Calgary was renamed the [b]City of Bastion[/b]. The Calgary City Hall likewise modified its official name (Bastion City Hall), and passed a resolution ordering the city's signs to be changed to reflect the name change, taking into account the costs.

With a population of over 8 million, Bastion is the largest city in the Empire, and its influential financial, economic, and cultural center. The [i]Bolsa di Valoris di Calgari[/i] (BVC), the only stock market (and largest) in the Empire, is located in Bastion.

Having established the frameworks of the Imperial Army, the Imperator turned his attention to the Air Force. In accordance to his Decree on the Formation of the Imperial Armed Forces, the [b]Imperial Ursalian Air Force (IUAF)[/b], or simply the [i]Imperial Air Force[/i], was to be established.

The IUAF, like the IUA, was to be placed under the aegis of the Ministry of Defense and form part of the overall Imperial High Command. It would be commandered by the [b]National Council of the Imperial Air Force (NC-IAirF)[/b] led by an Air Force Chief of Staff, as a part of the [b]Imperial Air Force High Command[/b] ([b]IAFHC[/b], or the [i]Air Command[/i]). The NC-IAirF would report to the [b]Supreme Commander of the Air Force[/b] (each branch of the military would have their own Supreme Commander), and in turn to the Defense Minister, Military Executor, and ultimately the Imperator himself.

The overall plan outlined by the Decree was for the IUAF to have a large air force comprising of one hundred and five squadrons of aircrafts of all calibers, including fighters, strike-fighters, interceptors, military transport aircrafts, cargo aircrafts, reconaissance aircrafts, and support aircrafts such as EWACs and AWACs. Overall, the IUAF was projected to have approximately 1,260 aircrafts total. The Decree also stipulated that all air force bases such as airfields, hangars, and refueling centers across the country be brought back into operation immediately.

Like the Army, the Decree set forth the ranks for the Air Force, from highest to lowest:

Navy officers and personnel are required to report to their respective Naval Bases and to undergo training in Naval academies in select areas alongside the Ursalian coast, starting immediately.

To assist in the planned expansion of the Air Force, the [b]Imperial Air Force Recruitment Office (IAFRO)[/b] was established, with the same level of powers and duties as the IARO. IAFRO recruiters would have the power of arrest and detainment over any citizen who refused his/her duty to serve the Empire. Next, the growing military-industrial complex would play a role in the establishment of the Air Force; defense contractors, technological companies, and military industries across the Empire received orders, along with funding, from the Imperial government to begin producing aircrafts and related technology, whenever possible. At the same time, the National Council of the Air Force was authorized to purchase aircrafts and equipment from other nations, namely the United Federation of the East and the Holy American Empire (the same went for the National Council of the Army, which would be authorized to purchase weapons and equipment from the UFE and HAE on the Imperator's behalf).

URSALIA CITY - The Imperial Cabinet, in one of its first exercise of power, with the approval of the Imperator, promulgated a decree that reestablished the [b]Ursalian Border Agency (UBA)[/b] once again. As under the old Kingdom, the UBA - responsible to the Ministry of the Interior - is to be responsible for border enforcement and customs, as well as safeguarding the Empire's borders against external threats. In this, the UBA will be responsible for preventing smuggling, illegal immigration, trafficking, and other activities deemed illegal by the UBA. The UBA would have jurisdiction over the Empire's ports alongside the coast; it will have the power and authority to collect duties on imported goods entering the country.

According to the Decree, formally known as the [b]Decree on the Protection and Safeguarding of the Borders of the New Order[/b], Port Authorities would be established in port cities, large and small, across the Ursalian coast. They would be placed under the administration of the UBA and fall under its jurisdiction.

As in the first Ursalia, the UBA will serve as the first line of defense in times of war, and due to that, they are tasked with slowing down (if not stopping) an invading foreign army in order to give ample time for the Armed Forces to mount an appropriate response. In this, the UBA will be equipped with standard weapons (such as pistols), heavier weapons (such as submachine guns, assault rifles, and shotguns), and heavy equipment (such as rocket launchers, sniper rifles, and artillery guns). For this, and other tasks, the UBA will employ helicopters, observation posts, specially-modified vehicles, and fortified checkpoints. It will work closely with the military and the Imperial government to accomplish its objectives and goals.

Moreover, the UBA is to consist of 15,000 personnel, which has been deemed adequate to safeguard the entirety of the Empire's 3,000-mile long border. Enlistment has begun, and applicants are required to enroll into training institutions for training. The Decree outlined the qualifications for any citizens to join the UBA: an applicant must be at least twenty-one years old, be a lawful citizen of the Holy Ursalian Empire, and have no criminal record (this will be determined using available records along with other ways).


What was not mentioned was the fact the UBA, despite being responsible to the Ministry of the Interior, was actually under the control of the Commission for the Preservation of the New Order (COMPNOR), and as such was directly responsible to the Imperator. As such, UBA personnel would work closely with Imperial State Intelligence and the Inquisition, and receive COMPNOR funding and resources.

With the advent of the Holy Empire, the ideal that the country should more closely reflect the new Imperial legacy that it now found itself took hold in many cities across the country, given the growing influence of the Imperial government in Ursalia City.

With the establishment of the [b]Imperial Planning and Development Commission (IPDC)[/b] under the aegis of the Ministry of Housing and Development, and local and provincial branches of the IPDC in the cities, the Imperialization of the Empire adapted new forms; Imperial city planners envisaged "large and gleaming" megapolises that would outachieve other cities in the world in their scope and design.

For one instance, the Nadrink branch submitted a concept art to the IPDC, illustrating its vision of what the former Vinilandese capital should look like in the near-future:

In another instance, the Ursalia City branch submitted several concept arts of what the Imperial capital should look as to reflect its status as the capital of a vast and sprawling Empire:


In fact, one art depicted Ursalia City as a massive metropolis unparalleled in size and scope across the Empire.

One of the arts included the concept of a massive Imperial Palace in Ursalia City to house the Imperator and the rest of the Imperial government. Another art submitted by the Nadrink board included the concept of a secondary Palace located near Nadrink.

Such concept arts illustrate the zeal of the city planners, as well citizens, across the Empire as they embark upon the ambitious goal of transforming the cities of the Empire as a whole. Such plans, of course, would require years of planning, discussions, allocation of national resources, and, crucially, funding to succeed in the long run. On top of that, the cities would have to be factored in defense plans as the Empire would have to defend them from outside attack.

URSALIA CITY - Among the flurry of Decrees issued by the Imperial Cabinet, and in turn the Imperial Council, one Decree stood out: the [b]Administrative Governance Decree[/b].

The Decree sought to organize the Empire into administrative units with the purpose of introducing efficient governance. It established new administrative units at the provincial levels called [b]Dioceses[/b]. Similiar to a typical Province, each Diocese was to be utilized for administrative purposes only, and as such were to be confered with fairly-limited powers and sovereignity in certain areas of jurisdiction. The Decree specified the names of each respective Dioceses and their capital cities:

The Dioceses were named as such as to maintain the historic connections to the former Viniland and the first Ursalia.

Not only that, but through the Decree, the Imperator (and the Imperial Council as well) had the power to appoint Governors to administer the Dioceses. The Governors, to be referred to as [b]Diocese Governor[/b], were tasked with maintaining law and order within their respective Dioceses, combating corruption and fraud, and law enforcement. One crucial factor in this arrangement was that Diocese Governors were explicitly forbidden to interfere or otherwise modify existing local governments and their structures (they could not appoint nor remove local governors without permission). In turn, local governments were expected to cooperate with Diocese Governor in the interests of stability and order. Otherwise, they maintained a certain degree of autonomy from the Dioceses and the Imperial government.

In addition, Diocese Governors - although constrained when it came to local governance - had considerable powers over resources and resource allocation within their respective Dioceses. In accordance to their responsiblity for maintaining law and order, each Diocese Governor had command, to a certain extent, of provincial police and military units stationed within the borders of their respective Dioceses. They were required to report to the Ministry of the Interior and Imperial High Command, respectively, and had no control over COMPNOR (such as the Inquisition). Under certain circumstances, the Diocese Governors had the power to take over control of local police units with the approval of the Ministry of the Interior.

Lastly, as stated in the Decree, the Imperial government had the sole power to regulate inter-state commerce (commerce between the Dioceses).

URSALIA CITY - The Imperial Cabinet issued a special Decree that set the basis for a separate area of jurisdiction inside and around Ursalia City from the surrounding Columbinan Diocese. Through the [b]Separate Capital City Decree[/b], the areas surrounding Ursalia City were to be detached from the Columbinan Diocese and formed into something of a 'Federal District.'

Thus, Electoral Area J, Electoral Area L, and Electoral Area P, along with Ursalia City itself, became a separation administrative unit, to be named [b]Imperial Center[/b]. Ursalia City would serve as the seat of government of Imperial Center, and the Imperator (and the Imperial Senate, as well) would assume direct rule over the new district.

Ursalia City, as well Imperial Center, would have a separate police force, judicial system, transportation system, communication systems, and airports.

BYSS (formerly Edmonton) - As with Calgary/Bastion, the City of Edmonton, the former provincial capital of Alberta/Nova Coimbra, was renamed the [b]City of Byss[/b]. The City Hall passed a resolution confirming the name change, modifying its name (Byss City Hall), and the Nova Coimbran Diocese appropriated funds to assist in the transition (such as replacing the city's signs and the like).

With a population of nearly 6 million, Byss is the second largest city in the Empire, after nearby Bastion. Located right in the center of the Empire, Byss is a growing financial, economic, and cultural center, making it a potential competitor to Bastion in terms of power and influence.



BASTION - The Imperial Cabinet passed a Decree designed to streamline the already-efficient taxation system. The [b]Decree on the Consolidation of the Taxation System in the New Order[/b] mandated the establishment of a central office to oversee tax collection, as well set taxation policies on the highest level, across the Empire. All taxation bureaus at the provincial and local level across the Empire were placed under the aegis of the [b]Imperial Taxation Bureau (ITB)[/b], centered in Ursalia City. The ITB, in turn, would be placed under the Ministry of Finance and will report to the Imperator through the Taxation Commissioner. In addition to tax collection, the ITB would be responsible for generating taxation forms and relative documents, processing taxes, and will have the power and authority to investigate cases of tax evasion and fraud.



While the rest of the Empire were busy forming the Armed Forces and, recently, establishing a centralized taxation system, the Alta Vancavitean Diocese was setting out on a different course. Alta Vancavitean officials, most especially the recently-appointed Diocese Governor Abran Balfour, had been in secret talks with Ursalia City regarding their course of action.

As soon he occupied his office in Nanaimo, Governor Balfour had immediately set out to achieve what he called his most "ambitious" plan, to be undertaken as early as possible. As Balfour was well-aware, Alta Vancavite encompassed what had been historically known as Vancouver Island; the island, jutting southwards from the Empire's southwesternmost corner, was potentially vulnerable to foreign attack. The City of Victoria, situated on the island's southern coast and one of the Empire's extreme points, was right next to Cascadian Washington and could easily come under outside bombardment in times of war.

And not to mention, it was the scene of conflicting ambitions of several neighboring states: after the collapse of the URSR, Vancouver Island became a disputed region between the United Kingdom of Idaho-Montana and the Revolutionary Republic of Vancouver; the dispute nearly led to war between the UKIM and Red Dawn members. Taking into account all these, as well the strategic interests of the Empire as a whole, Balfour thus resolved to make Alta Vancavite "one of the most fortified regions on the planet." Alta Vancavite would serve as a testing ground for any future fortification of the Empire as a whole.

Discussions with Ursalia City are underway, and a comprehensive plan is in the works.

After evaluating the actual capabilities of the Empire to construct a sizeable Air Force based on its infrastructure and resources, the Ministry of Defense had found that the Empire could construct up to seventy squadrons of aircrafts (up to 840 aircrafts of all calibers) instead of the one hundred and five squadrons originally envisaged for the Air Force.

Thus, the Ministry had submitted to the Imperial Air Force High Command modified goals and targets of production to be met within a specified period of time. The Imperial defense budget for the Air Force, likewise, underwent similiar modifications.

Next, for the Army, the Ministry of Defense found that the Imperial Ursalian Army could actually field up to approximately 484,760 troops instead of the original 500,000 troops. This was supported by information supplied by the Imperial Army Recruitment Office (IARO); the IARO received a modified target goal. It was decided that the Imperial Army would comprise of 400,000 troops on active duty and 84,760 in reserve.

On a related note, it was indicated that, given its existing infrastructure and resources, the Empire would have the capability of producing up to approximately 4,847 tanks, transport vehicles, self-propelled howitzers, and artillery guns, all respectively.

With these modified targets of production, construction of the Army and Air Force would continue according to schedule. Information on the Imperial Ursalian Navy and the Imperial Ursalian Strategic Rocket Forces has not been released as of yet.

URSALIA CITY - As promised, the long-awaited national elections for the Imperial Senate were held in the Empire. Across the length and breadth of the Empire, officials of the [b]Imperial Election Commission (IEC)[/b] had been busy setting up polling stations in the Dioceses and their localities with the cooperation of local governments; now their efforts were complete. From Victoria in Alta Vancavite all the way to faraway Saskatoon in Saskatchewan, citizens of the Empire could vote in place a national legislature that would more or less represent their interests as well safeguard their rights and liberties.

As each Diocese is divided into [b]Electoral Districts[/b] (which also functions as administrative divisions for the Dioceses), they would receive the number of seats in the Imperial Senate based on the number of their respective Districts. In other words, each District would have the right to elect (but not withdraw) two members to the Senate on the behalf of their Dioceses. For instance, the Columbinan Diocese has 22 Electoral Districts within its borders (including Imperial Center), so it would have the right to elect 44 members to the Senate. The layout are as below, in descending order:

The Imperial Senate would comprise of 140 Senators, according to the IEC. In preparations for the elections, however, the Imperial Ruling Council issued the [b]Nonpartisan Decree[/b] (formally known as the [i]Decree on the Preservation of Political Integrity in the New Order[/i]) forbidding the formation of political parties. The Holy Empire of Ursalia, as Imperator James Norton stated in a special press statement in Ursalia City, was to be a nonpartisan democracy. Citizens would elect members to the Imperial Senate on the virtue of their prowess and skills instead of "political blustering." It escaped no one's attention that political parties had contributed, more or less, to the collapse of Viniland and the first Ursalia in the first place - and the Imperator was determined to prevent this from happening again.

Elections have now begun, and IEC officials will work vigilantly to ensure the legitimacy of the process as well to verify election results. The Diocese Governors, for their part, will work together with the IEC to prevent electoral fraud and corruption.



After some discussions, the Imperial Cabinet decided to implement a couple of plans designed to, at least, maintain the integrity of the Imperial Ursalian government. First of all, it approved a motion by the Minister of Defense to establish the headquarters of the Imperial Ursalian Armed Forces in the [i]Pentagono[/i] (Pentagon) building located in Nadrink.

Not only that, but the Cabinet also agreed to relocate the headquarters of the Ursalian Intelligence Agency ([i]Agenzia Ursalian d'Intelligence[/i], AUI) from Ursalia City to Nadrink. UIA personnel were to move into the building that used to house the [i]Agenzia Vinilandesa d'Intelligence[/i] (AVI, Vinilandese Intelligence Agency).

Finally, the Cabinet mandated that backup Ministry offices be established in Nadrink as well; dozens of underground nuclear shelters were ordered to be constructed throughout Nadrink (the same went for a select number of cities such as Bastion, Vancouver, Byss, Regina, and Saskatoon). They were to be specifically built to withstand anything but the most direct nuclear strike or bunker buster.

The plans effectively made Nadrink, the fourth largest city in the country, a 'secondary capital', a back-up capital if one can say so, of the Empire.

After months of discussions, negiotations, and even disagreements, Alta Vancavitean Diocese Governor Abran Balfour's plan to fortify his province became a reality in the form of [b]Project Cerberus[/b].

The plan went as follows:

The major component, and the most important, of Project CERBERUS is to utilize the geography and topography of Alta Vancavite, formerly known as Vancouver Island to create a maximum advantage for said island's defense, as to enable the Imperial Armed Forces to repel Foreign invasion at any cost in times of war. Through this, Project CERBERUS shall seek to utilize various mountain ranges, passes, hills, rivers, valleys, and basins as natural defenses against foreign invasion.

With that said, Project CERBERUS is to comprise of five separate Projects: [b]Shadowhand[/b], [b]Dreadnought[/b], [b]Deception[/b], [b]Fortification[/b], and [b]Orbital[/b].

Under [u][b]Project SHADOWHAND[/b][/u], the krakatoa mines will be utilized extensively in Alta Vancavite's maritime and aerial defenses. As the Krakatoa mine has the capacity to penetrate more than 1 inch of thick steel armor at a distance of 25 yards, and will be capable of penetrating up to six inches of steel armor when very close to a ship’s hull, it will provide an useful defense against enemy ships. It can also be utilized against enemy troop personnel. Large minefields were to be established under the beaches of Victoria, Nanaimo, Tofino, Parksville, Port Hardy, Port McNeill, and Campbell River. The Krakatoa minefields will have pressure sensors on them that sets them off when enough pressure is applied on them (as when the general weight changes); however, they would be calibrated so they would be triggered manually to ensure the beaches would be safe for public use in peacetime.

Not only that, but the mines would be packed into bomblets (which would be capable of carrying over 2 lbs of krakatoa mines each). In addition to containing an inverted copper cone and an electromagnet, the bomblets will incorporate GPS and ad-hoc networked technology that allows them to send and receive data packets that will be nearly impossible to jam. The bomblets will have the capacity to inform, in data packet transmitted in under a half-second, a central command station when it has latched on to a target, its present location, and current heading and speed. On top of that, they will be able to communicate with each other in some way, through the fact that they will be able to tell control information, such as how many are nearby or latched to the same target. Instructions on whether to fire or release will also be sent using data packets, making them virtually impossible to jam.

Under [u][b]Project DREADNOUGHT[/b][/u], a large seawall would be constructed around Alta Vancavite with the overall purpose of preventing foreign troops from landing on Alta Vancavite's shores (or at least make it extremely difficult and bloody for them to do so). The seawall was to be approximately 700 miles long; it would vary in height (with the ceiling of 450 feet, or 150 m), and will be 20 feet thick. It will be made of rebar reinforced concrete that will be able to withstand bombardment for the most part. To enable ships to pass through to Alta Vancavite, an opening 150 feet wide will be made every 25 miles, totaling about 28 openings total. In addition, the seawall will be constructed to come within 1 m (3 feet) of the ocean’s surface, thus making it nearly impossible for any naval or commercial vessels to pass through, except the openings (which in addition to being 150 feet wide, will be 200 feet deep).

Under [u][b]Project DECEPTION[/b][/u], SONAR emitters will be employed to give false information to enemy forces (hence the operation's name), such as giving the impression that the areas were populated with submarines and other vessels. The SONAR emitters will be able to be turned on and off remotely, only being turned on during time of attack and when needed, not before, remaining hidden and passive for the most part. Torpedo launchers will be built into the DECEPTION system. This is to be the most classified part of the overall project, given that its construction will be covered by the construction of Project DREADNOUGHT.

Under [u][b]Project FORTIFICATION[/b][/u], massive fortifications will be built all over Alta Vancavite. Fortresses 100 m long, 100 m wide, and 60 m tall will be built every five miles. In this, over 140 Fortresses are to be built across the island, and will utilize natural defenses such as mountains, rivers, and the like. They will consist of 6m (20 feet) of rebar reinforced concrete, with the roofs being twice that, and will be built to withstand even the most advanced bunker-buster bombs. Each Fortress will have four 5-inch guns, each at a ninety degree arc, that will face the sea. On the roof of each Fortress, anti-aircraft guns will be built, including four 120-mm automatic, RADAR guided anti-aircraft guns, four 75-mm automatic, RADAR guided anti-aircraft guns, four 90mm auto flak, automatic, RADAR guided anti-aircraft guns, and two THAAD missile launchers.

In peacetime, the Fortresses will serve as a holding place for Czech hedgehogs, to be ready to be deployed at a moment’s notice.

In addition, hundreds of smaller forts, bunkers, and pillboxes would be implemented alongside the Fortresses as to provide added defense; they along with the Fortresses would serve as the first line of defense in times of war. They would be placed alongside the Alta Vancavitean coast as well, and will house approximately 1 to 10 ten troops/personnel each, and are to be made of 2-meter thick reinforced concrete and provide excellent [temporary] cover against any invading force. In peacetime, the forts, bunkers, and pillboxes would be camoflauged. Likewise, hundreds of artillery guns, anti-aircraft guns, and SAM sites were to be clustered around the major cities across Alta Vancavite, namely Victoria and Nanaimo and others. In turn, hundreds of thousands, if not millions, of Krakatoa mines will be placed alongside major roadways, highways, streets, tunnels, and bridges throughout Alta Vancavite; special emphasis will be placed on these leading into and outside the major cities, towns, and military bases. Furthermore, 20mm artillery emplacements are to be built alongside the major roads, highways, and roadways throughout the island (in the same fashion as the Krakatoa mines), though they will be camoflauged in peacetime.

Lastly, [u][b]Project ORBITAL[/b][/u] will be the second most important Project in CERBERUS, and will be divided into two parts.

The first part will concern aerial defense: anti-aircraft guns of varying sizes, caliber, power, and range will be established at specific intervals in Alta Vanvacite; hundreds of RADAR installations, especially the PAWS ones, would be established across the island to monitor air traffic and provide aerial defense. To elaborate further, each RADAR installation will consist of two relays. The first will operate on a normal frequency while the second will operate under 2 GHz to detect stealth aircraft. By having two systems, the 2 GHz system can find the stealth aircraft, allowing the second system to lock on to their location and follow them, providing solutions for fighters and anti-air weapons. They are expected to provide multiple overlapping coverage.

The first level of defense in ORBITAL is the usage of 75mm guns to provide low-level air support. These guns will be linked to RADAR systems, and be automated. The highest concentrations of these weapons will be around cities, towns, and military bases, installations, and depots - although some will be interspersed throughout the island to provide for maximum advantage. Their effective range is 13.5 km and maximum range is 6.3 km. The second level of defense will consist of 90mm auto flak guns with the same characteristics as 75mm guns. Their ceiling is 34,000 feet. The third level of defense will consist the usage of 120mm guns with the same characteristics as that of 75mm and 90mm guns. Their maximum ceiling is 57,000 feet. The fourth level will employ missile launchers such as SM-3, RIM-116, THAAD, MIM-104F, and Centurion C-RAM (both stationary and mobile), which will be interposed across Alta Vancavite.

The second part will concern maritime defense, specifically the establishment of an underwater defense system. The [b]Integrated Undersea Surveillance System (IUSS)[/b] will utilize fixed, mobile, and deployable acoustic arrays that would enable the Imperial Navy to detect both diesel and nuclear submarines. For this purpose, the Imperial Navy High Command will utilize work stations, enhanced signal processing, and advanced communicatioh technology for the purpose of remote array monitoring, which would reduce manpower costs and improve efficiency. The IUSS will utilize a mix of sea-based launchers that can be placed on the ocean floor and used to launch mines and torpedoes. In addition, features in the ocean floor can be used to house underwater bunkers that can be armed with torpedoes and the like. Because they are situated on the ocean floor, they are virtually undetectable to enemy and foreign sonar, providing the Holy Empire of Ursalia with an advantage in monitoring activity in the Pacific Ocean. The IUSS components and arrays will be placed at regular intervals on the seafloor alongside the Alta Vancavitean coast. They would be configured in a way that they can be deployed and upgraded at a moment’s notice, and enable the Navy to compile a comprehensible database pertaining to submarines and other aspects.[/quote]
Project Cerberus, and its associated Projects, would begin construction immediately. All necessary resources, funding, and labor were to be channeled for this purpose, and the Imperial Ministry of Defense, the Alta Vancavitean Diocese, and local governments in Alta Vancavite would participate in this effort. If the Project was deemed a success, then discussions on its potential expansion to the rest of the Empire in the future would commence.

The Imperial Cabinet issued the [b]Decree on the Organization of the Commission for the Preservation of the New Order[/b], which set out the specifications of the Imperial State Intelligence and the Inquisition.

URSALIA CITY - After discussions with various members of the Imperial Ruling Council, especially the Grand Vizier, and many leading Catholic leaders from across the nation, the Imperator issued a decree.

The [b]Decree on the Status of Religion in the New Order[/b] not only officially declared the Holy Empire of Ursalia a Roman Catholic state (as in Roman Catholicism being made an official religion), but guaranteed the freedom of religion in the Empire. Moreover, the Decree sanctioned the formation of religious courts to handle domestic affairs such as marriage and certain civil matters pertaining to religion (but not criminal cases); each religion would have their own institutions (such as Christian institutions for Christians, Islamic institutions for Muslims, and so on). This was a way of upholding Roman Catholicism, which was the predominant religion in the Empire, and safeguarding the religious minorities scattered throughout the country.

Finally, the Decree officially declared all Christian (especially Catholic) churches across the Empire to be "property protected by the Imperial government." Under such, any acts of desecration (defined as "willful and deliberate acts that damages, or otherwise destroys, religious buildings, either on their physical structures or their sacred image") effectively became a federal crime, prosecuted by the state to the fullest extent of the law. Violators tried, and found guilty, in court for this type of offense would receive sentences appropriate to the nature of their crimes and their severity.

BASTION - A spokesperson of the Imperial Ruling Council announced the formation of the [b]Imperial National Energy Commission (INEC)[/b] to oversee oil and natural gas production across the Empire, most particularly in the Nova Coimbran Diocese.

Any publicly-owned oil and gas companies and corporations across the Empire (including refineries and wells) will be placed under the ownership of the INEC, and thus the Imperial government (except foreign-owned ones). Any private-owned companies and corporations, however, will be allowed to remain the way they are - although they are required to obey INEC regulations regarding safety and health standards. Companies and corporations deemed unable to do this would be nationalized by the INEC, for the time being, until it is able to "comply with the regulations as determined by the INEC." In turn, the INEC would be placed under the aegis of the Ministry of Energy.

Through such, the Dioceses have been given the green light to assume increased control over gas and oil resources within their respective areas in the name of the INEC.

The Nova Coimbran Diocese, for one, is the largest producer of oil and natural gas in the Holy Ursalian Empire (and second or third largest in the world), not least because of its sheer abundance and high-quality of oilfields and oilsands (especially the Athabasca oil sands located in the northwestern portion of the Nova Coimbran Diocese) across the province. According to various estimates comprised by the Ministry of Energy, Nova Coimbra alone has the capacity to produce approximately 1.8 million barrels of oil daily; it also has unconventional oil reserves that would hold about 1.6 trillion barrels (254 km3). On top of that, utilizing advanced technology and cost-efficient extraction methods, Nova Coimbra will be able to recover 315 billion barrels of bitumen that can then be converted into oil.

In turn, the Saskatchewan Diocese is the second largest oil and natural gas producer in the Empire. It has the capacity to produce approximately 155 million barrels of oil daily. However, it has the potential to produce between 25 billion and 100 billion barrels of light crude oil, of which are located in the southeast part of the Diocese.

On that basis, the Energy Ministry noted with satisfaction, the Empire has been truly blessed to have two Dioceses so well-endowed with such rich resources.

HELENA - A spokesperson of the Imperial Ruling Council detailed out the organization and system of the Holy Ursalian Protectorate. It would serve as a model for any future protectorates established by the Ursalian government in the future under the Norton Doctrine.

Firstly, the Protectorate was to be led by a Protector-Governor, who would head the government (established in the City of Helena). The Protector-Governor would be responsible for day-to-day administration of the Protectorate and will report to the Ministry of the Interior through the [b]Protectorate Authority (PA)[/b] regarding the affairs of the Protectorate.

Not only that, but given the Protectorate was to be established on a decentralized basis, the Protector-Governor was to safeguard, promote, and coordinate the interests of local governments in the region.

As for local affairs, control of certain government institutions, such as police, emergency services, and health service would be placed in the hands of local governments; the Protectorate would serve as a coordinating body that would ensure the smooth administration of various government institutions and organizations. However, other facets such as border and customs service, foreign affairs, national defense, and communications would remain under the control of the Imperial Armed Forces. Because of the latter, any hostile act (e.g. acts of aggression or outside attack by a foreign nation) conducted against the Protectorate would be considered as such against the Empire itself, and responded accordingly.

The overall purpose of the Protector-General is to prepare the Protectorate (either a part of it, or as a whole) for eventual independence. In this, the Protector-General is to be responsible for providing adequate funding for the improvement of the region's infrastructure such as roads, bridges, dams, etc.

Finally, if anyone (or groups) desire to achieve independence for the Protectorate (or part of it), they would have to contact the Protector-General regarding this (including the extent of the lands) and receive 50+ percent support from the population within that region. In the event of success, the regions will be granted independence, and Ursalian forces would be withdrawn, that is, until the event that the Norton Doctrine is activated.

REGINA - At the behest of Saskatchewan Diocese Governor, William Atkins, the Saskatchewan Diocese Assembly passed a resolution officially changing the province's name to [b]Rio Grande do Leste[/b]. The Diocese's name was accordingly changed ([i]Rio Grande do Leste Diocese[/i]), and all regional government communications were to adopt the new provincial name.

This move, which received overwhelming support from the majority of the population, indicated the growing Vinilandese nostalgia not only among the Rio Grandean populace, but also these in the other Dioceses. For one, local governments across the Rio Grande Diocese indicated their approval, and the Imperial government in Ursalia City passed a symbolic resolution recognizing the name change.

In the days of the Kingdom of Viniland, Saskatchewan was officially known as Rio Grande do Leste, and continued to be referred to as such for some time following Viniland's collapse.

After considerable, and occassional fierce, discussions among members of the Imperial Cabinet, most especially the Minister of Defense, the Imperial Ruling Council approved on the Imperator's behalf the establishment of the [b]Imperial Ursalian Navy (IUN)[/b].

Retroactively placed under the Decree on the Formation of the Imperial Armed Forces, the administrative and operational systems of the Navy were set out in detail. The Navy was to be placed under the command of the [b]National Council of the Imperial Navy (NC-IN)[/b], and would report to the [b]Imperial Navy High Command[/b] ([b]INHC[/b], or simply the [i]Navy Command[/i]) through the Supreme Commander of the Navy. In turn, the Navy Command were to report to the overall Imperial High Command, and in turn to the Defense Minister, Military Executor, and the Imperator himself.

The ranks of the Navy were specified out, from the highest to lowest:

The Navy was envisaged to consist of seventy ships. However, this would lay in the future, so for now, the Navy would be relegated to a mainly defensive role, similiar to that of a coast guard. As such, it would have small, but powerful ships such as fast attack crafts (FAC) and patrol boats. They were to become stealth ships in the sense that they would emit minimal magnetic, heat, and radar signatures. In addition, they would be designed to be largely immune to electromagnetic pulse (EMP), and they would be highly-maneuverable.

True, they would not hold their ground against larger vessels like Destroyers or Battleships in open battle, but they would nevertheless enable the Holy Ursalian Empire to inflict heavy damage upon foreign forces on sea. For that purpose, the FACs would utilize RBS-15 anti-ship missiles, surface-to-air missiles, Bofors 57 mm guns, and 12.7 mm heavy machine guns for surface and aerial defense. Utilizing an intelligent command system integrating surveillance and weapons technology, the FACs would have the ability to monitor about 200km of airspace, and engage up to eight foreign aircrafts at one time. Another variant of FAC would incorporate not only stealth elements, but would utilize a 76 mm rapid gun and possibly heavyweight torpedoes.

The exact number of vessels to be constructed remain undetermined as for now, and because of this, the Imperial Navy's doctrine would utilize the Holy Empire's alliance with the United Federation of the East for naval defense. Lastly, the ship prefix of the Imperial Navy became 'HUS', which stands for Holy Ursalian Ship.

For the purpose of constructing these vessels, the Minister of Defense authorized the re-opening of naval construction yards and shipyards located in Nadrink, Vancouver, Sipatau, Nanaimo, and Victoria.

Finally, the [b]Imperial Navy Recruitment Office (INRO)[/b] was formally established and entered operation. Officials of the INRO, also known as Imperial recruiters, would be tasked with recruiting Imperial citizens into the Navy. They would have the power to arrest and detain upon any citizen who refused his/her sworn duty to serve the Empire. Such citizens will be brought in front of a special military tribunal for appropriate justice.

URSALIA CITY - After months of deliberations, and with considerable public approval in a nationwide referendum, the Imperial Ruling Council officially adopted what was formally known as the [b]Constitution of the New Order[/b], but popularly known as the [i]Imperial Charter[/i].

The text of the Charter went as follows, and would be distributed to government institutions, schools, workplaces, intellectual circles, media outlets, and foreign embassies/consulates across the Empire:

In other words, every Ursalian citizen have has the right to practice whatever religion he or she chooses to practice, and without state interference as defined by law, unless stated otherwise.

The Constitution also recognizes the notion that all Ursalian citizens are united in national honor and pride, in joy and grief, in their right to exist as a nation, in blessings and burdens, and that they have the right to live a peaceful life based on utmost respect for one another’s rights and freedoms, mutual love and solidarity, and their desire for peace and freedom.

The Constitution is to be interpreted and implemented according to its word, and should be honored and obeyed in both letter and spirit.[/size]


[b][size="3"]Article One:[/size][/b]
[size="2"]The Holy Empire of Ursalia is henceforth designated a constitutional Monarchy, with a representative system of government, and a federated administrative and organizational structure.[/size]

[b][size="3"]Article Two:[/size][/b]
[size="2"]The Holy Empire of Ursalia is to be a democratic, Christian, and social state governed by the rule of Law, to be based on the concept of peace and honor, national solidarity and justice, respect for human rights, and on the fundamental tenets outlined in the Preamble.[/size]

[b][size="3"]Article Three:[/size][/b]
[size="2"]The Holy Empire of Ursalia, with its territory and nation, has the very right to official existence. It has the inalienable right to Sovereignty, and shall exercise it through the established institutions of Government as defined by law.[/size]

[b][size="3"]Article Four:[/size][/b]
[size="2"]The fundamental aims and duties of the Holy Ursalian State is to maintain, uphold, and defend the independence and integrity of the Holy Empire of Ursalia, and to provide the means required to uphold the development of the individual and the State’s material and spiritual existence.[/size]

[b][size="3"]Article Five:[/size][/b]
[size="2"]Executive power shall be exercised and carried out by the Office of the Imperator of the Holy Empire of Ursalia, through the Imperial Ruling Council, in conformity with the Constitution and the Law.[/size]

[b][size="3"]Article Six:[/size][/b]
[size="2"]Legislative power shall be vested in, and exercised through, the Imperial Senate of the Holy Empire of Ursalia, unless stated otherwise. The Imperial Senate shall have the right to pass amendments to this Constitution by a two-thirds vote, and with the approval of the Imperator. The Imperial Senate shall, in addition to passing laws and resolutions, have the power over the Imperial budget.[/size]

[b][size="3"]Article Seven:[/size][/b]
[size="2"]Judicial power shall be vested in, and exercised through, the Supreme Tribunal of the Holy Empire of Ursalia to ensure the conformity of the laws, resolutions, and orders passed by the Imperial Senate with the Constitution.[/size]

[b][size="3"]Article Eight:[/size][/b]
[size="2"]The Imperator of the Holy Empire of Ursalia shall serve as the official Head of State of the Holy Ursalian State, whereas the Grand Vizier shall serve as the official Head of Government of the Holy Ursalian State.[/size]

[b][size="3"]Article Nine:[/size][/b]
[size="2"]The Imperator of the Holy Empire of Ursalia, in accordance to his role as official Head of State, shall have executive and, in certain circumstances, legislative powers, including but not limited to performing ceremonial duties such as bestowing all honors and dignities, creating all peerages, granting knighthoods, wielding veto power, and serving as Commander-in-Chief of the Imperial Ursalian Armed Forces. The Imperator, in addition to appointing and dismissing any official of the Holy Ursalian government on all levels and forming as well disbanding the Imperial Cabinet, has the final authority to exercise the aforementioned veto power to override any decisions or actions of the Grand Vizier, any bill passed by the Imperial Senate, and any decision passed by the Supreme Tribunal should he/she sees fit. The Imperator has the power to dissolve the Imperial Senate and call new elections at any time, as well as declare martial law. The Imperator also reigns for life, unless stated otherwise. Oaths of allegiances shall be made to the Imperator of the Holy Empire of Ursalia.[/size]

[b][size="3"]Article Ten:[/size][/b]
[size="2"]In accordance to the Decree on the Daily Administration of the New Order, the Grand Vizier of the Holy Empire of Ursalia, in accordance to his role as official Head of Government, shall head the Imperial Cabiner on the behalf of the Imperator. The Grand Vizier shall be tasked for overseeing the various government ministries, bureaus, and offices that comprise the Holy Ursalian bureaucracy. Furthermore, the Grand Vizier will not only provide advice to the Imperator, but shall lead the Imperial Senate as its head, and be a member of the Imperial Ruling Council.[/size]

[b][size="3"]Article Eleven:[/size][/b]
[size="2"]In accordance to the Decree on the Daily Administration of the New Order, the Imperial Ruling Council shall consist of the Imperator, the Imperial Cabinet, the Grand Vizier, and other high-ranking government and military officials such as Supreme Commander, Military Executor, and Procurator of Justice, among others. Under the leadership of the Imperator, the Imperial Ruling Council is to serve as an administrative body of the Holy Empire of Ursalia, though it shall not supplant the Imperial Senate as a legislative body. In the case the Imperator is unable to serve his position, is incapitated, dies, or resigns, the Imperial Ruling Council will serve as an executive body alongside the Imperial Senate until a new Imperator is coronated. In this, the Imperial Ruling Council shall have the power to elect a new Imperator, and with a two-third majority vote of approval in the Imperial Senate.[/size]

[b][size="3"]Article Twelve:[/size][/b]
[size="2"]Pursuant to Articles Eight and Nine, the Imperator of the Holy Empire of Ursalia shall be a hereditary position, whereas a line of succession shall be established as according to the House of d’Albuquerque. The House of d’Albuquerque, in turn, shall be the official royal house of the Holy Empire of Ursalia.[/size]

[b][size="3"]Article Thirteen:[/size][/b]
[size="2"]Senators of the Imperial Senate, Diocese Governors of the various Dioceses that constitutes the Holy Empire of Ursalia, and other government officials appointed by the Imperator are proscribed from questioning, challenging, or otherwise undermining any Decrees issued by the Imperator.[/size]

[b][size="3"]Article Fourteen:[/size][/b]
[size="2"]Any Diocese, or any part of Diocese, or any Territory, or any part of such Territory, that constitutes the Holy Empire of Ursalia are proscribed from unilaterally seceding from the Empire for any reason. Secession is illegal, and shall constitute High Treason in court of Law. This Article does not apply to Protectorates held by the Holy Empire of Ursalia and covered by the Norton Doctrine.[/size]

[b][size="3"]Article Fifteen:[/size][/b]
[size="2"]The right to the free exercise of religion, of speech, of the people to peaceably assemble, and to petition the Government for a redress of grievances shall be respected. The Imperial Senate shall make no law that violates or otherwise hinders or prohibits these aforementioned freedoms and rights.[/size]

[b][size="3"]Article Sixteen:[/size][/b]
[size="2"]The right of the people to keep and bear arms shall not be infringed. Specifically, any lawful citizen of the Holy Empire of Ursalia over the age of eighteen, with sound mental standing, shall have the right to keep and bear arms, providing that it is used in a way that does not threaten or otherwise endanger the stability and political integrity of the Holy Ursalian State. The Imperial Senate shall make no law that violates or otherwise hinders or prohibits this particular right, unless gross violations have occurred in regards to this.[/size]

[b][size="3"]Article Seventeen:[/size][/b]
[size="2"]No soldier shall, in time of peace be quartered in any house, without the consent of the Owner, nor in time of war, but in a manner to be prescribed by law.[/size]

[b][size="3"]Article Eighteen:[/size][/b]
[size="2"]The right of the people to be secure in their persons, houses, papers, and effects, against unreasonable searches and seizures, shall not be violated, and no Warrants shall issue, but upon probable cause, supported by Oath or affirmation, and particularly describing the place to be searched, and the persons or things to be seized.[/size]

[b][size="3"]Article Nineteen:[/size][/b]
[size="2"]No person shall be held to answer for any capital, or otherwise infamous crime, unless on a presentment or indictment of a Grand Jury, except in cases arising in the land or naval forces, or in the Militia, when in actual service in time of War or public danger; nor shall any person be subject for the same offence to be twice put in jeopardy of life or limb; nor shall be compelled in any criminal case to be a witness against himself, nor be deprived of life, liberty, or property, without due process of law; nor shall private property be taken for public use, without just compensation.[/size]

[b][size="3"]Article Twenty:[/size][/b]
[size="2"]In all criminal prosecutions, the accused shall enjoy the right to a speedy and public trial, by an impartial jury of the State and Empire and district where in the crime shall have been committed, which district shall have been previously ascertained by law, and to be informed of the nature and cause of the accusation; to be confronted with the witnesses against him; to have compulsory process for obtaining witnesses in his favor, and to have the Assistance of Counsel for his defense.[/size]

[b][size="3"]Article Twenty-One:[/size][/b]
[size="2"]In suits at common law, where the value in controversy shall exceed twenty Liras, the right of trial by jury shall be preserved, and no fact tried by a jury, shall be otherwise re-examined in any court of the Holy Empire of Ursalia, than according to the rules of the common law.[/size]

[b][size="3"]Article Twenty-Two:[/size][/b]
[size="2"]Excessive bail shall not be required, nor excessive fines imposed, nor cruel and unusual punishments inflicted.[/size]

[b][size="3"]Article Twenty-Three:[/size][/b]
[size="2"]All lawful citizens of the Holy Empire of Ursalia over eighteen years of age shall have the right to vote in any public election. The right to vote shall not be denied or abridged by the Holy Empire of Ursalia, any province, or any other public or private person or entity.[/size]

[b][size="3"]Article Twenty-Four:[/size][/b]
[size="2"]All lawful cirizens of the Holy Empire of Ursalia shall enjoy the right to a public education of equal high quality. The Imperial Senate shall have power to enforce and implement this article by appropriate legislation.[/size]

[b][size="3"]Article Twenty-Five:[/size][/b]
[size="2"]The official languages of the Holy Empire of Ursalia shall be English, Portuguese, and Italian. It's regional languages are one and many, including but not limited to Cree and Athabaskan.[/size]

[b][size="3"]Article Twenty-Six:[/size][/b]
[size="2"]The official Flag of the Holy Empire of Ursalia is described as a flag with a white Nordic cross on an alternating dark-green and dark-maroon background.[/size]

[b][size="3"]Article Twenty-Seven:[/size][/b]
[size="2"]The official national anthem of the Holy Empire of Ursalia is O Ursalia, and the national motto is "Por nossa Pátria, nós prosperamos" (English: "For our Fatherland, we thrive").[/size]

[size="2"]The Armed Forces of the Holy Empire of Ursalia, to be referred as the Imperial Armed Forces and organized into the Imperial Ursalian Army, Imperial Ursalian Navy, Imperial Ursalian Air Force, and Imperial Ursalian Strategic Rocket Forces, are under the final and ultimate authority, control, and command of the Imperator, and whenever appropriate, the Imperial Ruling Council.[/size]

[size="2"]All lawful citizens have the right and obligations to participate in the defense of the Holy Empire of Ursalia in times of Foreign invasion or war.[/size]

[size="2"]The provisions within the Constitution are binding through executive, legislative, and judicial institutions, unless stated otherwise. Laws, Propositions, and as such, shall not differ from the Constitution, unless stated otherwise. This does not affect Decrees issued by the Imperator.[/size][/quote]

PRINCE GEORGE - The day after the Constitution of the New Order was adopted by the Imperial Ruling Council, crowds converged in Prince George's city center, waving red Communist flags and covering their faces with red clothes. Upon closer inspection, it looks like the flags carried by the protestors are these of the former Union of Revolutionary Socialist Republics (URSR).

It was no surprise the protests would occur in the City of Prince George, which as Revolutio, used to be the capital of the sprawling Communist empire in western Canada. Given the fact the new Constitution granted freedom of speech and peaceful protests (Article Fifteen promised that the "right to the free exercise of religion, of speech, of the people to peaceably assemble, and to petition the Government for a redress of grievances shall be respected", and forbade the authorities from impeding this), the protestors are testing the Constitution and the commitments of the Ursalian authorities to said Constitution.

Or so it seems. Several news reporters of the Ursalia Times have reported that the common goal of the protestors are to "bring back the Revolutionary Workers' Party into the political sphere, as well to restore multi-party democracy in Ursalia." In other words, the protestors were demanding the overturning of the Nonpartisan Decree, which forbade political parties. However, it is very ironic that the protestors would support "multi-party democracy" when the Revolutionary Workers' Party, in its reign in the URSR, expoused a one-party state.

The protests were not confined to Prince George, however. In Bastion, Nadrink, and Vancouver, crowds sporting Communist flags were reported to be assembling in front of the City Hall buildings. In other cities and towns, such crowds were far smaller, but nevertheless numerous enough. Their demands were the same: the establishment of a multi-party democracy in the Empire and the legalization of political parties.

The response by the Ursalian authorities seemed to be restrained. In Bastion, Nova Coimbran Diocese Governor Wilfur Baskin announced that although the protests were legally permitted - and that he would permit them to go on, providing that they would remain peaceful - he would "nevertheless institute appropriate measures to ensure the protests would remain peaceful." To this effect, local police units were reported to be amassing in Bastion - although rumors would circulate that several Army units were spotted in the city. Columbinan Governor Barry Durrig basically did the same, mobilizing police units in and around Nadrink, Vancouver, and Prince George, but doing little else.
