He's using the average function, I don't think it does that unless you specifically put in a zero, it doesn't put in black cells.

Green Protection Agency - 5 - Don't understand why anybody would want to be neutral, but it doesn't affect me at all so I don't care what they do with themselves.
Fark - 5 - I have not had enough contact to form an opinion
Independent Republic Of Orange Nations - 6 - Used to dislike simply because they were on the 'other side' but the lines have blurred and I have grown to like that "sphere" more and more
Sparta - 6 - Was 5 but I have to give them props for the way they handled the war. Hopefully will go up with more contact.
World Task Force - 5 - See GPA.
Orange Defense Network - 8 - Proof positive that alliances can change for the better. Proud to be allied to them.
The Order Of The Paradox - 7 - I am getting tired of seeing every thread about either TOP or Polar turn into a awful debate about whatever. Still they command respect for their innovations over the years. It is also refreshing to see an alliance branch out to its former rivals and become friends with them. I see what MK sees in you.
Umbrella - 10 - This is the first time in my CN career that I am 100% happy with the alliance I am in.
New Pacific Order - 2 - Bumped down to 2. A few bright spots aren't enough to overrule the fact that this alliance is a blight.
Global Alliance And Treaty Organization - 3 - Useless, clunky, annoying.
Viridian Entente - 8 - An alliance I disliked in the past but since joining Umbrella and getting to know them, an alliance that I am glad to be friends with.

R&R - 6 - I do not know a lot about this alliance but I would like to know more. The embassy contacts we have had are positive and I really am interested in these guys.
Mushroom Kingdom - 9 - I post on MK's boards nearly as much as I do on Umbrella's. A vibrant and good culture, very competent and fun people to be around. Stop being my idols though.
Nordreich - 6 - Would have been 2 or 3 a couple months ago. Another alliance that I disliked without really knowing why until I made contact with them. Competent, etc.
LoSS - 4 - See GATO
Nusantara Elite Warriors - 5 - Used to be a fan, not so much anymore.
The Legion - 2 - Just not good at being an alliance.
Valhalla - 6 - See Nordreich but replace couple months ago with about six months ago.

Mostly Harmless Alliance - 1 Largest heap of non-contribution to have ever existed in CN.
Green Protection Agency - 6 Decent folk overall, although I have no idea how they tolerate bladegolem47 so well
Fark - 5 No real opinion here.
Independent Republic Of Orange Nations - 7 Decent and friendly folk, and generally well organized.
Sparta - 4 Opinion here really not as strong as it used to be. Closer to neutral here now.
World Task Force - 5 Don't know them at all.
Orange Defense Network - 5 They've improved in the last year or so.
The Order Of The Paradox - 8 Competent and friendly. Great combo.
Umbrella - 7 Well organized and fairly easy to work with.
New Pacific Order - 3 Not a fan.
Global Alliance And Treaty Organization - 5 Would be a bit lower, but a friend or two here helps to boost that up.
Viridian Entente - 1 A storied alliance that has managed to be on both sides of every issue.
The Democratic Order - 5 Don't know.
New Polar Order - 3 Just general mild dislike here.
FOK - 5 Don't know them too well.
R&R - 7 Easily the best alliance in SF. Likable and respectable.
Mushroom Kingdom - 3 A couple of decent individuals, but largely buried by bad apples.
Nordreich - 7 Good group of people and fun to talk with.
LoSS - 5 Fairly neutral here.
Nusantara Elite Warriors - 8 Don't always agree with their... nuances, but overall a very solid group and great allies.

The Phoenix Federation 1, You say Slayer is gone and you no longer live in his ideals; I disagree. You've still been the same alliance that cuddled up to NPO and hasn't cared to try anything new. When it comes to OWF posting, I'd say you guys are the worst; your most frequent posters consist of Vol Navy, Judge X, and HHYAD. I've fought your nations, they're nothing special. Your history consists of a backroom deal to leave your allies dry on the field, and forcefully disbanding another alliance. So yeah, I don't think you are very good.
