The United Federation of the East had sent a classified transmission to the Mascurian Siberians. Imperator Jia had requested to meet with them in the federal capital of Qingyuan. A luxury private jet plane had been dispatched to the remote kingdom to provide the Mascurians with several hours of Chinese luxury including copious quantities of the finest turnip wines in all of Asia, getting them liquored up and greatful to the Chinese before they would meet with the Imperator of the Chinese. By Jia's order a fine feast had been prepared by Hong Kong's finest chefs.

As the plane landed, a limousine would meet the Khagan. It had been filled by high priced "escorts" which UFE Intelligence suited the Khagan's personal preferences. The limousine was instructed to take a route which the government knew would run them into traffic making its way to the UFE Capitol Building. The "escorts" began passing around more turnip wine and peer pressuring the Khagan into drinking even more of it.

"Ladies, ladies," Mikhail said, with a beautiful girl under each arm, "but I don't want to spoil my dinner. Okay, maybe just one more." With the final glass, and a good bit of a buzz, Mikhail laid back and simply relaxed until he got to the final meeting place. Getting out of the car, Mikhail gave a small wave to the women. "Good night ladies," he said, cordial as always.

Entering into the room the United Federation of the East and Mascurian Siberian flags were prominently displayed in the back of the banquet hall. Uniformed officers of the People's Liberation Army General Staff were at three long tables extending towards the back of the room which had the August Imperator, several guests including some very attractive women, and flanked by uniformed military guards in full regalia. The combination was both extremely awe inspiring and also intimidating. A dual display of China's imperial majesty and raw military power.

Imperator Jia arose from his table. "August Imperator may I present Mikhail Stein, Khagan of Marscurian Siberia, KaiserMelech of the Marscurian Empire, Protector of the Amur, Defender of the Faith." the chief attendant said. A uniformed military band played the Mascurian Siberian national anthem as the Khagan was seated at the Imperator's table.


"I hope you enjoy steak. This is wagyu beef, raised on one of the finest diets in the Federation." Jia said as perfectly seared strips of the wonderously marbeled beef were placed in front of them. Jia personally poured the Khagan a cup of Maotai, the strong liquor served at Chinese banquets. "May I propose a toast to our glorious friends in the North, the Khaganate of Mascurian Siberia and its glorious leader Mikhail Stein. May their nation continue to exist in glory for ten thousand years." he said. "And now, we dine, Gambei!" he said. With that as is custom all were expected to completely finish their drink in a single chug before anything else.

"August Imperator Jia," Mikhail said, doing the customary deep bow, "you flatter me. If Marscurian Siberia shall live for ten thousand years, may the United Federation of the East live for a hundred thousand!" Walking over, he moved to his seat and waited for Jia to sit down before he did. One must always pay respect. "Imperator, this feast looks simply magnificent! This steak is divine." Raising his cup of Maotai, Mikhail had absolutely no idea what to do with it. However, when he saw Jia chug the glass, he figured that it would be appropriate to follow suit. He shuddered after that last drink. Maotai was not his cup of tea. "Seven," he thought to himself. Mikhail was counting how many drinks he had since he boarded the plane. Seven was safe, at seven he was still conscious, if a bit dizzy. Twelve was the number he had to avoid, as at twelve he was a full-blown drunk, and a [i]very[/i] annoying one at that. "Now m'lord," Mikhail said across the table at Jia, "I understand we have some business to discuss."

Jia noticed the subtle signs that his guest was beginning to lose his full judgement. [i]Good[/i] he thought. "Yes." Jia said. "I would like to discuss forging a treaty between the United Federation of the East and Mascurian Siberia. As a major trade partner and regional power in North East Asia, I believe our country would benefit greatly from a more formalized agreement with your nation."

Article I: Suzerainty
Marscurian Siberia shall become a Suzerainty of the United Federation of the East and acknowledge the glory of the Heavenly Court. As such it shall pay tribute to the Son of Heaven (Imperator of China) through the good will of its people. It will not be frowned on if gypsies are sacrificed as well.


Article II: Mutual Defense
Each signatory recognizes that an attack on one is an attack on the other, and therefore will provide any and all requested support be it military, financial, or political. This obligation is moreover conditional to wars whereby one of the signatories to this pact is an initial point within the overall conflict, or otherwise participating within a coalition that was itself initially defensive, and not the aggressor within the war.


Article III: Optional Aggression
i) Should either signatory choose to execute or participate in a policy of aggressive war, economic sanctions, or otherwise; each signatory is encouraged but not obligated to support this policy by whatever means they deem appropriate.
ii) In the event of such a policy this article may constitute an independent legal casus belli.


Article IV: Economic & Trade Affairs

i) Both signatories pledge to mutually eliminate tariffs on goods produced within the other’s nation. Both signatories agree to established a standard trade code in order to foster transaction between the two nations. Such will be managed by a jointly chaired trade commission tasked to oversee and manage UFE-MS trade relations.

ii) Both signatories are encouraged but in no way required to provide economic assistance or aid when requested.


Article V: Cancellation

i) Should Article I, Article II, or Article IV be violated by either signatory, the counter signatory may choose to immediately dissolve this pact in its entirety.

ii) Should either nation come to decide that they no longer wish to be bound by this pact, it may be cancelled at any point. However its articles will remain in effect for 47 hours after either private or public notification of the activation of Article V.[/quote]
