"So this new nation has accepted responsibility for faults in security, has shown that there were issues going on that were being taken care of, has bowed down to all demands, and still you continue to hound this nation as if they were flipping you all the bird. Rather than threaten this nation with vague threats, why not help everybody involved by assisting this nation? Let them take the burden of the costs, but give them assistance and guidance in order to fix their problems and subsequently make sure they don't spill over.

Classified - BLACK OPERATION #3272011
Near Camooweal, Queensland

The small detachment of soldiers had been traveling for hours along the Barkly Highway, after departing advanced positions Mount Isa in Queensland. They had gotten a phone call over a secure line direct from Brisbane, with orders to proceed in civilian clothing to the border with Pihana with three 81mm mortars, and 'enough' ammunition. The crew traveled in three civilian pick up trucks, which left Mount Isa in intervals of twenty minutes each, and would make the long journey into the night towards the border with Pihana, finally moving through the town of Camooweal.

The teams parked the trucks at one kilometer apart from one another outside of Camooweal, along back roads, outside of visual range of the Barkly Highway. The each truck, and mortar teams moved quietly towards the border, they wore no discerning clothing that would give an inkling as to where they came from. The trucks were all set with tracking devices if the mission was a failure, and a follow-up team would pick up the trucks if the other teams were compromised. The mortars and their ammunition had no discernible inkling of where they came from either. The team was also armed with collection of different weapons, all of which had no link to the Union of the Southern Cross, a number of them being hunting rifles of old, or double barreled shotguns.

The team of twelves was all slightly apprehensive about what would ensue, but steeled themselves as they approached the border of Pihana and the Union of the Southern Cross.

Classfied - BLACK OPERATION #3272011
Across the Pihana/USC Border

The three mortar teams crossed the border with no trouble, the thinly held border a porous perimeter as it was. They quickly advanced about a kilometer into Pihana territory, and made a rendezvous at preplanned position in a gully. They set up their mortars with haste, unpacking the rounds from their tubular travel cases, all unmarked, and littered them about the ground. Adjusting their preplanned coordinates, the mortars took aim at a new small airport that was being built, that sat between the border and Camooweal, serving the town, almost at the maximum range.

The twelve men had carried in two rounds each, which gave them twenty four rounds, as soon as they checked their coordinates, the section leader nodded at the mortar crews. The 81mm mortars burped as they fired one salvo, then a second, adjusting their arc slowly as they fired every two rounds. The third and fourth shots left the barrels quickly, the crews working the shells and adjusting their arc still, walking the rounds backwards. The crews continued these firing patterns, working the mortars slower then usual, firing off salvos every thirty seconds, and not all at once after the first two rounds. Flashes erupted on the dark horizon as the twenty-four high-explosive rounds landed on the uncompleted airfield, a couple flashes produced louder booms, indicating something had been hit.

As soon as the last round left the tubes, the crews quickly broke down the mortars, and split up again, heading back for the border at a fast pace. They would make the one kilometer dash, carrying the disassembled mortars, in only about ten minutes. As soon as they crossed the border, they would slow their pace, but still make their way to their respective vehicles at a fairly fast pace. Within thirty minutes, the trio of trucks were making their way east. As they rolled through Camooweal, they could see fire trucks heading west, back from where they had come.

The damage at the incomplete airfield was fairly large, and had killed a night watchman. A movable fuel tank had exploded, setting fire to a mobile office unit that served as the night watchman's hut for the project. Another shell has drilled into a pickup with a dumper on it, and total the whole unit. Another round had obliterated the top half of a front-end loader, there were shell craters where the mortar rounds had landed on the ground. Across the border, the pile of 81mm mortar carrying packs lay in a large disheveled pile. As soon as the emergency radio call went through to the airwaves, a phone was picked up at Mount Isa Special Forces Camp, and a short phrase was uttered, "Blackbird, I say again, Blackbird."

Public Statement - Union of the Southern Cross Foreign Office

"Local authorities in Queensland have confirmed that there was a mortar attack on the outskirts of the frontier town of Camooweal, which is less then twenty kilometers from the border with Pihana. The mortar attack hit a new civilian airport that was being built for the region, and one night watchman at the site was killed in the brazen assault. The Southern Cross Ground Defense Forces have deployed a team of ballistic experts to the area, as well as increase patrols in the sector. There is unconfirmed reports that this mortar fire originated from Pihana, and the SCGDF and Royal Australian Mounted Police will investigate these claims.

Be it noted that this is the second time, in less then forty-eight hours, that violence has erupted near the borders of Pihana, and the Union of the Southern Cross is still investigating the downing of four AWACS aircraft. We ask for the FULL COOPERATION of the Pihana nation in this investigation, and the Royal Australian Mounted Police will probably need to fly investigation teams into the airspace of Pihana. We will once again reiterate that we will not tolerate belligerence directed at our nation, and we WILL respond with force, to protect our citizens.

If the nation of Pihana has ANY INFORMATION regarding this newest assault on your neighbor, we suggest you forward it immediately to our Interior Ministry. Our nation has had to endure enough violence in its conception, we need not suffer any more, nor will we tolerate any unprovoked targeting of our nation."

The Royal Australian Mounted Police (RAMP) and SCGDF Investigating team had arrived at Camooweal throughout the night, and by dawn, by the light of hi-power led tower lights, had determined that the mortar strike had been from a caliber of 81 millimeters. Using data from all contemporary mortar systems the team was then able to draw a search radius of the extreme range of all 81mm mortar systems. Effectively the 81mm mortar systems, provided they didn't have jet-assisted shells, could launch their bombs at a maximum of 6000m, and even a slight amount of wind could effect that.

Using this search radius, a squadron of SCGDF UH-60 Utility Helicopters began spreading throughout the search radius, working search blocks. As soon as permission of full cooperation with the Pihana government had been confirmed, the UH-60s crossed the border, search for evidence of a mortar strike site. One of the few operating SCADF UCAV aircraft that had been built thus far was also incorporated into the search. Mounting a trio of high resolution cameras from its open weapons bay, it roamed above the searching helicopters, scanning the ground, and loitering over the area. Two RAMP UH-60s stayed at Camooweal, and would fly out if anything abnormal was picked up. The search would probably take days to complete, as it could only be done in daylight, and required the helicopters to move slowly throughout their search zones.

A public statement was also released after search and rescue efforts were called off for the "Missing-in-Action" of the four downed AWACS aircraft;
"After over seventy two hours of search and rescue efforts, our efforts have identified seventy-one of the missing eighty crewmen of the four downed AWACS aircraft, who are now listed as 'Killed-in-Action'. We can assume the other nine, who were in the AWACS aircraft that was destroyed over the Arafura Sea, have been taken by the sea. Our efforts will now shift to search-and-recovery if possible of those missing, and recovery of the wreckage. We will continue to investigate how the aircraft were downed, and hopefully have some answers within a week.

The Union of the Southern Cross extends its full condolences to the families of the fallen men and women of the four aircraft, and have provided grief counselors for them, and their unit. We will move forward from this tragedy, but it will be remembered as a dark moment in the history of the SCADF. We are currently grounding all AWACS flights along the borders of Pihana after this tragedy, until the investigation can ascertain the complete circumstances surrounding this tragedy.

While we remain vigilant, but we will also not resort to acts of vengeance for such matters; two wrongs don't make a right, enough Australian blood has been spilled lately. We only ask the government of Pihana, that if it feels the need to do so, to call upon its neighbor to assist in the securing of its borders. While we understand that to do so would infringe upon its pride as a sovereign nation in handling its own problems, if you feel you cannot control the situation, do not hesitate to ask for help.

As for the mortar attack on Camooweal, we are still investigating the matter, and will continue to do so until some answers can be found."
While we do sympathize with the Union of the Southern Cross who have suffered the loss of four AWACS aircraft and then suffered mortar attacks from within Pihana territory in such a short period of time, we also take into consideration the level of cooperation that Pihana has assured to USC. These activities look like acts of terrorism conducted against both Union of the Southern Cross and Pihana with an aim to bring two peaceful nations at war. It is the responsibility of Union of the Southern Cross and Pihana to find these agents provocateur and root them out rather than engage in war needlessly.

The Kingdom of Cochin offers to conduct a thorough investigation into the attacks on the AWACS and the mortar attacks. The Kingdom of Cochin also offers to maintain a neutral demilitarized zone along the borders of Pihana and Union of the Southern Cross to ensure that Pihana gets time to seal the flaws in its border security system, the demilitarized zone of course fully being in Pihana territory.

We hope Union of the Southern Cross and Pihana would accept our counsel and help and solve this situation in a delicate manner and find the true culprits rather than start a war.

- His Highness Kerala Varma,
The King of Cochin.

Public Statement

"While we cannot speak for the nation of Pihana in establishing a Demilitarized Zone, we would be willing to accept the presence of an investigation team from the Kingdom of Cochin to do evaluations on the downed AWACS aircraft and the mortar attack. We are currently conducting increased military patrols, and are planning the implementation of border security battalions very soon. That should help ensure further attacks do not occur, and if they do, quick intervention can be brought to bear against any of these threats.

After an evaluation of these attacks, we are not planning to respond with any use of force against the state of Pihana at this moment, and don't plan to in the near future. Any attacks on our borders will be responded to, but with limited applications of force if the need should arise. We are more interested in bring any perpetrators of these crimes to justice right now."

Central Bureau of Investigation, the premier investigation agency of Royal Cochin Police Force has assembled one of its best forensic investigative teams led by Col. Jayan Warrier. This team of investigators are being sent to the Union of the Southern Cross to study the four crash sites of the downed AWACS and for this an Air Crash Investigation team from Royal Cochin Air Force and the Ministry of Transportation would also be sent. Royal Cochin Navy has offered the services of a maritime salvage craft to assist in the recovery of the AWACS aircraft lost at sea.

Should Pihana choose to accept the offer of a Demilitarized Zone being maintained by the Kingdom, the 4th Marine Division aboard the helicopter carrier CNS Kirov currently stationed South of the Cocos Keeling Islands would be deployed.

It was not until the third day of the investigation of the mortar attacks that the attack site was finally spotted on a flyby by one of the SCADF helicopters, over the Pihana border. As soon as the anomaly, a pile of spent 81mm Mortar overland carrying cases littered the ground. The RAMP response unit was scrambled from Camooweal, with two UH-60 Helicopters, and one HH-53 "Pave Low" Heavy Assault Helicopter. The RAMP unit arrived to find the SCADF helicopter landed, and a small group of soldiers guarding the scene.

The RAMP and SCGDF forensics and ballistics analysts quickly confirmed the mortar site was 'definitely' the site of the attack, and checked the cases for fingerprints, quickly. They quickly photographed the scene, and began relaying information on the site, and taking note of any evidence of where the men had come from. There were no real prints, and most of the tracks that could be found belonged to the wandering soldiers who had guarded the 'crime scene'.

Information was relayed to the Governor General's Office, confirming the strike had come from within the borders of Pihana, within two hours a public statement was again released.
"We have finally located the mortar position responsible for the barrage that killed one civilian and dealt heavy damage to an incomplete airfield on the frontier near Camooweal. The barrage was launched from inside the borders of Pihana, confirmed about a kilometer away from the border. There is no evidence of the Pihana military's involvement in the matter at this point in time, and from initial reports, the scene seemed to be rather disorganized, and hastily left.

While we will not blame the Government of Pihana for this second attack on our nation directly, we do ask that they try to bring things under control in their nation. We suggest that you allow for peacekeepers from the Kingdom of Cochin to maintain a demilitarized zone for at least the duration of this conflict, and try to increase your own manpower along the borders. We are also beefing up our presence along the border, but these units are specifically tasked with border patrol and counter-insurgency operations, not front-line combat soldiers. If the Government of Pihana needs help in stabilizing its situation, we are also more than welcome to help at this point, and we urge Pihana to make sure to not allow any more spill overs of violence in this conflict."

With the permission secured from both Pihana and the USC the 4th Marine Division would land at Eucla, a town just inside the Pihana - USC borders. With the CNS Kirov operating as the Tactical Command Center for the peacekeeping operation the 4MAR or Madras Marines would completely offload its men and material within two days.
Immediately on nearing the coast the first GH44 belonging to the Madras Marines would fly out from the CNS Kirov. The quad tilt rotor aircraft would be doing the first of several reconnaissance patrols over the Demilitarized Zone. Flying straight from Eucla to Kalka it would bank right sharply to the northern extremities of the Peera Peera Polowna lake system and again bank sharp left towards Calvert. As the GH44 would return from its first aerial patrol the GH44 tactical tanker and AWACS would also be up refueling the GH44s.

Meanwhile the ground units of the 4th Marine Division would also fan out, showing the flag of the Kingdom of Cochin and an additional blue flag symbolizing neutrality. Brigadier General Daisy Alexander, General Officer Commanding 4th Marine Division would also get in touch with leaders of Pihana and the Union of Southern Cross and liaise them with the activities of the peacekeeping force. The peace keeping activities of the 4th Marine Division would be oriented towards two roles, static border patrolling and tactical reserve against any further terrorist attacks. Of the four brigades comprising the Madras Marines, the 1/4MAR brigade would have responsibility for the Eucla - Kalka Sector, the 3/4MAR would have responsibility for Kalka - 3P Lake Sector, the 4/4MAR would have responsibility for 3P Lake - Calvert sector and the 2/4MAR brigade would be the operational reserve. As per the initial aerial patrol by the first GH44 more MH53s and Blackhawks would be launched from the Kirov to land troops at important locations along the proposed DMZ. While the airborne units would reach all principal patrol areas to observe and plan on day one itself the ground units to support them would arrive at the farthest sectors, ie, the 3P Lake - Calvert Sector only at the end of the week since they have to travel there all the way from Eucla. To support the peacekeeping operations an ELINT Merat from Royal Cochin Air Force has been stationed at Cocos Keeling Islands which would conduct a thorough scan of the DMZ to provide further cartographical data to the 4MAR.

While CNS Kirov and its airborne assets would ensure coastal DMZ in the Great Australian Blight, the Amindvi class destroyer CNS Hunter would ensure coastal DMZ to the north.

Within one week of landing the 4th Marine Division would secure the borders with boots on the ground and eyes from the sky. The border would be declared closed for the duration of the consolidation period and anyone found trespassing would be arrested and taken to the Cochin Peacekeeping Force Command which would be established at Ranken where Pihana and USC authorities would choose what to do with the trespassers. After the first week of consolidation of DMZ, in the second week the Battalions from the Corps of Engineers would arrive bringing the static monitoring devices of the type used by the Border Guard Brigades of Royal Cochin Defense Forces. Advanced thermal scan cameras, fast deployed chain link fences capable of fencing hundreds of kilometers every day would all be deployed along with the classified sensors of Border Guards to ensure that the borders are physically and electronically secure. All the major roads would have checkpoints created and instructions posted all along borders warning people to only use the major cross points to transit from one nation to another. After two weeks of landing the 4th Marine Division would secure the De Militarized Zone and the proper investigation would now start from Cochin end.

Supplementing the Airborne surveillance by the GH44s, the 4th Marine Division has also launched S-RECO surveillance and reconnaissance endurance UAVs. Two S-RECOs each would be launched by each Marine Division brigade to conduct tactical surveillance of their own. The S-RECOs are capable of optical, electromagnetic and thermal reconnaissance of the target area. Each S-RECO would operate for a period of 36 hours after which they would be replaced by fresh units from CNS Kirov. Wherever violations of DMZ are observed the brigade assigned to the sector would deploy its airborne units in the form of GAL Blackhawk helicopters or Piranha gunships to check the area and interdict the violators while ground units would also race to the area using the BRDM6 Fast Assault Vehicles.

On the other side of the border, the Border Regiments were moving into position after being organized in the urban centers. The Border Regiments began deploying airborne helicopter patrols, as well as foot and vehicle patrols, utilizing Thales Australia A-WAGONs. The units were supplemented by occasional patrols of UCAV aircraft, as well as a pair of F-15s on sovereignty patrol. The helicopter-borne patrols were armed with thermal imaging gear, the UCAVs could mount a trio of high-resolution thermal cameras as well, and would typically prowl the border at night.

The Kingdom of Cochin has secured the borders between Pihana and USC. We strongly urge you to take this time and strengthen your own defenses so that one day, Cochin forces may be withdrawn. If you are expecting us to conduct a longer term deployment as peace keepers additional units would be required to be deployed.

Secure Transmission to Selenarctos, Cochin, and Pihana

"In all honesty, we would rather regional peacekeepers be used to deal with these duties, and we would actually prefer if Selenarctos would take over full duty of the peacekeeping mission, and would see the forces of Cochin withdrawn. This would foster regional cooperation better amongst neighbors."

If Pihana also agrees with this, we would definitely favor our forces being replaced by Selenarctos forces as the peace keepersin the Pihana- USC Demilitarized zone.

With the decision on Cochin Peace Keeping Force being replaced by Selenarctos becoming official the Madras Marines started redeploying. The wire fences would stay built while the sensors would all be removed. Within one week the entire 4th Marine Division would reassemble at Eucla for boarding CNS Kirov and other Auxiliary vessels for redeployment to Cochin. The destroyer CNS Hunter would also leave the waters around Calvert and continue on its patrol sailing towards the Coral Sea for a circumnavigation of Australia.
