Once Upon a Time in Buryatia

With the [url="http://forums.cybernations.net/index.php?showtopic=96933&view=findpost&p=2674726"]Alcohol Repeal Act[/url] coming into law, the sale of alcohol had abruptly stopped. However, the various criminal organisations in Buryatia such as the Buryatian Mafia were ready to supply any amount of illegal alcohol by any means necessary.

11:30 Hours[/b][/u]

The man fiddled with his AK-47 as he looked around for any sign of police activity. The warehouse behind him was emitting signs of frantic activity as the first barrels of illegal alcohol were loaded into the two lorries behind the partially closed door. The Buryatian Mafia knew that other criminal organisations although less powerful, would want a piece of the action. The door slid open as a second man also carrying an AK-47 escorted the first lorry out of the warehouse, which was full of two men who were secretly carrying weapons.

Suddenly three men carrying Sub Machine Guns jumped out from cover and began to fire at the lorry. "It's the Posbya Brava come quick!!" screamed the man next to the lorry as he fired his AK-47. The vehicle took several hits and stopped, forcing the occupants to jump out and defend themselves. Both parties fired back at each other, although the Buryatian Mafia guards had the better firepower and in the end managed to kill all three assailants.

The lorry was then started up again and drove away followed closely by the second one, heading to a secret location out in the countryside. This battle was the first of many that would come over the next few weeks. This was only the beginning....

With the Buryatian Mafia and several other criminal organisations such as the Posbya Brava (Posbya Brotherhood) openly fighting over their illegal alcohol smuggling operations, the Buryatian authorities had began to act. A new organisation known as the Buryatian Alcohol Smuggling Taskforce or BAST, would take over the job of capturing any shipments of illegal alcohol through surprise raids on warehouses suspected of being used by the gangs.

The gangs however had implanted informers into BAST and the local police forces to gain information on any planned raids, arrest warrants against any of their members, or to bribe officials to turn a blind eye to any shipments passing through their area. Methods such as murder, robbery, witness intimindation, vandalism and various other acts would become part of the gangs methods to maintain control over their various operations.

The women swept her brunette hair out of her eyes as she watched her target. A van which was known to be a Posbya Brava alcohol shipment approached her location. She looked down the telescopic sight of her SVD Sniper Rifle as the vehicle drove directly towards her. She smiled as she lined the crosshairs on the drivers head, before squeezing the trigger. The bullet smashed through the windscreen and impacting the driver between the eyes.

The van swerved to the left before crashing into a wall and turning over onto its side. A second van appeared and came to a halt beside it, with three men and one women climbing out of the back. They began to unload the contents of the truck into their van before getting back into it and speeding off. The women slung the rifle over her back and walked down the metal steps to her car. She placed the rifle onto the rear seat and got into the car. She started the engine and drove away, as sounds of distant police sirens approached behind her.

Any person who violates this law will recieve a Sixty Thousand Buryatian Rouble fine, expulsion from the country and a criminal record.

A Buryatian Alcohol Smuggling Taskforce official will call your embassy soon to arrange a visit.

A Buryatian Alcohol Smuggling Taskforce raid targetting several warehouses in Yakutsk belonging to the Prosba Brotherhood siezed around Fifteen Thousand Buryatian Dollars of alcohol. Eight gangsters were arrested and the shipment has been destroyed. However this was one shipment of many which are yet to be found.

Sensing an opportunity in setting up speak easys in Buryatia, the Green Gang had begun to target Buryatia as a potential place of business. From Macau they were able to bribe nearby ships from Hong Kong, Guangzhou, Shenzhen and other of the Federations most busy ports to include both booze and women to serve alcohol in back room establishments they would look to setup throughout the cold northern country. Bottles of turnip wine with a dash of opium extract was an especially popular choice for the smugglers to bring into the country.

OOC: The Green Gang is the largest Triad in China and all around supplier of vices East of the River Volga.

The new illegal establishments would prove to be popular even to the most law abiding citizen. Yakutsk although having a heavy police force, would find the amount of illegal alcohol being smuggled hard to track from the ammount of heavy goods vehicles that come in and out of the city. The shipments were coming in camouflaged inside delivery trucks or by ship up the River Lena. Many would then be carefully stored in warehouses and storage sheds ready to be delivered to the illegal establishments.

A demonstration against the Alcohol Repeal Act had taken place in Yakutsk's Freedom Square which had an estimated attendance of seventy five thousand people. Banners denouncing the ban were waved by the protesters highlighting the amount of opposition of many to the act. President Vladimir Potomkin was now under increasing pressure to repeal the act, with some calling for him to resign.

Three Buryatian Mafia operatives entered a clearing. One picked up a stolen 9K34 Strela-3 Man Portable Air Defense System and aimed at an incoming Prosba Brotherhood An-28 Light Transport Aircraft. Watching the aircraft closely he listened for the lock on tone and fired. The missile streaked into the sky and headed towards the now doomed aircraft.

The pilot of the An-26 tried desperately to avoid it by banking to the right, but the missile struck the tail and detonated. The tail immediately seperated from the severely damaged aircraft which plunged into the ground, exploding on impact.

All three men smiled and began to walk back towards their truck, deep in conversation.

[b]President Vladimir Potomkin resigns![/b]


President Vladimir Potomkin has today resigned after figures showing organised crime had risen three hundred per cent since the Alcohol Repeal Act had been passed. Vice President Vice Boris Kazlinam has taken over for the time being until fresh elections can be called.

His resignation was made in the Buryatian Senate and his farewell speech was poignant.:

"Today i have decided to step down from the office of President of the Commonwealth of Buryatia. I do this with a heavy heart but i know that it is pointless to continue when the Buryatian People feel that i am no longer fit to be in office. In all the decisions I have made in my public life, I have always tried to do what was best for the Nation. Throughout the long and difficult period of the Alcohol Repeal Act, I have felt it was my duty to persevere, to make every possible effort to complete the term of office to which you elected me. In the past few days, however, it has become evident to me that I no longer have a strong enough political base in the Senate to justify continuing that effort. As long as there was such a base, I felt strongly that it was necessary to see the constitutional process through to its conclusion, that to do otherwise would be unfaithful to the spirit of that deliberately difficult process and a dangerously destabilizing precedent for the future.

I would have preferred to carry through to the finish whatever the personal agony it would have involved, and my family unanimously urged me to do so. But the interest of the Nation must always come before any personal considerations. From the discussions I have had with Congressional and other leaders, I have concluded that because of the unrest I might not have the support of the Senate that I would consider necessary to back the very difficult decisions and carry out the duties of this office in the way the interests of the Nation would require.

I have never been a quitter. To leave office before my term is completed is abhorrent to every instinct in my body. But as President, I must put the interest of Buryatia first. Buryatia needs a full-time President and a full-time Senate, particularly at this time with problems we face at home and abroad. To continue to fight through the months ahead for my personal vindication would almost totally absorb the time and attention of both the President and the Senate in a period when our entire focus should be on the great issues of peace abroad and prosperity without unrest at home. Therefore, I shall resign the Presidency effective now. Vice President Kazlinam will take temporary charge until a new election is called. God Bless the Commonwealth of Buryatia."

Current Temporary President. Has been in the joto protect his citizens and hopes that he can guide Buryatia into a prosperous age. He wishes to continue Vladimir Potomkin's policies. He wants to keep the Alcohol Repeal Act as he feels that it has a moral justification by the lowering of alcohol related deaths. His party has lost some support with the population because of the alcohol ban.

Passionate Socialist. Her desire is to establish a moderate socialist government. Her first plan would be to repeal the Alcohol Repeal Act, with a goal to establish a state funded health service as part of a Social Democracy. She has gained much support over her opposition to the alcohol ban which gives her a great chance of winning the Presidency.

Nationalist Party of Buryatia[/b]

Career soldier, fervent nationalist and wants Buryatia to be strong economically and militarily. He also opposes the Alcohol Repeal Act but has been accused of helping the Buryatia Mafia, accusations that are not unfounded. Has some support.


Voting has begun with some political analysts predicting the fall of the Democratic Party of Buryatia from power and them losing control of the Buryatian Senate.

With the repeal of the Alcohol Repeal Act, all alcohol had been immediately put back on sale. Many people rushed to join in with the massive outpouring of joy at the relegalisation of alcohol. Many establishments ran out of alcohol in twenty four hours with breweries running overtime to restock the cellars and shops.
