Likewise, Automobiles depend on Asphalt which in turn depends on Construction. And Scholars requires >90% literacy, which your nation does not have. (You can see your literacy rate on the extended display.)

While you have the 50 tech you're sending to a buyer; you meet the tech requirements for your missing bonus resources. When you send the tech and after they accept, you no longer have the tech requirements for the missing bonus resources. When you again rebuy the tech to send a buyer you'll again have the tech needed for the missing bonus resources to reappear.
