1. Anya Montero grew up without knowing sunlight. An entire childhood literally defined by the confines of a miserable bunker. It really started in Bunker Fourteen, location classified, after what’s considered the end of the Second Procinctia-Republic of War Conflict. All because Dolphins got uppity that everything went so far to hell. It was cold and dark, electricity was sporadic, supplies were limited, and the recycled air was barely livable – it didn’t matter so long as she managed to survive. It was too easy to forget the warmth of the sun, the taste of fresh air, or dreams without darkness. Anya completely forgot anything even slightly related to skies and sunlight. Despite that horrible torment and even Procinctia being so far behind her lingering claustrophobia remained. With battlefronts on all sides Lake Temagami was briefly a prison. Even a fragile moment of peace didn’t loosen this enclosure. Anya wasn’t going refused accepting yet another prison, no matter how pleasant, ever again. She no longer considered safety a good reason to hide. A ceasefire that proved both profitable and delightfully adventurous. Peace that followed was just another prison of monotony. The money didn't satisfy wanderlust much: just softened the it a little. Unexpected circumstances provided another opportunity for a scavenging adventure; Tikal's loss was Anya's gain? By month's end scavenger believed she would be swimming in Zakus. Naivety from somebody who didn't understand true horror of Tikal's disappearance. No man’s land really don't phase her. Right now so many interests were rightfully scared of Tikal's disappearance. Before anybody could settle borders there would already be a scavenger on the ground. De facto power was anarchy unabated; a game too easy to play. Amazon is a wasteland. Wastelands are so familiar to any Procinctia. Just another day of work? Anya is a scavenger. Scavenger who spends her days picking through disaster torn landscapes. Scavenger whose activities would not remain unnoticed forever.
2. With the new nation rising, the protector gone, the leaders of the USCA's member states would have many things to do. A census needed to be conducted, military forced raised and equipped, and many other things had to be organised. Over the next weeks, a census was conducted and the theoretical peak of military personnel would be evaluated while the state governments reorganised themselves in order to streamline the bureaucracy and other state services. Yucatan - 11,598,893 Belize - 312,698 Guatemala - 13,824,463 Honduras - 8,249,574 El Salvador - 6,134,000 Nicaragua - 6,071,045 Costa Rica - 4,301,712 Panama - 3,661,868 Total - 54,154,053 Yucatan - 239,778 Belize - 22,966 Guatemala - 108,890 Honduras - 112,090 El Salvador - 21,040 Nicaragua - 130,373 Costa Rica - 51,100 Panama - 78,200 Total - 764,437 It was determined that the theoretical maximum military forces that the USCA was capable of supporting amounted to roughly 2,170,000 men in the ground forces, around 21,700 tanks with appropriate personnel, 1,260 aircraft and related personnel, as well as up to 92 naval vessels. However, the likelihood of such a gargantuan military being required was determined to be incredibly low. Thus, at most 750,000 men and 1,200 tanks (not counting support vehicles, artillery and others), 360 airplanes (for 30 squadrons) and around 180 warships would be financed. The ships would be split into 60 corvettes, 40 frigates, 40 destroyers, 12 cruisers, 6 battleships, 4 carriers, as well as a number of submarines and amphibious assault ships. Furthermore, a declaration would be issued on the topic of the Panama Canal. "Let it be known that the USCA will now and forever respect and accept TSI governance of the Panama Canal territory, until such a time that the TSI and its members may be unwilling or unable to perform these duties anymore, the likelihood of which is nil. We are confident that the TSI will always be capable of administrating the canal. Let it also be known that for their valiant and enviable conduct in securing and protecting our nation, the Hudson Bay Federation will be granted a special trade exception for Tequila and closely related beverages, so that their people may forever enjoy it cheaply and easily."
3. OOC: Observer states are not listed. They have all received a private invitation. If you have not received this invitation, you are not present. *All transmissions are assumed to be fully secured using 2048 bit encryption and all available security measures.* Mount Kenya was a swarm of activity, as soldiers of the Republic ran to and fro in their duties. Queen Akinyi stood in the heart of her command center, dozens of maps, charts, and lists glowing on screens around her, listing the Republic's mobilizations and movements. Though the Republic had contained its activity to the African continent, save for its two island bases, its assets were not swarming across its territory and the world. Officers rushed by her, speaking rapidly into headsets, and the entire facility had been placed on maximum security lock down. For the first time since its rise from anarchy, the Republic marched to war with another world power. Catharine waved the reports aside and the screens went blank. She gave a curt nod to her communications officer, and the transmissions went out. The screens lit up with images of the leaders of the primary participants in the conference: France, Tikal, the East Asian Imperium, Yugoslavia, and Alvonia. Untold others were relegated to observer status, their faces lined up neatly across the bottom of the many screens. "Friends, allies, colleagues," the Queen began, and translators rushed to ensure that all could understand her words, "It is with a heavy heart that I come before you. While some few of us have gathered already for friendly exercises, intended to bring us together in the name of peace and cooperation, war looms upon the horizon. As you are aware, Europe has never been a bastion of stability, and now the rogue state of Romania has taken direct action against both the Great Lakes Republic, and Yugoslavia. This is in addition to its history of aggression toward Alvonia, and all other states that do not bend the knee to its agenda of domination." "History has shown all too clearly that we cannot allow such a rogue actor to move freely in the world. We must take drastic action to curtail the aggression of Romania, and we must do it now. The Republic has already diverted forces to engage the Romanians when they begin their war against Yugoslavia. We ask now that you all join us in the war for liberty and stability."

To: Federal States of Brazil; Ministry of Foreign Affairs From: Principality of Tikal; Directorate of Diplomacy Topic: Re: Diplomatic meeting Body: Ladies and Gentlemen, Tikal and Brazil have long been fellow American nations, but to date we have not had much interaction in regards to diplomacy. With great regards," By the authority vested in me by Their Sublime Highnesses Director of Diplomacy, Clemente Marroquín Rojas Principality of Tikal

6. With the Tikalian monopoly and superpower status in the Americas, the Saxons saw the central power of Tikal as the obvious choice for expanding operations outside of Europe. A high-level meeting was arranged between the two nations to discuss trade relations, shipping, and other matters of interest to the benefit of both nations. e: OOC:
This has nothing to do with the Greenland RP, which is optional recognition and separate.
7. The leadership of the Principality of Tikal has been invited to the capital of Wakefield to hold a discussion. Once their plane arrives, they will be directed into a conference room in the large Federal Enforcement Services building to discuss a request for land in the Americas as well as any other topics that the diplomatics from Tikal may want to discuss.
8. We have a concern with one of your treaty partners. We're sure if you check satellite intelligence you'll see the Imperium of Japan is engaged in a massive military build up and expansion in the Asian region and in the Indian Ocean, literally expanding in all directions. We have been tolerant of Japan and worked with them on several matters, but they are beginning to antagonize us and several of our allies with their apparent need for aggressive expansion. We respect their claim to their home isles and a 1000km region of pacific islands around those isles, but we see the rest as aggressive colonial adventurism. You certainly must understand our sentiment in this regard given you have your own Monroe doctrine to prevent undue influence of outside powers and those with land lust. We therefore ask you to either get your ally to reduce their appetite or reconsider your relationship with them if you cannot convince them of such as we doubt we will be very convincing, but would prefer avoid needless bloodshed. You would think getting nuked would make one more wary of one's actions, but apparently Japan hasn't changed much. In the spirit of peace, Yun Li
9. The military installation would be placed on full lock down and put under the highest security. A no fly zone of 12 nautical miles was established to ensure the protection of all those attending the meeting. GEN. Ryan Brody, Commander of USNORTHCOM would meet the delegates and escort them to the secure conference room for the discussions.
10. President Ezekiel Kukahiko arranged for a last ditch video conference from a confidential location with important Nations involved in a plan to invade Hawaii, genocide the Pasifikan peoples, and seize Pearl Harbor for use against the Free Peoples. The video conference attempted to reach the following countries: United States Palaven Empire Greater Russia Tikal Japan Topics for discussion include: - Recent Japanese plans to engage in piracy against Hawaii-Russia shipping - - Deliberate isolation and containment of SOCSOV - - Nuclear First Strike against Hawaii - - Genocide of the Pasifikan peoples - - Lack of good faith negotiations - - Attempting to pressure Hawaii to surrender sovereignty - - Japanese unwillingness to establish relations or communication - American inability or unwillingness to influence diplomacy - SITREP -------------------------------------------------------------------------------------------------------- UNCLASSIFIED UNITED STATES FAILS TO INFLUENCE BILATERAL OR MULTILATERAL DISCUSSIONS BETWEEN EASTASIA AND HAWAII Information has reached SOCSOV that a private diplomatic discussion has taken placed between the United States and Hawaii. Hawaii asked for American assistance in initiating negotiations and friendship discussion between Hawaii and EASTASIA, but the United States has failed to initiate such contact. Hawaii has again contacted the United States for assistance in resolve aggressive EASTASIAN policies but the United States has been unable to do so thus far. ---------------------------------------------------------------------------------------------------------- UNCLASSIFIED HAWAII CONDEMNS JAPANESE ATTEMPTS AT PIRACY OF HAWAII TRADE In an attempt to stranglehold relations between Hawaii and Greater Russia, Imperial Japan has announced that it will engage in piracy against shipping between Russia and Hawaii. SOCSOV has declared that Hawaii retains sovereign shipping rights, and that commercial vessels are authorized to act in self defense in the event of Japanese piracy. Commercial ships are randomly armed to deter oceanic piracy, ranging from small arms to torpedoes and MANPADs. HIPACOM has stated that any interference with Hawaii shipping that takes place hundreds of miles from Japan may result in retaliation in kind. --------------------------------------------------------------------------------------------------------------------- UNCLASSIFIED HAWAII CALLS FOR INTERNATIONAL SUPPORT WITH EASTASIAN GENOCIDAL IMPERIALISM NEAR AT HAND SOCSOV has called for Nations which respect human and indigenous rights to condemn EASTASIAN plans for the total extermination of the Hawaiian, Samoan, Tongan, and other races which live in mutual cooperation throughout Pasifika. Using a containment strategy, EASTASIA is attempting to corral our peoples and prevent any avenue of escape for our civilians when they launch nuclear warheads protected by magical spells. Despite our attempts to establish formal relations for discussion with EASTASIA, and our requests to America to assist in assisting with multilateral discussions, EASTASIA remains hell-bent on genocide and enslavement of our peoples to fuel their military industrial complex which will seize an entire hemisphere. The EASTASIAN plan is to continue massive expansion and seize the Hawaiian Islands and Pasifika to enslave the population for labor for a new slave trade that would bring captives back to EASTASIA. 1984 confirmed this strategy in which EASTASIAN powers alternated between war and alliance to expend surplus production and populations, and repress, enslave and exterminate entire populations. Hawaii has created a new SOCSOV Brigade filled with foreign volunteers who stand with Hawaii's independence and sovereignty and are willing to martyr themselves for the cause. Hawaii needs the following assistance in case nuclear aggression takes place. - Support for refugees and refugee forces - - International condemnation of EASTASIAN First Strike nuclear policy - - Financial and arms support before the war begins - - Missile Defense Assistance - - Logistical support for guerrilla forces - - Iodine Pills and Radiation cleanup equipment - - NBC masks and protective gear - Hawaii alerts America that, should nuclear attacks against Hawaii take place, massive fallout blooms could irradiate the western coast of Mexico, California, and Canada. -------------------------------------------------------------------------------------------------------------------
11. As all parties involved in the fate of the French-speaking sections of Canada had agreed on the need for a conference, France had taken the liberty of forming one. Montreal was chosen as the venue, the largest French speaking city on the continent and the second largest in the world, it was a deliberate choice for the meeting, the invites to which would be sent to all three governments in question and local governors all from throughout the province of Quebec. Though the Atlantic Federation had taken control of all areas of Quebec which meant anything, and in reality Montreal was in the middle of their territory, France still exercised a heavy presence in the area, militarily speaking, due to the uncertainty over who had jurisdiction. No conflicts had arisen, but for today, the flags of all three nations who influenced the fate of Quebec were flying in front of the Embassy. The French representative was General de L'Armee en Quebec (General of the Army in Quebec, Officially Division General) Lance Bras-Forte, who seated himself to the right of the head position on the table, the head seat to be given to the head of the Federation's government.
12. [Not Public. Private, in fact.] The first careful forays into the new world were promising enough. It appeared that the point of arrival was the same as where the facility in the Prime world had been built, but with notable differences. Further exploration was given the green light, and soon enough they found out just how different this 'Secund world' was. For one, Tikal did not exist. Neither did Athens, the Commonwealth, or any of the nations they were familiar with. As further research showed, the empires of old had apparently been shattered in an apocalyptic war. A whole new world, without the need to watch every step one took in order to not aggravate the monolithic rulers of the Prime world. The decision to expand was made. The portal was stabilised and a temporary hangar built around it to prevent others from finding it for now. Ambassadors made contact with nearby city-states and tribes, some of which had regressed technologically, but kept the roots they'd sprung from. Tikal's roots. The visitors were careful not to gain attention from surrounding nations, but over time, more and more territory was gained. Construction of magnificent pyramids was begun at the location of arrival, to both obscure the portal beneath the largest, and to lay the foundation for the new capital. Dawn and Dusk And, almost two years after the arrival, the provisional government was given orders to announce itself. To bring news of Tikal's resurrection to this world, in which it had fallen like so many others. [Public] "Ladies and Gentlemen, fellow citizens. The Principality of Tikal is resurgent. So says the Prince of Tikal, The Unconquered Sun, Ajaw ichil Tikal, Huatlatoani Tlahtoloyan, Embodiment of Kinich Ahau, Embodied Divine ti Lu’um, Highest of all Judges, Lord and Ruler of all Maya, Protector from Xibalba, Defender of the Popol Vuh, Keeper of K’iinil His Eternal Highness, Chak Tok Ich'aak So says the Princess of Tikal, The All-Illuminating Moon, Ix'ajaw ichil Tikal, Cihuatlatoani Tlahtoloyan, Embodiment of Awilix, Embodied Divine ti Lu’um, Greatest of Judges, Protector and Mother of all Maya, Protector from Xibalba, Defender of the Popol Vuh, Keeper of K’iinil Her Eternal Highness, Shana'Kin Yaxchel Ik'nal Let it be known in all the world that the Eternal Rule of the Sun and the Moon shall never again be interrupted. Let it be known in all the world that the Embodied Divine walk the Earth once more. Let it be known in all the world that the Principality of Tikal is now, and forevermore, the holiest of places. So decrees the Sun. So proclaims the Moon." [OOC: Further RP on my part will proceed in my news thread, where I will work in both continuities at once. Because portals and whatnot.]
13. The following secure diplomatic cable was sent to the governments of Mexico and Tikal:
14. [OOC: Obviously closed to me and Scofield /OOC] To: Secretariat of Energy of Mexico; Institute of Mining and Technology From: Principality of Tikal; Directorate of Diplomacy, Directorate of Sciences; University of Guatemala City Topic: Concerning the Cave of the Crystals, Chihuahua Body: Ladies and Gentlemen, During a recent endeavour regarding harmonic vibration experiments with various types of crystals, a research team has theorised that a certain type of super-pure crystal found only in the Cave of the Crystals in the Mexican state of Chihuahua may aid them in their research, subsequently turning to the Directorate of Sciences to request diplomatic aid in retrieving samples of these crystals. As Tikal doesn't have official diplomatic contact with other nations outside of general trade agreements, we would like to negotiate safe passage of a small research team to the town of Naica so that they may lead an expedition into the caves beneath. We would like to note that the UGC's research division is aware of the inhospitable temperatures within the cave and that they will bring their own specialised equipment to permit operations for up to one hour in these conditions. We are looking forward to your reply. With regards, Director of Diplomacy, Clemente Marroquín Rojas Principality of Tikal
