Define 'sanction abuse'. Don't forget, people do actually VOTE for senators.

If the team doesn't like a senator, they can just stop electing him. This change gives all the power to those with muscle. There's no justification for this.

It would make admin's job quite a bit harder if every time someone moved in or out of sanction range, he had to update everything.

The CIS, or Confederacy of Imperial States, is an alliance that formed on the 20th January, 2008, following the merge of two alliances, the Confederacy of Independent States, and the Imperial Military Union.
