He never collects taxes with the guerrilla camps. He keeps them around for extra defense, deletes them, collects taxes, and re-buys. The actual cost of the camps is so minuscule he doesn't even notice it. Heck with his solider count he probably saves money throughout the whole process.
Most use photoshop I would assume. However GIMP is a popular free alternative for photoshop. If you want to make a simple flag MS paint would work great as well. MS paint, if you are using windows, should already be on your computer.
As for tips, just experiment, mess around with things until you find a design you like. Good luck!

No I don't, but I figured I could still make suggestions. 13 million is extremely small for a nation, especially one that is considered the biggest.
Now I understand that with roleplaying the real world doesn't matter at all, but take a look at the most populated cities here
Those are just cities, not top nations, with more than 13 million people.

I disagree with this, with this rule the top nation would have only 21,585,100 citizens. To contrast the United States is about 300 million, and isn't even close to the most populated country.
I think you should multiply your citizens by 1,000. This would make the top nation have 215,851,000 citizens which I think is pretty spot on.
That's realistic though, in the real world the top nations get there by being lucky, and while good leaders, and good decisions are apart of it too, it still requires a whole bunch of luck to be at the top.
