Not who, why, and the why has been made very clear through out this thread, I suggest you re-read it and also look up the previous devil dogs war, look at their attitude towards Cybernations and be sure to note what they did to our forums. These are not quality players who give a !@#$ about diplomacy, nor are they innocent nations being "picked on" by evil imperialists. Furthermore I believe you mentioned other options, including a viceroy, however that option specifically is against Cybernations ToS and would not prove fruitful, nor would any other form of diplomacy, against an unwilling opponent. We know these people and know what needs to be done to deal with them and quite frankly, we're doing you a service.

Since this is an OOC area I'm assuming that by destroy the game you mean the actual servers and the game's source code. As such the answer you seek is no, no one is going to destroy cybernations.

The nation of ElysianFields will do it for 54 million for both, 40 bucks is hard to come by these days. We can do either one for 27 million but you will have to accept advisements from our financial office as to where and when to wire the payments.
