Actually it is best to have an agreement between a few players to do this...because trying to find these every few weeks is not a "minor" hassle. esp. with bad starting resources.

GGA for 800ish days

for SSS, 2% of gross income, not 2% of tax income directly added to your botton line...for the +5 happyiness, remember 1) mulitply your income modifiers to get the real income increase(good thing for you), then you have to multiply your tax rate to get the real money you are going to get(bad thing for you). I think SSS wins hands down in your case.

Use common sense. If somebody needs a discussion that rivals the length of the United States tax code to define IC and OOC, then the point is lost already

if you want to move it, I'll vote for more complex... but a better thing is to add more pseudo randomness to all the calculations to make things less deterministic; that would be better...esp in things like affect of infra, tech, money made per day, etc.

Depends on spending habbits and land size. In large nations, extra +5% land is better than +1 happiness. and if that nation is still buying infra...then some other government is better.

only reason to have it is when it is the last thing you have to buy(maybe before fallout thing) in hopes that admin is going to change it into something different

As I don't particularly care that much any more, I give 3 mil for 50 deals for any GGA nations. I believe some of the top GGA nations also do the same as a way to aid smaller ones.

always do tech deals, no matter what your tech/infra level is when you are large. that is how you win wars. there are a point when additional tech does not help you any more in income but it does not matter. increase tech always.
