1.
Why? Is it for the big bad NPO keeping their upper tier in peace mode, or is it for not getting into the original war fast enough for you? Also Fok, this is disappointing to see, you're just band wagoning to get some one to abandon their friends, a friend who was attacked by a party that is purely just out for blood.
That's why you need lion-reppelent. Buy it now or face the fury of FOK.

3.
The more reasonable explanation is that their master plan was to wait until we joined War #1 via the treaty web, so they could hit us in defense of their allies and retain the moral high ground. An admirable plan, only things didn't turn out that way. Unfortunately for them, we saw through their rather transparent ruse, and didn't join War #1. Meanwhile, many of the allies / meatshields they were hoping to use to help take us down were getting tied up with the ongoing war, so they decided to cut their losses and start War #2 without a legitimate CB. Obviously, they had to claim that the two wars were related, to retain what little PR they could, although by now it's clear to all involved that the real reason Doomhouse hit us was simply because they don't like us. To the extent that War #1 was designed to roll us, the "let's hit NpO to drag in NPO via the treaty web" subterfuge was very poorly executed, and failed to bring us in. Hence the need to attack us directly in unrelated War #2.
If the plan was to attack NPO when they entered the PB-NpO war, then wouldn't that make the war with NPO a part of the that war? The time between declarations is of no difference to the fact that it is one plan to take out both the orders. I however, don't know about any such plans. I'm happy slapping the Orders for whatever reason.
4. Confirmed. We do not have a protectorate treaty with this alliance. However, we do protect people techdealing with us. (I'm not sure if we have techdealers in this alliance.)
5. HAAAAAAAAAAAAAAAAAAAAAAAAAAAAAAIRRRRRRRRRRRRRRRRRRRRRYYYYYYYYYYYYYYYY o/
6. He means he would defend a FOK techraider should someone declare on that nation. If the person being techraided fights back, FOK will not help. That's the risk of techraiding. I would like to make a larger, more in-depth reply but I have to go to work now.
7. Unfortunately, not every member is as polite / aware of the works as others. Anyone with experience would have sent a messag 'Please stop attacks, contacting your gov as we speak' and then contacted the government of the attacking alliance. A mistake was made by the FOK techraider and we will not try to hide that, it's the truth. One could conclude this yes. However, I don't think you'll find a lot of (if any) nations techraided by FOK, that aren't pleased by the way we handled the problem. We're civil people and respect will be answered with respect.
8. If a FOK nation is techraided, we send a wardiplomat to the attacking alliance to resolve the matter (peace + reps). Diplomacy before war. I can tell you from my own experience that a nation being attacked by FOK will be sent peace and possible reps as soon as he contacts FOK gov. Does that answer your question?
9. We need more of the glowing stuff! B) Edit: Btw Haflinger, your nukes?
