Tianxian forces in Suez and Jerusalem began moving to secure the southern gateway in the Indian Ocean as forces took secure positions to hold that Canal and access. Second groups basing of nearby territory moved to Gibralter and the Moroccan Coast as they watched the Russian Bear wake.

Character RPs are great but its a national RP. Characters exist within it. Characters exist in all stories. What makes cybernations unique is the national and therefore political aspect. Setting and themes still matter.

I'd say a couple things. First cruisers in the modern sense aren't cruisers in the technical sense of the word.
A cruiser as they were designated a commerce raider to go ahead of and engage nation's lines of commerce, while battlefleets made up of battleships were designated to Battleships were unassailable because of speed and gun range making it difficult for any other ship to close, and bigger guns able to tear ships apart before they got close. Today battleships do not exist (though crucially battle fleets do). The last gasp of battleships was not about being battle fleets but about force projection ashore with shore bombardment.
So what is a cruiser in the modern sense? A cruiser is about air defense. They took up roles defending the workhorses of the new battle fleet the carrier group. Originally large cruisers were important because they could fit a lot of guns, and can almost try to keep up with carriers (which can leave every other ship in a lurch, especially when at flank speed launching planes.
Today we have a more kinematically diverse threat profile requiring more complex and numerous defending objects and radar. Take away a CIWS which is not very useful, and more about a last ditch, and you have one off missiles. Missiles designed to defeat ballistic vectored objects are not going to be able to defeat cruise missile objects, and vice versa. Additionally, mid-altitude aircraft which can engage in much more complex evasion because of an onboard pilot are equally hard. You also can only steer your radars in so many directions in a 3 dimensional sense. This means larger vessels are necessary.
This is why the United States which is the only nation with a real battle fleet has destroyers that are so much bigger than anyone else except for nation's who are literally copying our destroyers such as the Korean, Japanese, and Chinese (albiet without permission) models. The size of these warships goes up even within the class because of this problem.
Additionally the line is now blurred between surface combatants and what is what. Because increases in computing power have allowed specialized sensors to do more individual missions (though crucially in serial not parellell), the line between frigate and destroyer + destroyer and cruiser is largely blurred.
I say all this to make the point that a cap doesn't make much sense. The first zumwalt is nearing 15000 tons, my guess is others may go over that, we'll see what the Type 55 looks like when its put to sea.
I think the problem is trying to apply a 19th early 20th century lexicon, to a 21st century world where the nature of navies and how to conceive of them is fundamentally different, and names aside from carriers, even between missile and attack subs are distinctions without differences and you need to think about the fleet as an integrated network not individual platforms.

I'll miss needling this Japan, it came the closest I've seen anyone come since Cochin to creating a serious pole, which is strong, independent, and opinionated. I will say regardless of what you may think, imo you surpassed Kankou. Maybe she had a bit more vision and military power, but you're creation of partnerships with America and possibly Arabia was impressive. Something she never did. I even had to get involved to save poor Russia.

The arguments Japan make seem difficult to take as serious proposals because of the nature of the assets we are talking. The Empire would note than unlike land warfare units that are dispersed and difficult to wipe out within minutes, Japan is refering to large warships which both take longer to build and are quicker to sink. It may take 2 months to defeat an army, but as Japan [i]well knows[/i] battleships and carriers can be sunk in hours. Further Japan can't really argue they are necessary for homeland defense of Japan because Japan could just as easily launch planes off its islands. By contrast Russia and Tianxia with much larger far flung holdings across the Pacific have a legitimate use for more carriers.
While Tianxia does have a significant land based system, Japan knows full well the range of those systems and their limitations in protecting far flung expanses. Japan by contrast is seeking to redress the balance by requesting arms limitations on the very systems that are needed for it to project power on the far flung islands which it has shown an interest in and recently undertaken aggressive campaigns to acquire.
In short little can be argued that Japan has any legitimate interest other than increasing its offensive power in what its proposing.

- Japan has made a point of complaining about a imbalance between itself and other power. However its counter proposal is really a 1.5:1.5:2 in favor of Japan and not addressing other navies. Because other navies have global responsibilities Japan only has one. We cannot really agree to such a thing. And the 8 12 cap is so ridiculous as Japan knows there is no chance of other navies reaching it. Give a real offer.

- To point one. Tianxia would say that any warship with a ski-jump or a catapult and a flat deck is a carrier, limiting the capability of other ships doesn't make sense. Tianxia will not agree to limit the size of its amphibious ships which may need additional flat top space for other missions that don't involve fixed wing aircraft, but by definition of simply volume also carry more than 20 STOVL aircraft.
- Tianxia cannot agree to the submarine proposal as our entire fast attack nuclear force has VLS missiles, as does the commonly seen Virginia, Seawolf, and Los Angeles class. Guided missile subs in our view are boomer size boats which carry cruise rather than ballistic missiles. There is no room for negotiation on this point.
- We won't cap our total navy, because security issues that face the Empire in territories outside the Pacific are not subject to treaty by nations inside the Pacific. Tianxia holds territory in the Atlantic and Indian, any agreement of a treaty limiting what we can do there based on here makes not sense.
- Point 3, some nations already have claims. For instance, the entirety of the East China Sea is Imperial Territorial Waters under the Jia Diktat. Similar doctrines exist for the South China sea

The Empire would put the delegations up at the Shangri-La Nanjing World Hotel, providing each nation with a bloc of rooms to stay at, situated between the Imperial Palace and the Imperial Grand Assembly. The town itself would be placed on lock down with uniformed Imperial Soldiers doing patrols through the street to make clear that any attempt to disrupt the proceedings would be met with force.
While the iron fist of the Imperial Government was on full display, so was hospitality. Traditional entertainments of dancing, acrobatics, and high Chinese cuisine were on display. Large banquets were held. Chinese Opera and modern pop ballads were mercifully spared from the guests.
Drafts of the agreement would be sent out for delegations for submission with suggested revisions before the opening ceremony would begin, a dinner at the Imperial Palace, Yuan Shizi, himself leading the proceedings.

Urrrgh, don' wanna. Which is the main reason we actually have no recorded history, because it takes effort to record years of action and it's unpaid and unthankful and whatnot. You know, I already am a GM and even when I wasn't GM, I'm the one to make every election and annual CNRP awards. You think anyone thanks you for that? Or that anyone would take them even serious? But they wouldn't get done otherwise, so one has to have the sense of duty to do it, even if it doesn't earn you anything.

Article I: Naval Forces

2) No Nation shall station more than five active duty carriers in the Pacific Ocean.

Article II: Land Based Forces
1) No Nation shall maintain a standing force of more than 800, 000 in the Pacific Ocean Theatre
2) No Nation shall develop new conventionally armed land attack and ship attack ballistic missiles who do not currently possess them outside the range of the MTCR export control.
3) Nations which currently possess them will be capped at levels at the time of this treaty.
4) No Nation shall develop new land based land attack or anti-ship cruise missiles in the Pacific theatre outside the MTCR 290 kilometer range.
5) No Nation shall export missiles or missile components to third party nations for use beyond 290 kilometer range.
Article III: Space
1) Nations will not deploy new satellites for military purposes into space except to replace existing satellites.
2) Nations shall not deploy space to space weaponry to conduct kinetic attacks or test weapons that can create space debris.
Article IV: Confidence Building Measures and General Maritime Agreements
1) All nations are entitled to a 200 nautical mile economic exclusion zone and a 100 mile military exclusion zone starting from their shore or their continental shelf.
2) When Nations meet beyond this the line is drawn equidistant.
3) The exception to these rules are in doctrines unchallenged and dictated at time of this treaty.
4) Nations will allow the inspection of all WMD sites with the exceptions of nuclear armed submarines by any other nation. Nations will be permitted to inspect sites of nuclear armed bombers, only during peace time.
5) All nations shall refrain from conducting cyber campaigns against 16 critical infrastructure areas of fellow signatories using military forces outside of wartime, and shall prosecute non-governmental actors doing this.
6) Nations shall conduct biannual inter military dialogue including crisis simulation exercising utilizing domestic security, diplomatic service, and military branches of each nation on topics of space, cyberspace, and maritime security.

Given Heightened regional tensions, Tianxia has ordered the mobilization of its armed forces, moving its fleet to sea, rotating air patrols, and the Second Artillery to full readiness. Additionally, Tianxia has ordered the deployment of the Amphibious and airborne forces to snap drills off Jeju Island, with the eye of being able to commit an amphibious force of two divisions size ashore, from 200 miles off in a fully contested environment. Additionaly Amphibious exercises were being scheduled at Marcus Island, the South Pacific Territories, and the Marianas. Therefore, electronic warfare units and missile counterforce batteries were also committed to the exercise along with squadrons of F-8 and F-5 fighters and I-10 and F-7 tactical strike assets. The exercise was estimated to last for an ongoing unspecified duration.
Additionally the Vladivostok Airborne Detection Squadron and supporting B-11s were ordered to at sea manuvers for anti-cruise missile missions.

Relations are at a low point because of Japan's attempt to impose an international apartheid system, where some states are entitled to dignity and respect others aren't based on Japanese judgement of what is best. This is not how the World works. All states are entitled to this not so long as one person judges them worthy or not but if they follow basic tenants of law and human rights.

Long had the Imperials claimed a zone of influence over Eastern Africa, but now the claim had grown quite, technically on the books but not there. Others had made claims to it. Others had made claims over Africa. But with the Athenian Federation in turmoil and the Persian Gulf assuming the position as the geographic pivot to the global supply chain.
In this spirit, Operation V was launched to reestablish the Empire's position against two different fronts. In the early hours of the morning deep water ports in in Somolia and Kenya were rapidly seized by special forces operating off cargo ships, clearing the way for the docking of multiple prepositioning ships to roll off heavy infantry forces, while the Airborne operating out of the Persian Gulf dropped a an airborne division to dig in along the Kenyan Southern Border. Imperial Guard special operations forces along with the Rangers and Gurkha special airborne regiments would move in to seize air fields across Somolia and Kenya. This would lead the way for command and control and A2 AD missile forces.
Following on a Marine Expeditionary Task Force would begin landing Marine Forces to the North to hold against a counter action through Yemen.
The invasion was coordinated with intelligence operations and assassinations of key leaders throughout Somolia and Kenya, targeting fundamentalist Islamists, African Nationalists, anti-Imperialists, Communists, and others who were not ready to play ball. Those surviving were given a ultimatum, declare independence and invite the Empire in or die.

Tianxia will not sell ships with double inferior Russian radars. If Russia wishes to have radars which cannot track cruise missiles, it can have them on wrecks at the bottom of the sea with 'Made in Russia' labels. Nor will we power these with inferior nuclear reactors which have insufficient power and have a penchant for randomly catching on fire.

Across the world, a global military alert for Tianxian Forces came out to begin moving and taking positions formerly occupied by the Athenian Federation.
Military Goals included the deployment of rapid response forces in the forms of MEUs to the Athenian Atlantic Ocean Island territories, the southern tip of Africa, St. Helena, Bermuda, its territories in the Carribean, Iceland, Greenland, and Britain.
The far flung plan was to put the Imperial Footprint in the Atlantic while other powers were busy aiming to carve up the Athenian Position in Europe and secure the American Continent.
