    You're actually sitting at 8499.999 infra; purchase 0.001 infra and you will be able to purchase the WRC (to see this, go to another players page and select display charts, and then mouse over your infra bar in the nation development comparison) Not a bug, iLock.

    You cannot post anywhere that is aimed at SE, regardless of whether it is IC or OOC; basically, you can post anywhere that is either non-CN or is in the subforum for TE (as well as the Game Discussion subforum, but not the subforums within it) The ONRP would also be acceptable, but I believe the people who play there prefer you have an SE nation. Edit: I'm going to leave this unlocked, as I'm not certain how clearly I've answered this question.
