The ToS requires you to be 13, if I remember correctly. But 13 is still young, and I know of 13 year old players and yes, some of these "attacks" could screw with them. Yeah, well, only one group can use it as a tool. The other side gets laughed at and told to shove it when they bring a valid claim to the table.

I think it applies everywhere. IRC should be considered an OOC means of communication since 98% of the going-ons there are... well, OOC. Government queries are basically the only IC event that happens on IRC. Also, the realm of IC has been used as a scapegoat in the past. One person says "You're a <expletive> <expletive>." and then backtracks to say "THAT WAS IC" and gets off with everyone saying "Oh, okay. You're forgiven!" while the victim of the attack was still hurt by the OOC nature.
