Well it's not, it's a Declaration of Friendship, but I got your attention, didn't I? :awesome: Central Powers and Rebellion are hereby announcing there friendship with the signing of a Treaty of Amity, beginning their solid relationship with a firm bond of friendship. Woe to all war goers, cause we ain't messin' 'round with this "peaceful" business. Central Powers - Rebellion Treaty of Amity Preamble The signatories of this treaty, the alliances of Central Powers and Rebellion, do solemnly swear to uphold this treaty in order to establish peace, protection, and the respect deserved of each alliance outlined in this Treaty of Amity. Article One- Peace Upon signing of this treaty each signatory takes on the goal of maintaining peace between the two alliances. Neither signatory shall attack the other, or in better words, do anything that might harm the opposite alliance in any way. They also agree to the betterment of both alliances through peaceful, diplomatic missions. Article Two- Sovereignty In the signing of this treaty it should be known that it does not infringe upon the individual sovereignty of each signatory’s members, as well as the sovereignty of both alliances as a whole. Article Three- Assistance Though not required of each other, it is highly suggested that when either signatory is in need, be it militarily or financially, the other alliance steps in to provide aid. If one alliance has information that would either benefit or incriminate the other it is highly suggested that they share this information with them, but again, they are not bound unto this by law. Article Four- Respect The members of both alliances shall remain respectful and courteous to each other indefinitely, or until the possible cancellation of this treaty. They shall never take part in any slanderous debate that would depreciate the bond between the two alliances. Article Five- Cancellation If either of the signatories feels that this treaty is being violated in any way than they have the right to cancel it, provided they give 48 hours’ notice to the other alliance before making an official cancellation. But, it does involve the alliance I represent, Central Powers! You may have heard of us from the recent dealing with Tom Riddle (AKA Winner12345 >_>) in which we ever so lovingly disposed of him, like garbage. This post is not about Tom (Thank God!) so I will try to make it rather short and to your convenience. We are new, and we are dropping it like it's hot, so, there you go, we are officially in existence. Forums: centralpowers.forumotion.com And here is a message from our sponsors: The Constitution of the Central Powers Preface This constitution has been set forth by the nations of the Central Powers in order to establish justice, maintain defense of the alliance and its members, promote general welfare, ensure economic prosperity, and above all to kick ass. Section One: Government Structure Article One The Central Powers’ executive government consists primarily of a “diarchical” leadership where two leaders, titled as kings, will have rule over the alliance. Article Two A congress of the alliance will be formed that will vote and propose new laws, amendments, etc. This body of members will be host to the majority of the alliance’s decision making. Article Three Four primary departments will be the gears of the alliance. They will be the engine inside of the machine, so to speak, and will consist of Defense, Foreign Affairs, Finance, and Internal Affairs. Section Two: Government Functioning Part One: Overall Functioning Subsection One: Departments Article Four Departments and ministries are the engine of the alliance and are what keeps it going. The default ministries (Finance, Defense, Foreign Affairs, Internal Affairs) of the alliance will be set in place and cannot be removed. These ministries will be run and organized at the discretion of the minister that is appointed with a unanimous decision by the Kings. A minister may be removed from power at any point if deemed necessary by a single king, but it is highly encouraged to have the will of both Kings. Article Five When the time comes the alliance will need to expand, so, if the time and set of circumstances require it, a King may make a proposal to the Congress to create a new ministry or department. This will only need approval of one King and will need the approval of at least 2/3 of the congress to create the ministry. The created ministries will run like the basic ones, with a minister to run them, but the difference is that they may be removed with the approval of at least one King and at least 2/3 of Congress. Subsection Two: Congress Article Six The congress of the alliance will be composed of nine members, providing for 2/3 votes. Congress members are elected in once every two months at the discretion of a public vote. The votes will take the length of 48 hours and will be set in place 48 hours before the start of the new month. Any number of members may run for a position as a congressman, but those who don’t run will vote for up to four candidates. Candidates will not vote for themselves. At the point of the poll’s closing they nine candidates with the highest amount of votes will be automatically elected into the congress. Any congressmen may run any amount of terms after their first, if their popularity will support their vote. Article Seven A congressman cannot be impeached or anything of the like. They may only be suspended from their duties by a King. Their terms will only end when the two month expiration date arrives and the new congressmen are elected in. Subsection Three: Diarchy Article Eight The diarchy consists of two kings who will run the alliance and make all executive decisions. They serve for life or until a formal resignation. If a King resigns then he will name a successor whom will take the place of King. If he does not name a successor then the other king in power will name a successor. Article Nine If there is serious incriminating evidence of a King committing crimes against the alliance or making unrespectable actions in the view of the alliance then a king may be removed with an 8/9 vote from the congress and a successor will take his place. Article Ten If and when the alliance goes into any sort of military war with one or more alliances then in an emergency situation a single King may make decisions within the boundaries following: Organize any military attacks, and give approval to any nuclear attacks upon the enemy alliance. If a king decides to make such decisions and 8/9 of the congress sees that what decisions he made were the wrong decisions to make then he may be removed from power and a successor will replace him. Part Two: Decision Making Article Eleven All decision making of the alliance (with the exception of departments, See Article Four) will be made by the Congress and the Diarchy. This will include decisions such as inter-alliance diplomacy, large-scale domestic issues, etc. Subsection One: Foreign Affairs Article Twelve If the alliance seeks to sign and put into place with another alliance a treaty then they may, but only with the approval of both Kings, 2/3 of the congress. However, the ministers’ approval is highly suggested. This pertains to all treaties. Article Thirteen If the alliance is provoked and is in the mood to go to war then they will do so at the behest of both Kings, 2/3 of Congress, and the approval of the ministers is highly suggested. If Central Powers wishes to go to peace then the approval of 2/3 of the congress and one king will be needed. Subsection Two: Domestic Decisions Article Fourteen Expulsion can take effect to anyone besides the Kings. To expel a member from the alliance (which consists of entirely removing their membership status) requires 2/3 vote from congress for it and the approval of one King. Expulsion of a member may be proposed by any member of the alliance. Article Fifteen Any member may propose a policy or law to the congress. This law may not interfere with any standards set forth by the charter or any higher law. For it to pass it must have approval of 2/3 of congress and approval of both kings. Article Sixteen Any member may make a proposal to the congress to add an amendment to the Constitution of the Central Powers. In order for it to be ratified it must have at least a 2/3 vote from the congress and approval of both Kings, no exceptions. Article Seventeen If a member commits ghastly crimes unto the alliance or its members then that member may be placed under ZI, or PZI (Zero Infrastructure, or Permanent Zero Infrastructure, respectably) with the approval of both kings and 2/3 of the congress. Section Three: Membership Article Eighteen Any member of Cyber Nations may apply to become a member and will be accepted into the alliance depending on their history, reputation if any, and any other information that they can provide to the alliance. Article Nineteen Every member of the alliance has their rights. They have the right to speak their opinion, and the right to any starting level jobs the alliance offers. Discrimination is not allowed and any who discriminate will be punished, depending on their actions. All members will be treated equally and fairly. Article Twenty If a member so chooses they can leave the alliance at their sole discretion, and with no opposition. Closing This constitution is of highest importance in the Central Powers and may not be changed in any ways, except for the addition of amendments. It renders all other laws below it null and void. There will be no other law higher and the alliance must always run according to the constitution, for it is our only hope on Planet Bob.
