The DoE was clearly humorous. The charter is developing because we didn't have anyone but me who could do anything Gov wise. We really are building from the ground up with brand new people and needed to train guys in without promoting the first guy that asked for a position. So I don't think we or they should have to fold or merge before getting a chance to grow and prosper. A bit of a pain I know, but many alliances are fairly indistinguishable from one another.
