It is composed of 33 Councillors, 1 per State, who are elected into 12 year terms of office. Every 4 years, elections are held in 11 districts in order to keep the fluctuation of government gradual with rotation. After every election, The Executive appoints an Advisor who oversees The Council and is forbidden to vote on any resolution on the floor. The Advisor is responsible for maintaining order during debate and breaking ties that occur if a Councillor is absent, resulting in even numbers voting. Because The Advisor is forbidden to vote, they may appoint a Clerk to serve in their place to represent their constituents. Pauperian. Retitling the position, under Article III section 1, as "Executive," as he thought the title of "Patriarch" sounded too Kingly, he began to restructure the government back toward the will of the people. He was born in 1962 in Io shortly after Yilnia's acceptance of Statehood into The Allied States of Aranoff. His mother, Beatrice Havener-Strupengard, raised him as an only parent, working three manual labor jobs. His father, Nelson Strupengard, abandoned the family shortly after he and Beatrice's elopement. Reports claim that Beatrice could often be found in the company of many men, even after her marriage. It was joked that her fourth job was prostitution. Until the age of seven, Swenson lived with his birth mother, until authorities, upon martial law being declared upon the entirety of Caramzeen Island, took him into federal custody due to his mother's neglect in his upbringing. He was sent to the mainland and placed into the Valistian Orphanage Center in Vale. He would spend the next 11 years in the VOC, never being adopted, due to his pattern of troublemaking. While his grades were excellent, he was always involved in mischief, and was responsible for rigging the election of his graduating class, electing Sarah Schumaker, now leader of the Christian Coalition, as President of the Student Body. Recollecting on the subsequent meeting that followed, then Principal Lisa Turner remembered, "how charming his speech was, and how skilled he was as getting people to like him. We only gave him a detention, and admonished him to the school with great disapproval, but his antics showed us the flaw in our election system at the time, and so, you could say he set a precedent for the restructure of our student government. It was hard to punish such a charming young man." Upon receiving his diploma in 1980, he went on to enlist in the Allied Air Force. During the next five years, he became an expert fighter pilot, and learned to discipline himself. While never serving in a battle, he was respected for his skill as a pilot, and recieved direct praise from Admiral Barry Stohl during an air show over the Zalendia Lighthouse and the Berevian Channel. In an interview from 2001, Swenson stated the his service with the AAF "gave structure to his life, and allowed to him to appreciate his past. It gave [him] a new chance, and allowed [him] to understand world politics." In his last year serving in the AAF, he was tasked with flying diplomats across international waters in their private jets. After being honorably discharged from the AAF in 1986, he moved to Menendas where he attended Zalendia University. He double majored in political science and history, and focused his attentions on the ruined civilization Aranoff sprung from, Zalendia, which stretched from the moutains in the west, to the Aranoff Bay in the East, and was the ruling kingdom of the lands for centuries. He was fascinated by King Zalendia VIII, who reigned from 1492-1534 and formed the Embazo-Zalendian Alliance bringing peace between the two kingdoms. For eight years further, Swenson studied and earned a PhD in Law and History. During his first three years as an undergraduate, he served on the student body legislative council, and finally made an unsuccessful bid on Undergraduate Student Governor, losing by 57 votes to Glenn Meiser. In the recollection by Lisa Turner, she believed "Swenson probably rigged the election against him. I heard Mr. Meiser was terribly ineffectual and came to be despised by the student body at large." This claim, while having no evidence, is only supported by the fact that, upon starting the following year in his doctoral programs, Swenson was elected Graduate Student Governor by a sweeping majority, and stayed in power for three years, before stepping down his final year in order to study at the Ruins of Zalendia in North Mendro. After receiving his doctorates, he went back to his childhood home of the now Free City of Io and became a lawyer for prominent firm Baker & Associates. Though Swenson has never confirmed or denied that he ever met his mother again, rumors circulate that he saw her one time again in 1995 at The Loan Monk, a bar frequented by socialite lawyers. She was said to be clinging onto the arms of a lawyer and Swenson approached the two and asked if they had any decency left, and if he'd get this "street urchin" out of the establishment. In 1998, Swenson met Delores Glouck, a journalist with a penchant for blogging her personal thoughts. A member of the Yilnian Youth News Writers, she was influential in bringing the troubles of adolescence into the spot-light, especially in regards to the victims of prostitution that ran rampant up intil the early 90s. The two worked together on a project called[i] Counsel for Teens[/i], a support group for adolescents seeking legal counsel and asylum from their parents. In 2001, the two were married, and [i]Counsel for Teens[/i] was run solely by Delores Glouck, who also ran bi-weekly op-ed columns in the Aranova Times. Swenson would often arrange lawyers to help the organization through pro bono work. He worked for Baker & Associates for seven years, and worked to reorganize the structure. Charles Baker eventually sold the business to Swenson. The firm was renamed shortly there-after to Havener Law. When asked about the use of the name Havener, whose affiliation at that time was unknown, Swenson simply replied, "I'm leaving behind the last semblance of my private life so that I may become your endless public servant." And the following year in 2003, Swenson made a bid to run for Aranoff's National Council to represent Yilnia, losing to Xavier Aldon of the Labor Party. The following year, he won the race for Governor of Yilnia as a member of the Progressive Party, campaigning to reform the ports of Yilnia, and to provide more economic strength through the Caramzeen Island, and working to strengthen Yilnia's national voice. Xavier and Swenson were hardly seen together, and never got along. Their politics were quite partisan, and Xavier's aims became a complete smeer campaign on Swenson's re-election bid for Governor in 2008. Xavier attacked Swenson's upbringing, including his mother, stating that Havener Law was funneling money into her pockets, that Swenson was known for rigging elections, using soundbites from the interview with Lisa Turner, and claimed that Yilnia's economic prosperity was in great jeapordy were Swenson to be re-elected, as businesses would move away to seek better results on the mainland. The campaign proved to be quite unpopular, and some even believed that Xavier should resign well before his current term is up for grabs in 2016. It must be noted that, under Governor Swenson, the Yilnia State Economy had profited from its exports to the mainland, as well as tourism around the inactive Caramzeen Volcano. Swenson was often seen coming to an impasse with then President Pauperian, who was a staunch supporter of free industry and limited regulations. Swenson pushed for hard-line regulations in his state to prevent business abuse, but felt that the national dialogue was headed toward a rough spot where consumer debt was the highest it had ever been, and businesses were reaping all the benefits. Pauperian, elected in 2004 by a mass wave of Conservatives, was elected as a rejection to the Progressive Party's takeover of the Council, and argued that balance was needed. He closely aligned himself with the Labor Party, promising more purchasing power for businesses to swell demand and grant better pay for workers. However, Pauperian was unseated and expelled during the Executive Privilege Scandal of 2010. Looking to fill the void in Presidency, the Council quickly convened, and the largely Progressive Council looked to Swenson to be their new fresh young leader, who might sweep them into a new era and counter businesses. Swenson initially declined, and the Councillors deliberated. Swenson was up for reelection as governor in 2011 and had no interest in running the nation, however, upon pressure from his party and friend, he acknowledged what he considered his "civic duty to the nation that gave him so much opportunity" and was appointed as interim Executive of Aranoff for the duration of Pauperian's term until 2012. Replacing the vast majority of the Cabinet, Swenson picked many personal allies he had met over his time in school and work. Gregory Offdensen, an associate he left in charge of Havener Law upon becoming governor, was tapped to serve as Vice President. They then called upon their close allies. While not being critically supported by the populace, due to the unorthodox nature of his rise to the position, he is currently attempting to prove himself as a leader of the nation. His cabinet appointees were made within a single month of coming to power, and the nation's cataclysmic spiral of government power only lasted 94 days before the government was functioning proper again. Many agencies are still under repair from the scandal, and national debt has tripled to 36% as a result of reorganizing the government and the uncertainty it generated through domestic markets.

[u][b][size="7"]The Constitution of The Allied States of Aranoff[/size][/b][/u] [center][b][size="5"]PREAMBLE[/size][/b][/center] We, the People, in order to form a more cohesive union, hereby establish this Constitution which dictates the roles of government, the rights of its citizens, and a set of guiding principals that will carry the Allied States of Aranoff into prosperity. [center][b][size="5"]ARTICLE I[/size][/b][/center] [b]Section 1[/b] The Allied States of Aranoff shall have a government divided into three segments. The first segment shall create laws that abide by the Articles of this Constitution. The second segment shall interpret and judge the constitutionality of laws by abiding to the guidelines set forth in the Articles. The third segment shall exercise execution of all laws. [b]Section 2[/b] All federal powers granted herein shall be absolute. Supreme Authority over the states is dictated by these words and the Federal Government shall enforce this Constituation as the Supreme Law of the Land. [b]Section 3[/b] All elected and appointed officials, laid out in this Constitution, shall be sworn into their office by Oath and Affirmation to Support this Constution and uphold and protect the integrity herein during the position. [center][b][size="5"]ARTICLE II[/size][/b][/center] [b]Section 1[/b] All Legislative power contained herein shall be maintained by The Council. [b]Section 2[/b] Councillors shall be elected by the people and serve terms 12 years in length. Of the 33 states of Aranoff, 11 states will hold elections every 4 years to ensure gradual transitions of political power and ideology. [b]Section 3 [/b] Every State of Aranoff shall have one Councillor elected to represent it in federal affairs. [b]Section 4[/b] Councillors must be a resident within the State they represent at least ten years before an election. Councillors shall not be of an age younger then twenty-four. Members of The Council shall not hold any felonies for at least 7 years prior to running for office. In the event a Councillor should receive a felony during their time in office, the Councillor shall be discharged from their seat. [b]Section 5[/b] In the unfortunate circumstance of a Councillor's death during their term, the removal of a Councillor, or the resignation of a Councillor before their term has expired, a new Councillor will be appointed by the Head of State that Councillor represents. This appointed Councillor will serve in their term only until the next election in that State, at which point, their state shall hold an off-cycle election to elect a new Councillor who shall finish out the term of the deceased. [b]Section 6[/b] Compensation for services rendered by Councillors shall be voted upon by The Council. Changes made to compensation shall not go into effect until after the election for a Council Seat are finished and finalized. The Council shall also submit legislation for the compensation of services rendered by the other branches in accordance that the total amount of wages paid and benefits provided to any one elected or appointed official shall not exceed one millionth of the Alliance's Gross Domestic Product [b]Section 7[/b] Inter State and Local City representatives shall be mandated by State Constitutions, however, shall not have greater than a bicameral legislative body. [b]Section 8[/b] All records affiliated with The Council shall be documented and held for public view in whatever medium is available. Issues of National Security shall not be made readily available and may be made classified by either The Legislative or the Executive Branch at their discretion. [b]Section 9[/b] Every law legislated through the Council must pass by a simple majority. Upon passing, legislation must then be forwarded for review by the Executive Body. The executive holds the right to approve or veto legislation. If vetoed, the Council may revote on the legislation and overturn the veto with a two-thirds vote. In order to provide for reasonable arguments from the Executive, three members of the Cabinet shall also vote to overturn vetoes. [b]Section 10[/b] After every Council election the Executive shall appoint one Councillor to oversee The Council as The Advisor. The Advisor shall appoint a Clerk to sit as Councillor in representation for their state. The Advisor shall mandate order on the Council floor and break any tie that occurs in teh chamber if a Councillor is absent during voting. [b]Section 11[/b] Following a criminal investigation, the Council has the ability to impeach The Executive for any crime committed, of grievous offense defined as a felony. The Council must vote in favor of impeaching the Executive by a three-fourths vote to begin the process of removing the Executive and his appointees and replace them with Council appointed officials until the next election. [b]Section 12[/b] The Council shall be empowered to enact legislation on the States: To establish a national currency, To set and collect taxes, tolls, customs, and fines and to pay the debts of The Alliance, To regulate commerce with foreign entities and between the States, To establish and enforce treaties and resolutions with other nations, to cede territory to foreign governments, and to declare war, To provide for and set forth the national budget, which will be reviewed by the Executive on a biannual basis, To appropriate an appropriate title for the Executive at the request of the Executive, To establish a national census for the purpose of gathering statistics about Aranoff every twelve years, To borrow on the credit of Aranoff, To coin and print money in effort to regulate the value of the currency and to define the value of foreign currency within national borders To provide trial and judgment of counterfeiting currency and securities, To provide a uniform method in naturalizing foreign individuals, To define felonies and to define the legal rights of felons, To grant pardons for felonies, acts of treason, and war crimes, To establish a national postal service, provide funds and plans for a transportation system, and regulate the passage of goods between national borders, To define districts for Federal Courts and what lands within national borders fall into those districts, To define International and Diplomatic immunities and restrictions placed on individuals here with foreign interests as relates to the prevailing laws, To establish, regulate, and operate educational institutions and divide funds across the states to distribute, To provide clear expectations to international entities on the rights and privileges assumed to them within national borders, To define and mandate punishment for acts of terrorism, piracy, smuggling, laundering, and any other act that jeapordizes the sovereignty and security of the Alliance, To establish, organize, and train an armed force responsible for defending the Alliance, To provide for the calling forth of the armed forces to suppress domestice and international threats, rebellions, invasions, and enforce the laws of the Alliance, To appropriate a national budget to be approved upon by the Executive to fund the maintaining functions of the Alliance and make payments toward debts owed, To exercise legislation over the National Capital, To make any and all laws necessary for the maintaining of powers, provide definition, and to establish working framework by which to execute laws. [b]Section 13[/b] This Constitution shall prohibit an act of The Council to attempt to pass laws and enforce the Judicial body to enforce said laws on any individual who may have violated those laws before the date of enaction. The Council shall not withhold the rights of Habeas Corpus unless National Security requires it. All treasury monies, unless laid out by law, shall be withdrawn. Any amount withdrawn must be documented and accounted for in general terms, unless matters of national security deems that these funds unaccounted for. Rights of Citizens shall never be removed unless individuals have forfeited their rights or committed a felony. [center][b][size="5"]ARTICLE III[/size][/b][/center] [b]Section 1[/b] The Executive shall have the ability to change his title voluntarily. The title of his position shall pend review by The Council. The title may not originate from any title that might depict that of a monarch such as: King, Queen, Emperor, Majestic, etc. [b]Section 2[/b] All executive powers granted herein shall be retained by the Executive. [b]Section 3[/b] The Executive shall receive compensation for their services as elected officials, which shall not be changed during their term. All compensations shall be decided upon by The Council and given to the Executive to approve or veto. [b]Section 4 [/b] The Executive shall serve terms of 4 years, with no more than 4 terms total. The Executive may decline to run for office subsequently, and later be allowed to run in a future term. [b]Section 5[/b] Should the executive's term be cut short due to death, impeachment, or resignation, then the following shall occur: In the instances of death, the following chain of command will lead the country as the Executive's successor: Vice Executive, The Advisor, Secretary of Defense, Secretary of the Interior, Treasury Secretary, followed by any member remaining on the Cabinet appointed by The Council. The new Executive shall replace any vacancies in the Cabinet and serve the remained of the elected term. In the instances of impeachment, The Council may elect to remove only The Executive or to disband, temporarily, the entire Executive Body and put in place appointed officials. Appointed Officials will serve no more than six months, which during the meantime, an emergency off-cycle election will be held. The elected party shall resume control for the remainder of the current term, unless that term remaining is less than ten months then they shall be considered the officials in power for the next four years. In the instances of resignation: Depending on the resignation, the Vice Executive may assume control of the executive powers documented herein, or The Council may overide by unanimous vote to sieze control of the Executive branch and install appointed officals. The Advisor is required to participate in this vote. [b]Section 5[/b] The Executive shall have the power to veto any legislation passed by The Council. [b]Section 6[/b] The Executive shall be in command of all armed forces and will carry out and execute the order of the law as defined by The Council. The Executive will have the power to carry out international policy and propose to The Council to declare war on foreign entities for the purposes of national security. [b]Section 7[/b] The Executive may enter in Alliances and Treaties only with a two-thirds majority approval of The Council. The Executive may sign a Cease Fire order with any foreign entity without approval. [b]Section 8[/b] The Executive shall be able to establish and define, with a simple majority approval by The Council, Federal Departments and appoint, without approval, individuals to the seats of these departments. This body of individuals directly supporting the Executive shall be known as the Cabinet. [b]Section 9[/b] The Executive shall appoint High Judges after confirmation by a simple majority from The Council. The Executive may also appoint any Federal Judges to defined districts in collective states as set forth by The Council. [b]Section 10[/b] The Executive shall have the authority to grant pardons to those who have committed crimes against the Alliance with confirmation by two-thirds of The Council. [b]Section 11[/b] No one under the age of 35 may be permitted to run for office of The Executive. No one with any felonies against the Alliance may be permitted to run for office of The Executive. Only natural born citizens may run for office of The Executive. [b]Section 12[/b] The Executive has the power to proclaim martial law in any case of national emergency and may temporarily suspend the powers of The Council until the emergency has abated. The Council shall thereby be suspended, with compensation, until martial law has ended. [b]Section 13[/b] The Executive assumes all powers not layed out in Articles II & IV under Executive Privilege. The Executive shall have unlimited access to classified information at any time and is not required to released classified documents without subpoena from the High Court. [center][b][size="5"]ARTICLE IV[/size][/b][/center] [b]Section 1[/b] All Judicial powers granted by this Article shall reside with the High Court of The Allied States of Aranoff, and in such inferior courts established by legislation passed in The Council. [b]Section 2[/b] Six High Judges shall be appointed for life terms by the Executive, pending confirmation from three-fourths The Council. High Judges may only be removed from office by guilty verdict of a criminal investigation for any felony. [b]Section 3[/b] The Judicial power shall determine the Constitutionality of laws to see that any law created in any level of government shall abide by the Articles set forth in this Constitution. In this context, laws shall also extend to formal international statuses such as alliances and declarations of war and shall extend over all inhabitants of The Alliance. [b]Section 4[/b] The High Court shall extend its reach to all states and be the final decider on all cases that are appealed past the Federal District level. In order for Appeals to be heard by the High Court, two judges must approve to hear the Appeal. [b]Section 5[/b] The judicial power shall extend to all situations arising under this Constitution: To all disputes between multiple states of the Alliance in which two or more states do not fall within the same Federal District, To all trials that are appealed to the High Court and shall not follow Habeas Corpus, but instead will be decided by the High Judges, To all crimes in inferior courts shall follow Trial by a Jury of peers, To uphold the integrity of the Constitution and interpret the Constitutionality of any law enacted in any land held under the national sovereignty of The Allied States of Aranoff, To sentence punishments of exile, death, or any term shall be held by the judicial powers. [b]Section 6[/b] The High Judges shall rule on Appealed cases by simple two-thirds majority, and their word shall be final and shall not be reversed. All judges, inferior and High, shall rule and declare penalties and fines upon verdict rendered by judge or jury. [b]Section 7[/b] Tenure for a High Judge may only be ended if they are found to become senile, incompetent, or accused of wrongful behavior by eight-tenths of The Council. Inferior Judges shall serve terms dictated by State and Federal laws. [center][b][size="5"]ARTICLE V[/size][/b][/center] [b]Section 1[/b] All States shall have their own State governments and constitutions. State Constitutions shall make no law bypassing or nullifying any law within the Constitution. Leaders shall be chosen by the process directed by the laws crafted by the people of that State. [b]Section 2[/b] Every State shall be ruled by a Consult, elected by the citizens of that State. If no Consult can be elected, then The Council shall approve an appointed Consult picked by the Executive. The Consult shall contain all executive powers defined in Article III and those that are legislated by the State, so long as no powers breach the definitions of this Constitution. Consults shall be endowed with power to request federal aid in distress and to summong the Militia of the State during emergencies, national disasters, and times of war. [b]Section 3[/b] All states shall have a Legislature that shall create and pass laws over the lands of that State and shall be vested with the rule to make agreements with other States. [b]Section 4[/b] The State legislation shall be embued with the power to collect revenue via taxation and fines, To provide for a State militia and the organizing, training thereof, To provide for the punishment of criminals, To draw money from the State Treasurey, and in cases of distress, may request from The Council to tap into the National Treasury, To establish the logistics of voting and electing State leaders and to provide for their compensation, To establish an educational system as such to provide citizens access to education, And to grant land titles to residents of the province for services rendered. [b]Section 5[/b] States shall be given the authority to draft their own State Constituion which shall be inferior this Constitution and shall make no laws to the contrary of these words. [b]Section 6[/b] States shall be entrusted with their own records and public proceedings, and shall be required to share, with the people and Federal Government, access to their storacge and use. State legislation shall dictate the manner in which records shall be held and used. State may request documents to be classified. Requests shall not be made available to the public for the security of the nation, and shall be reviewed by The Council. [b]Section 7[/b] The Alliance guarantees that these lands shall be kept peaceful and safe and be protected from invasion, domestic violence, national disasters, and epidemics. [b]Section 8[/b] Citizens of each State shall be entitled to the same rights and priveleges as the citizens of all States. Citizens of one state, who are charged with any crime, shall be held accountable for that crime in that state alone, and if moves, can be petitioned to be expedited back to the state for sentencing through the executive process mandated by State legislatures. Citizens who commit and act against the Alliance are held accountable for such actions in all States, and all States shall uphold and serve the Alliance by maintaining enforcement of this Constitution. [b]Section 9[/b] State boundaries shall not be changed by any governmental body. The Council shall be embued with the power to admit new lands into the Alliance and grant them statehood. Statehood may only be achieved in four-fifths of the populace, in a free-vote, approve of joining the Alliance. Laws of that land shall dictate how voting is conceived. The Council shall make all needful rules and regulations respecting the territory and property of the Allied States of Aranoff, and the power to dispose of it. [b]Section 10[/b] No State shall be permitted to secede from the Alliance. Any act of Secession shall be treated as an act of treason and war, and shall be dealt with as The Executive and the Council deems appropriate. [b]Section 11[/b] No State shall enter into an alliance, confederation, treaty, nor shall they coin money, pass any post facto laws, or law impairing contractual obligations. States shall create laws to define and uphold that which is considered to be contractual, so long as laws show that all parties entering into the contract are consenting entities. States shall be allowed to form business agreements with other States post approval by The Council by a simple majority. No State shall keep armies standing mobilized for warfar during times of peace, nor engage in acts of war, unless invaded by a foreign entity. [center][b][size="5"]ARTICLE VI[/size][/b][/center] [b]Section 1[/b] No governing body shall make laws respecting, governing, or establishing any national, state, or local religion. [b]Section 2[/b] Citizen rights to petition government per greivances and to peaceably assemble to protest shall not be denied or abridged. [b]Section 3[/b] The rights of citizens to have free press shall not be infringed upon, nor shall any work of the press be censored, unless it threatens the security of the nation, releases classified information, or otherwise considered an act to incite rebellion. [b]Section 4[/b] A militia may not be formed by the people for the people. Citizens shall be not be committed to own and bear their arms without first applying for licensing by a Federal body set up through The Council. [b]Section 5[/b] All criminals shall retain right to have security within their persons, homes, and belongings against unreasonable search and seizure. No warrants may be issued without probably cause by the courts, supported by evidence and oath, and if issued, shall describe the locations and persons to be searched or siezed. [b]Section 6[/b] No person shall be held to answer for any crime without a trial by Jury, except in cases arising within any sanctioned armed force. No citizen may fall victim to double jeapordy nor be compelled to testify against one's self. In times of national emergency, changes to the judicial process may be made by the judge presiding over the trial in reasonable advance. Foreign bodies shall be protected by this law, but shall be treated by Federal District courts who hold the right to suspend Habeas Corpus to non-citizen individuals, thus including Diplomats, Ambassadors, and other foreign agents. [b]Section 7[/b] In all trials, the accused shall enjoy the right to a public trial, in which they are tried for crimes accused. The trial shall be by an impartial jury composed of individuals hailing from that State. Upon Appeal, trials shall not be considered or deamed necessary, as the judges shall make final verdict. In cases of interstate offenses, or national offenses, District Courts shall hear and try the case in accordance to the laws set forth by The Council. [b]section 8[/b] No law shall provide for the excessive punishment that is cruel, unusual, or with intent to harm, shall be conflicted upon any citizen convicted of crime, not shall any excessive fines or bail be ordered. Foreign nationals and agents shall be subject to this law, however, in cases of national security, exceptions may be made to protect the integrity of the Alliance. [b]Section 9[/b] All citizens that have attained the age of eighteen shall be required to vote in all elections. Felons shall be denied rights to vote. Voting laws and residency in States shall be determined by the legislatures of individual States. [b]Section 10[/b] Pursuant of National Security, all Citizens, upon reaching the age of twenty-four, shall serve, at minimum, one year in an armed force of their choosing, providing that no ailment impairs their ability otherwise. Citizens who attempt to avoid this shall be handed down punishment, and be tried on the District Court level to determine penalty, fines, and sentence. [center][b][size="5"]ARTICLE VII[/size][/b][/center] [b]Section 1[/b] The Council, when necessary, shall make Amendments to this Constitution to be voted and approved upont by three-fourths The Council. [b]Section 2[/b] All Amendments shall be subject to veto by the Executive before becoming official law and a part of this Constitution. [center][b][size="5"]ARTICLE VIII[/size][/b][/center] The ratification of this Constitution by 29 out of 33 States shall be sufficient for the establishment of this Constitution as the law of the Alliance. All dissenting States hereby agree to abide by and uphold this Constitution and respect the laws contained herein. [center] August 19th, 1781 [Signature of Councillors][/center] [b][size="6"]Amendments To The Constitution of The Allied States of Aranoff[/size][/b] [size="5"][center][b]AMENDMENT I[/b][/center][/size] [center][1792][/center] [b]Section 1 [/b] The first Amendment of the Alliance shall constitute that citizens are defined by their birthright first and foremost. Birthright shall herein mean that any person born within the national sovereignty, including diplomatic embassies, shall be bestowed the rights of citizenship and the full rights of this Constitution. [b]Section 2[/b] All those of foreign origin shall not be considered citizens while within the sovereign borders of The Allied States of Aranoff. They shall be considered foreign bodies. [b]Section 3[/b] National Boundaries shall officially be defined, nautically by thirty nautical miles out to sea from the coast, and any individual born within that zone shall be considered to have been born within land boundaries. [b]Section 4[/b] Requests for citizenship status will be determined by laws and regulations set forth by The Council and administered to by the Executive. [size="5"][center][b]AMENDMENT II[/b][/center][/size] [center][1803][/center] [b]Section 1[/b] Neither slavery nor involuntary servitude, except as punishment for crime, as ruled by the courts, shall exist within th Alliance, or any place under their jurisdiction. [b]Section 2[/b] The Council shall enforce this amendment through proper legislative procedures. [size="5"][center][b]AMENDMENT III[/b][/center][/size] [center][1827][/center] [b]Section 1[/b] The right to vote, as bestowed onto citizens, shall not be denied or abridged by the Alliance or any State on account of race, color, income status, education, previous condition of political servitude, or idealogy. [b]Section 2[/b] All votes shall be considered anonymous and confidential. Records of voting will only be publicly retained for counting records, and to limit the voting of any individual more than once per election. [b]Section 3[/b] The Council shall have power to enforce this amendment through proper legislation. [size="5"][center][b]AMENDMENT IV[/b][/center][/size] [center][1835][/center] [b]Section 1[/b] If any citizen of the Alliance shall accept, claim, receive or retain any title of nobility or honour, or shall, without the consent of The Council, accept and retain any present, pension, office or emolument of any kind whatever, from any emperor, king, prince, or foreign power, such person shall cease to be a citizen of the Alliance, and shall be incapable of holding any office of trust or profit under them, or either of them. [b]Section 2[/b] The Council shall be vested to determine the penalties, not limiting expulsion from the Alliance, and laws regarding, and have the power to enforce this amendment. [size="5"][center][b]AMENDMENT V[/b][/center][/size] [center][1839][/center] [b]Section 1[/b] No money raised by taxation, fines, fees, and levis, in any State, shall publicly fund any religious sect, nor shall any money so raised, or lands so devoted be divided between religious sects or denominations. [b]Section 2 [/b] No land shall be appropriated by any government toward the establishment of any religious organization. Religious organizations shall here-in be classified under the category of a non-business organization (NBO) and will require to pay prevailing land values for the purchase and exchange of lands. [b]Section 3[/b] This amendment also separates clearly the boundaries of the public sector with that of religion, and firmly defines any interconnectedness as an offense of the first degree, punishable by suspension from public offense, up to impeachment. [b]Section 4[/b] No State shall grant right to any religious organization, nor shall any religious organization be permitted to donate funds toward any campaign. Religion shall hereby be considered as a leisure activity of which citizens may freely partake. [b]Section 5[/b] The Council shall have power to enforce this amendment through appropriate legislation. [size="5"][center][b]AMENDMENT VI[/b][/center][/size] [center][1859][/center] [b]Section 1[/b] The right of citizens of the Allied States of Aranoff to use and enjoy air, water, wildlife, and other renewable resources determined by The Council to be common public property shall not be impaired, nor shall such use impair their availability for the use of future generations. [b]Section 2[/b] No corporation, business, or entity otherwise may invade upon, by means of purchasing lands and building, nor by polluting as to destroy the land value and diminish the availability for common property at any time. [b]Section 3[/b] The Council shall have the power to enforce this amendment through appropriate legislation. [size="5"][center][b]AMENDMENT VII[/b][/center][/size] [center][1883][/center] [b]Section 1[/b] Life shall be defined in the Alliance to mean any point past the third trimester of pregnancy. Full rights granted in this Constitution shall be granted, and citizenship bestowed upon any human entity that crosses the third trimester mark. [b]Section 2[/b] Shall allow for the review of abortions past the third trimester in the case of a mother's life in jeapordy, and also allow for the abortions for children deemed fit to lead lives constituting in a lack of productivity for the Alliance. The decision to terminate pregnancy shall be a decision by the mother upon recommendation of a qualified physician, and shall be performed. [b]Section 3[/b] Forbids the use of public funds to fund any abortion. [b]Section 4[/b] The Council shall have the power to enforce this amendment by appropriate legislation. [size="5"][center][b]AMENDMENT VIII[/b][/center][/size] [center][1907][/center] [b]Section 1[/b] Corporations shall be limited to donate no more than one million in currency toward any political campaign. [b]Section 2[/b] Corporations shall not be permitted to form Political Action Committees in order to bypass Section 1 of this Amendment. [b]Section 3[/b] The Council shall have the power to enforce this amendment by appropriate legislation. [size="5"][center][b]AMENDMENT IX[/b][/center][/size] [center][1924][/center] [b]Section 1[/b] All workers shall be granted the right of safety at the workplace. Corporations and businesses alike shall provide training, resources, funds, and staff devoted to the security of its workers, business practices, proprietary information in order: To maintain secure, safe environments of workers, To deter criminal activity of intellectual and property theft, To transport valuable goods and services, And to provide for professional working environments that limit harassment of any nature. [b]Section 2[/b] Corporations shall not hold the right for armed security forces outside their building permits, except in the transportation of goods and services. Any armed force shall be reasonably armed and shall be imposed regulations on arms depending on the services rendered by the security formed. The power to regulate arms shall be determined by The Council and enforced by The Executive. [b]Section 3[/b] Provides for the formation of corporate entities specializing in the service of securing businesses through means of hiring and training security personel to be then hired out by other bodies. [size="5"][center][b]AMENDMENT X[/b][/center][/size] [center][1947][/center] [b]Section 1[/b] Marriage shall be defined as between two consenting adults, regardless sexual orientation, class, race, or creed. No laws shall be made in any state abridging this right of marriage to any two consenting adults. [b]Section 2[/b] Consenting adults shall be defines as anyone who has reached eighteen years of age, or who has completed twelve years of grade school. [b]Section 3[/b] The Council shall have the power to enforce this amendment by proper legislation. Money donated by any individual or Corporation shall be defined as a form of political speech. C. Multi-National Corporations shall be limited to Amendment VIII's campaign contribution amount unless:[/blocktext] [indent]i. The Aranovian government currently runs a budget surplus of 17.2%, due to it thriving economy, and has only 12% of its GDP in debt. The biggest cause for concern is overconsumption by its populace. The private sector holds over 200% debt in relation to the GDP, something that The Council takes into consideration in their budgeting. However, Corporations largely have sought to make this number higher, as has the government, by encouraging higher and higher standards of living.
