let me begin. Again I am glad Gotham can help bring some excitement to the Planet Bob, however that is not my goal. Hadrian is someone who has had very horrible dealings with numerous of different people. Prior to letting him join Gotham I gave this man the benefit of the doubt knowing that he had a horrid past. Well time passed and eventually he became rather outspoken to the extent his ideas and views became radical. I received intelligence from some former alliance mates of his that he had something up his sleeve, he saw Gotham as weak and thought he could act on it. As of today Hadrian hit a new all time low, bugging our forum, extreme disrespect to me and my administration, and stealing war chest information (and trying to sell it to someone a member of SF to be exact). Some have said I do not have the right to force someone out of the game. Let me be clear that those are not my intentions. Hadrian can surrender, post a public apology and we can talk about reps. Otherwise we will war until the end of time. Is this drastic and perhaps extreme, well and eye for an eye. Justice will be served. Anyone is welcome to disagree, however like I have said in the past Gotham will not be a door mat and will not be taken advantage of especially by someone with the only intent to cause terror on Gotham. Attacks like these can create drama and shatter our perception in the eyes of thousands, however they cannot shatter our pride and what it is to be a Gothamite. You have failed. Gotham stands strong and will ensure justice against these crimes performed against us.

Well. The target at question has already attempted to sell intelligence to numerous alliances. I guess we are just one of those attention grabbing alliances. Hope this keeps everyone entertained *facepalm* Extreme perhaps, the punishment will fit the crime. The target at question is welcome to surrender at anytime.

I would however first like to address a few issues concerning the state of internal affairs with Gotham. As some of you might know prior to myself (Helena Cain) taking office there were several events that took place that involved the resignation and banning of my predecessors Garrow and Vampiro. Those unfortunate events cause Gotham to experience a rough time, however I come before you today with the news that Gotham is and has greatly recovered and is more active and growing faster than ever. You know... when I joined Gotham it wasn't with the intension's of climbing the political ladder or to lead an alliance, as a matter of fact I was the Director of Education similar to Laura Roslin for those that are familiar to Battlestar Galactica. One thing is for certain, it has not been a simple transition there was a lot of trial and error and fire and hire. All Nations regardless of demographics and statistics have the opportunity to apply. Gotham sets forth the following stipulations upon membership to our alliance to protect the wellbeing of all members. *The applicant must not be in any current offensive wars. *The applicant must not currently be on any ZI or Perma-ZI lists *The applicant must help and serve our alliance when called upon [u][b]Article I. Rules and Regulations[/b][/u] The following rules are set forth to define the general code of conduct for all members that have been accepted into Gotham. *All members are to be respectful of all other members. *All members are to be respectful of all other diplomats. *All members are to adhere to all laws and rules set into place by the alliance government. *All members may not declare war on another alliance of greater than 5 members. *All members may not declare war on any POW or applicant alliance affiliations *All members will adhere to the orders of their superiors *All members have the right to voice their opinions in a safe manner [u][b]Article I. Section IV. Re-admittance [/b][/u] In the case that a nation is denied membership then that Nation will have the opportunity to re-apply again once all appropriate concerns have been addressed. [u][b]Article I. Section V. Political Asylum[/b][/u] Political Asylum: In the case that a nation feels that they are at threat by another Alliance then that nation can apply for political asylum with Gotham. In order to apply for political asylum a formal request to the Mayor via IRC chat followed by Q & A, in which Gotham will then diplomatically deal with the alliance at question. Please note entrance into Gotham is not guaranteed. [u][b]Article I. Section VI. Expulsion and Resignation[/b][/u] Any nation found to be breaking the Charter may be expelled, this will be determined on severity of the situation and on a case-by-case basis. Any nation may resign during times of peace, as long as all debts are paid and all aid given within the last 30 days is returned. Any nation that deserts Gotham during times of battle, will be considered an enemy and treated as such. [u][b]Article I. Section VII. Black-Enlistment[/b][/u] Gotham defines "blacked listed" as a nation that has been flagged due to unprofessionalism, extreme disrespect, or any other contradiction to the Gotham Charter. [size="3"][u][b]Article II. The Administration[/b][/u][/size] [u][b]Article II. Section I. Mayor[/b][/u] The Mayor- Is the leader and speaker for the alliance. Mayor is responsible for giving tasks and setting quota and expectations for alliance performance. It is the responsibility of the Mayor to project professionalism and maturity as he/she leads the alliance of Gotham forward. The Mayor can suspend and appoint new Ministers in the event that a presiding Minister steps down from office or is convicted by the Commissioner or Mayor of criminal acts against the Gotham Charter. The Mayor of Gotham can only be replaced with a new Mayor if the incumbent steps down from office in which then the Mayor would appoint a successor from the Executive Cabnit. [u][b]Article II. Section II. Commissioner[/b][/u] The Commissioner - Is second to the Mayor. It is the responsibility of the Commissioner to govern over the rest of the Executive Cabnit though supervision and support when necessary. The Commissioner is to report directly to the Mayor on all matters before acting when concerning the Executive Cabnit. It is the responsibility of the Commissioner to project professionalism and maturity as he assists in leading the alliance of Gotham forward. The Commissioner is to follow all orders of the Mayor and can be removed for crime against these Articles. [u][b]Article II. Section III. Director of Public Affairs[/b][/u] Director of Public Affairs - Is the Head of Foreign Affairs. It is the responsibility of the Director of Public Relations to pursue diplomatic assignments as directed by the Mayor of Gotham. It is expected that the Director of Public Relations can properly negotiate treaties, assign responsible diplomats to foreign targets, and project an experienced persona. [u][b]Article II. Section IV. City Manager[/b][/u] City Manager - Is Head of Internal Affairs. It is the responsibility of the City Manager to hear the voices of the people and provide input to the government as to how the people can be better represented. The City manager is to also approve membership requests and keep the forum flourishing with activity. It is the responsibility of the City Manager to project professionalism and maturity as he/she assists in leading the alliance of Gotham forward. City management also has supervision rights over the department of the Treasurer. [u][b]Article II. Section V. Police Chief[/b][/u] Police Chief - Is Head of Military Affairs. It is the responsibility of the Police Chief to maintain the safety of the alliance at all times. Police Chief should constantly looking be looking for rogue attacks made against the alliance and by the alliance and finding ways to resolve them. The Police Chief is responsible for set up of the alliance militia in the time of war and is responsible for military readiness in the event a war does come upon the shores of Gotham. [u][b]Article II. Section VI. Treasurer[/b][/u] Treasurer - Is Head of Financial Affairs It is the responsibility of the Treasurer to maintain the financial sovereignty of the alliance. The Treasurer is to make financial reports to upper level government. The Treasurer is to ensure the wants of the Mayor is being held out. The Treasurer is to coordinate tech deals, Trade Circles, and financial aid as well as banking programs. [u][b]Article II. Section VII. Superintendent[/b][/u] Superintendent - Is Head of Education. It is the responsibility of the Superintendent to insure that Gotham has new and updated guides, that Gotham's members are experienced and educated. The Superintendent will tend to all new recruits and their needs as they transform into Gothamites, by maintaining the academy. [u][b]Article II. Section VII. Batman/The Dark Knight[/b][/u] The Dark Knight - Is the head of of nationalism and is charged with encouraging the troops and creating alliance wide unity. The Dark Knight is not a government position, can be replaced and removed at will, and is given to the Gothamite with the most spirit. Batman like the Council is elected every 40 days. [u][b]Article II. Section VIII. Councilman[/b][/u] Councilman - The purpose of a Councilman is to represent the people of Gotham. There is 1 council seat for every 10 members. Councilman vote on issues concerning merges, treaties, amendments, candidate approval, and any other event that the Executive Leadership wishes to know the opinion of the people on. The Council's vote is to be taken in to consideration but ultimately the final decision is that of the Mayor of Gotham. [size="3"][u][b]Article III. Appointment & Elections[/b][/u][/size] [u][b]Article III. Section I. Minister Appointment[/b][/u] The following positions are appointed by the Mayor with a review every 2 months: Commissioner, Police Chief, Superintendent, City Manager, Director of Public Affairs, and Treasurer. [u][b]Article III. Section II. Councilman Election[/b][/u] Elections for Councilman take place every 40 days including the 10 day campaign and transition period. -The Councilman with the most votes will serve as Council Floor Speaker who will report directly to the Mayor. [size="3"][u][b]Article IV. War[/b][/u][/size] [u][b]Article IV. Section I. Alliance War[/b][/u] The Mayor is the only member of Gotham who can declare an alliance-wide war and the only member of Gotham that can accept terms of surrender and/or reparations for an alliance-wide war. [u][b]Article IV. Section II. Nuclear Policy[/b][/u] No member may set off any nuclear missiles without the approval of the Minister of Defense only after the approval of the May;or. [u][b]Article IV. Section III. Tech Raiding[/b][/u] Tech raiding is allowed under the following requirements: Targets cannot be under any alliance affiliation with 5 or more members, unless otherwise approved by the Mayor. Targets cannot be a member of the black trading sphere In case of backfire from a target, the alliance will NOT aid the tech raider, be it financial or military means. Any nation found to be breaking this article of the Charter will be dealt with on a case by case basis. [size="3"][u][b]Article V. And even if I did order the second nation to attack him then so what? If you want to call me a warmonger then go right ahead, everyone will find the solution they are content with anyways. I will move on from this topic, Europa or whoever else is welcome to talk about it until the cows come home. The few intelligent will hopefully be able to put together the actual facts and understand that if you are in NONE if you have no PROTECTION then you are an open target, this policy wont change. Call it a tech raid, target practice, forced recruitment, or war.

As the Mayor or otherwise Head of State of Gotham, there are a few events that certainly need to be made clear. Numerous parties have fabricated their own twisted spin on this situation at hand. I think it is rather absurd that accusations can be made about Gotham, and everyone can ignorantly and foolishly believe it without actually communicating to the other party on the situation, I think this is a failure at leadership for those who have done just that. How ridiculous and pathetic are we when we do not have the strength or perhaps courage would be a better work to double check on a very simplistic state of affairs. In case you want to pick up the little red phone #CIC is where I can be found if anyone legitimately desires to know the TRUTH on this matter. Opposed to believing the fairy tale that some would have you believe. Secondly I will make it clear again and reiterate that I have no desire to destroy anyone on such frivolousness. As I said before, a Gotham nation declared war and I might add they were rather new. New nations tend to make mistakes like that... nobody can say they have not had this happen before, anyone can go to Europa's war page and view that they had a nation declare on Metamorphosis for the purpose of "Nation Government" so let us humble ourselves for a moment and not be hypocrites. To say that myself or my alliance had some sort of vendetta after this nation is absurd, and I would like to implore you all to do a little thinking and your homework before you believe such nonsense. A Gotham noob attacked him, who I sent a recruitment letter to. Has nothing to do with force recruitment... he brought up to me the fact that a Gotham nation was attacking him which I was not aware of at the time and I mentioned that I could just so happen get that to stop... he said no so the attacks continued? What more is there to say or hear? The attacks will continue until my nations are done with him or he joins an alliance. End of Story Official Gotham Reply.
