Not necessarily a bug, as this may have been intentional. In the Aid Stats Download, nations can have more than their aid slot limit number of Approved + Pending aid listings. I suspect that the problem relates to the logic on the aid stat file builder only "expiring" aid 10 days after the aid being sent, rather than at midnight on the 10th day.
