That's why I'm wondering if you have to BE the government for it to change...I usually am on the religion the people want, and that changes every so often, but the government desire has been the same for so long now... And Fred, that's kinda the basis behind my question...I usually switch between Monarchy and Republic (for my bills), so I never touch Dictatorship...so it'd be nice if what the people wanted changed to Monarchy or Revolutionary...

This has been bugging me for a little while now. Do you have to be the government type your people desire for that desire to change? I guess to make it more clear, my people have wanted a Dictatorship for about 4 months now, but during this whole time I haven't touched Dictatorship once....
