Shortly after it announced its birth, The Order of Light (TOOL) declared that it would protect the alliance against any number of foreign invaders. Since then, the protectorate has has been dropped and a new treaty replaced it, the The Fires of Heaven treaty which is a PIAT between both alliances due to Shinra's acceptable progress. Since its birth, Shinra has grown to revolve around maintaining a [b]neutral[/b] stance on world affairs, and assuring domestic affairs are quiet and healthy economic progress is being made. What Shinra seeks isn't some major revelation that'll flood it with new treaties, new members and new burdens all in one day, that's inviting trouble, what we believe in is steady progress on all fronts: economic, political, militarily and foreign. And we shed that nieve idea that so many alliances in Cybernations hold: we don't seek to become number one. We don't even aim to become a dominant power. If we arrive there, then we will gladly accept that as a token of our hard work. But we aren't greedy for power, what we want are two tangible things: secluded prosperity, and the ability to acquire friends that have values of honor. While being the most productive way to produce energy, the environmental impact is devastating to areas around a Mako Reactor. Many governments are overjoyed to be able to rent a Mako Reactor, but environmental organizations openly protest the use of them. Some even fall back to terrorist activities which consists of kidnapping, blackmailing and assaults on well defended Mako Reactors. There has never been an incidence where a Mako Reactor had fallen to terrorism. With billions fueling the Shinra Electric Power Company, it has allowed this corporation a total monopoly on the energy industry. Midgar, the headquarters of this multi-billion dollar industry, has began to expand its reaches. Although it is located on the northwestern corner of the eastern continent of Eurasia, it has entered Africa, flourished in the Americas sector and invaded all other free markets. There is no market untouched where there is profit to be made. There are a total of fifteen reactors to this date with more planned to be constructed. Employees that are accepted into Shin-Ra will most likely be living in Midgar as they work. Those that do not receive the opportunity to work in the hyper tech capital are given the chance to work in one of the many lesser facilities sprinkled across the planet.
