Shariat Jamaat leader Rappani Khalilov, surrounded by several other unidentified men in Islamic military garb, addressed the country in a televised and radio broadcast.
"Dagestan. In the history of our land, we have been trampled, oppressed, and destroyed by empires greater than ours. The Russians from the North, the Huns, the Soviets, unjustly invaded and annexed our lands, against the will of the people. Shariat Jamaat valiantly joined the endless ranks of crusaders for Dagestan independence during the Second Chechen war, fighting the Russian imperialists with blood and bullets.
When the world as we knew it collapsed in 2005, our group fell silent. Many of our soldiers dropped arms and gave up as Dagestan land was transferred from country to country, none of them fit to rule our region. But in the recent years, our men and women reunited. Our land, the mountains and plains and sea screamed for independence! But now, instead of warfare and bloodshed, Shariat Jamaat fought with diplomacy. We communicated with Georgian officials. We worked together, though there was a mutual dislike for each other, and our work has payed off.
My friends, Dagestan belongs to us. Shariat Jamaat has fulfilled its ultimate mission, much to the glee of our fallen warriors in paradise. All Georgian governments in the territory have been or shall soon be dissolved. It will be a glorious day for our Islamic Republic! Allahu Akbar!”
Most citizens of Dagestan would notice very little changes over the next few days, until the Shariat Jamaat prepared to finalize its control of the region.

Thousands of Shariat militants were distributed across the nation to establish pro-Dagestan administration in Dagestan’s cities. Sleeper cells that had been active in Chechnya and Russia were called home to assist in stabilization efforts. The lack of military and police forces owned by Shariat Jamaat would make official conquest of the region deathly difficult, and many Christian communities were frightened or angered by an Islamic Republic. Only time could tell the young nation’s fate.
