I thought that was how it worked these days - someone gets defeated, then when they have nearly built back up they are attacked "just because". Or does that only happen to NPO?

I don't have any figures, but I am willing to bet that the victors are usually the ones that offer peace.

So the problem is that not enough new players are coming in and staying? How would getting rid of those of us who are long-term players help (because who would continue to play a game after the nation they have worked on for years is essentially stripped of all that time)?
