  1. Is it against the rules to do the following: Nation A gives Foreign Aid to Nation B. Nation B holds onto the aid while Nation A deletes and "rerolls". Then Nation B gives it to the "rerolled" Nation A ??? Thanks.

  4. 1) I know filling war slots by declaring war on your alliance members is against the rules, but if an alliance has a serious falling out, and alliance members declare war on each other, CM's, tanks, the whole thing, is that against the rules? 2) Hypothetically, if I were to delete my nation, could I make a new account so I have a different Ruler Name?

Article 5 – Good Standing: A Comrade shall be in good standing with the alliance if the following are met: 1) The Comrade has been a full member for a minimum of seven (7) days 2) The Comrade is not in violation of the Accords 3) The Comrade has not been convicted in the past 30 days Article 6 – Government: Section 1: The government of BOW shall consist of the Council and the Warrior Fellowship. Section 2: The Council shall consist of a Champion, Successor, a Guardian, a Negotiator, and a Monitor. Section 3: The Warrior Fellowship shall consist of all Comrades in good standing, which do not hold an elected office. Section 4: The Champion is the leader of BOW. He or she shall be voted into office by the Warrior Fellowship, and will preside over the Council and Warrior Fellowship. The Champion is the public face of BOW, and serves as a link between the Council and Warrior Fellowship, informing the latter on the Council’s decisions. The Champion has the power to veto any proposal that comes before the Council. In addition, the Champion is the Commander of the Armed Forces of BOW, and shall lead the alliance in its daily order. The Champion shall, also, have the responsibilities of each of the other Council Members. The Champion CAN NOT: 1) Alter the Accords without approval of the Council and Warrior Fellowship 2) Declare war without the Council’s favor 3) Remove Council members from power 4) Approve laws and treaties without Council and Warrior Fellowship favor Section 5: The Successor shall be appointed by the Champion. The Successor shall assist the Champion in keeping the Warrior Fellowship informed of Council decisions. The Successor will fulfill the duties of the Champion if he or she is unable to do so, and assist in those duties. Section 6: The Guardian is responsible for commanding the military of BOW, under the Champion. Although he or she cannot declare war with another alliance, the Guardian has the authority to respond immediately to aggressive action upon the alliance. During peacetime, he or she shall concern themselves with managing the defensive readiness of BOW, military intelligence of potential enemies of BOW, and organization of the military of the alliance, as well as advise comrades on information related to the military. During war, he or she is in charge of the wars, and is involved in strategic decisions and counter attacks to combat the foe, as well as dictating terms of peace with the Negotiator, before bringing the terms to the Council. They will, also, be in charge of coordination aid to nations at war, in cooperation with the Monitor. Section 7: The Monitor is responsible for settling internal issues between members of the alliance. He or she shall oversee the economic development of the alliance and shall oversee, as well as develop policies to increase the economic status of the alliance. The Monitor will, also, oversee all tech and resource trades, assisting comrades if needed. They will, also, confirm that the alliance business agrees with what’s in the ACCORDS, administer forum masks and user groups for all forum members, excluding diplomats, and have the responsibility to organize the forums as needed, excluding the Military and Diplomatic branches of the forums. Finally, the Monitor shall coordinate war aid in cooperation with the Guardian. Section 8: The Negotiator is responsible for organizing the Diplomatic branch of the forums as seen fit, as well as coordinate and implement the foreign/diplomatic policy of BOW. He or she shall mask diplomats, and appoint and remove ambassadors to other alliances. They will be responsible for negotiating and bringing treaties to vote in the Council. They shall, also, be responsible for aiding the Guardian in conceiving and delivering the terms given to and from other alliances to the Council, while at war. Section 9: All Comrades of the alliance in good standing are a part of the Warrior Fellowship. The Warrior Fellowship is responsible for electing government officials and voting on treaties and laws passed by the Council. Any member of the Warrior Fellowship may declare a Vote of No Confidence (VoNC) against any member of the Council. Article 7 – Elections: Section 1: Every 3 months, or whenever a position opens, all full Comrades of the Warrior Fellowship and the Council shall elect a Champion, Guardian, Monitor, and a Negotiator. Section 2: Each election shall be overseen by the election proctors. The proctor’s job is to open and close nominations, polls, and monitor the elections for violations. The proctors include the Champion, Successor, and Monitor. Section 3: At the start of each election cycle, or if a position has opened up, an election proctor will make a nomination thread for each position open, including a specific time and date of closing. Only full Comrades in good standing may nominate another Comrade in good standing, or an elected official, to any open position. Nominees must publicly accept or decline in the specific nomination thread. Any nomination not accepted or declined by the closing date shall be counted as a decline. Section 4: Once a nominee has accepted, the candidate may post a campaign thread, detailing their plans, and qualifications for the positions. Questions and answers between the candidate and the other Comrades is encouraged, but not required. The campaign thread must be posted before the polls open, but questions may still be answered while the poll is open. Candidates may NOT demean nor criticize unnecessarily another candidate, and may not use in-game Private Messages or forum Private Messages. Section 5: After 48 hours after the nominations have closed, an election proctor will open the polls, one for each position. The poll must include a specified closing time and date. Only Comrades in good standing may vote. Candidates may NOT campaign in the poll threads. The candidate with the most votes at the end of the election shall be proclaimed the winner, and assume their position and its duties immediately. Section 6: If there is a tie between 2 or more candidates in a poll where at least 1 candidate has been defeated, a second vote shall be held between the tying candidates. If there is a tie again, a special election shall occur, consisting of the Current Council. If a candidate holds 1 of their positions, they may not vote. Section 7: In the event of a tie between two or more candidates, where no candidate has been defeated, the outgoing Council Member shall choose their replacement. If the outgoing Council Member is participating in the election, and thus has tied, the remaining outgoing Council Members shall select the winner. Section 8: If a candidate has violated any of the election rules, they shall immediately be disqualified, unless the out-going Council chooses otherwise. Article 8 – Voting: Section 1: All treaties or laws must be voted upon by both the Council and the Warrior Fellowship. Section 2: Voting shall first be done by the Council, who shall cast their votes on the matter, by posting either “Aye” for yes, or “Nay” for no, in the appropriate topic. A poll shall NOT be set up for the Council. A proposal requires a 4/5 vote to pass to the next stage of voting. If a 4/5 vote is not achieved, the item is discarded. Section 3: A Council member may NOT accept bribes for their vote on any item brought before the Council. Accepting a bribe is grounds for removal from office. If a Council member is offered a bribe, they have the right and responsibility to publicly call out the individual or group of individuals attempting to bribe. Any persons attempting to bribe a Council member may be subject to punishment up to, and including expulsion from the alliance. Section 4: The Champion has the power to veto any proposal brought before the Council. If done so, the Council shall NOT vote on the matter, and the item shall be discarded. Section 5: Once a minimum of 4/5 vote is achieved, the proposal is presented to the Warrior Fellowship to vote. A forty-eight (48) hour poll will be set up by the Champion, giving all details on the matter to be voted upon, as well as a specific forty-eight (48) hour end time and date. All Warrior Fellowship members in good standing may vote on the topic. Council members may NOT vote. If a minimum of 60% of the votes are in favor of the item when the forty-eight (48) hour poll has concluded, the item shall pass, and be in effect immediately, unless it is a treaty, which requires the other alliances it involves to approve. If 60% is not achieved by the end of the forty-eight (48) hours, the item shall be discarded. Section 6: Once an item has passed, the Council has the power to cancel an item passed, by voting upon the matter. If a 4/5 vote is achieved, the item in question shall be canceled. Article 9 – Expulsion and VoNC: Section 1: If a Comrade has been found to be in violation of the Accords, a public hearing shall take place between the accused and the Council. If the Comrade in question is found innocent, then they shall NOT face any form of punishment. If the Comrade is found guilty, he or she risks punishment dependent on the severity of the offense. Section 2: If a Council member is found to be in violation of the Accords, they shall be temporarily removed from office, and the remaining members of the Council shall conduct a hearing with the accused. If the Comrade is found innocent, the Comrade shall be restored to their position. If the Comrade is found guilty, the Comrade risks punishment dependent on the severity of the offense, and a new election shall be held for the newly-vacated position, unless it’s the Champion. In the event the Council cannot achieve a majority vote upon the punishment, the Warrior Fellowship shall choose a suitable one. Section 3: Any Comrade in the Warrior Fellowship has the right to declare a Vote of No Confidence (VoNC) against any member of the Council. If declared, a vote must take place to remove or keep the Council member. The vote shall last a minimum of twenty-four (24) hours and requires a 60% vote by the Warrior Fellowship. Article 10 – Command Structure: Section 1: In the event of either the Negotiator, Monitor, or the Guardian positions being vacated, a new election cycle shall begin for each position. Section 2: In the event of the Successor position being vacated, the Champion shall choose a new, willing Comrade in good standing to serve as the Vice-Champion. Section 3: In the event of the vacancy of the Champion, the Vice-Champion shall assume the Championship until the next election cycle. Section 4: In the event of a vacancy of both a Champion and Successor, a new election cycle shall begin for the Champion position. Article 11 – War and Nukes: Section 1: BOW is a non-interventionist, defensive alliance by nature, and shall do everything in its power to avoid wars. Section 2: BOW shall only go to war if the alliance or its allies are threatened. Section 3: All Comrades are prohibited from conduction unprovoked attacks against any other Comrade or member of a friendly alliance. Section 4: Comrades may NOT attack unaligned nations unless in defense of another Comrade, in which case the Council’s approval is needed. Section 5: Comrades are not to attack members of other alliances unless a majority vote from the Council is in favor, with the vote being called for by the Guardian. This may ONLY be done at war time, or when preparing to go to war. Section 6: The right to declare war, from rogues and ghosts to inter-alliance wars, is reserved to the Council, which must achieve a majority vote in favor. Section 7: BOW is open to all diplomacy, even during war times. All disputes shall attempt to be solved diplomatically, with war as a last resort. Section 8: Comrades have the right to choose for themselves whether they want to develop nuclear weaponry or not. Section 9: BOW reserves the right to use nuclear weaponry as a way of ensuring its defense from hostile nations with nuclear capabilities, or in any case where the survival of the alliance or its allies is at stake. Article 12 – Amendments: Section 1: Any Comrade or Council member in good standing has the right to propose a treaty or amendment to the Accords. Section 2: Once a proposal has been made, it must either receive a second by another Warrior Fellowship member or the Champion. If the proposal is not seconded within a week, it is discarded. Section 3: Once the proposal has been seconded, it goes to the Council to vote upon it. A 4/5 vote is required to pass. If the proposal doesn’t receive a 4/5 vote minimum, it is discarded. Section 4: The Champion has the right to veto any proposal brought before the Council. If done so, the proposal is discarded. Section 5: Once a proposal has achieved a 4/5 vote by the Council, it is passed to the Warrior Fellowship by the Champion to vote. The vote shall last a minimum of twenty-four (24) hours, but no more than seventy-two (72) hours. If the proposal has received a minimum of 60% vote in favor by the end of the time frame, it shall be in effect immediately, unless it is a treaty. The Successor will fulfill the duties of the Champion if he or she is unable to do so, and assist in those duties. Section 6: The Guardian is responsible for commanding the military of BOW, under the Champion. Although he or she cannot declare war with another alliance, the Guardian has the authority to respond immediately to aggressive action upon the alliance. During peacetime, he or she shall concern themselves with managing the defensive readiness of BOW, military intelligence of potential enemies of BOW, and organization of the military of the alliance, as well as advise comrades on information related to the military. During war, he or she is in charge of the wars, and is involved in strategic decisions and counter attacks to combat the foe, as well as dictating terms of peace with the Negotiator, before bringing the terms to the Council. They will, also, be in charge of coordination aid to nations at war, in cooperation with the Monitor. Section 7: The Monitor is responsible for settling internal issues between members of the alliance. He or she shall oversee the economic development of the alliance and shall oversee, as well as develop policies to increase the economic status of the alliance. The Monitor will, also, oversee all tech and resource trades, assisting comrades if needed. They will, also, confirm that the alliance business agrees with what’s in the ACCORDS, administer forum masks and user groups for all forum members, excluding diplomats, and have the responsibility to organize the forums as needed, excluding the Military and Diplomatic branches of the forums. Finally, the Monitor shall coordinate war aid in cooperation with the Guardian. Section 8: The Negotiator is responsible for organizing the Diplomatic branch of the forums as seen fit, as well as coordinate and implement the foreign/diplomatic policy of BOW. He or she shall mask diplomats, and appoint and remove ambassadors to other alliances. They will be responsible for negotiating and bringing treaties to vote in the Council. They shall, also, be responsible for aiding the Guardian in conceiving and delivering the terms given to and from other alliances to the Council, while at war. Section 9: All Comrades of the alliance in good standing are a part of the Warrior Fellowship. The Warrior Fellowship is responsible for electing government officials and voting on treaties and laws passed by the Council. Any member of the Warrior Fellowship may declare a Vote of No Confidence (VoNC) against any member of the Council. Article 7 – Elections: Section 1: Every 3 months, or whenever a position opens, all full Comrades of the Warrior Fellowship and the Council shall elect a Champion, Guardian, Monitor, and a Negotiator. Section 2: Each election shall be overseen by the election proctors. The proctor’s job is to open and close nominations, polls, and monitor the elections for violations. The proctors include the Champion, Successor, and Monitor. Section 3: At the start of each election cycle, or if a position has opened up, an election proctor will make a nomination thread for each position open, including a specific time and date of closing. Only full Comrades in good standing may nominate another Comrade in good standing, or an elected official, to any open position. Nominees must publicly accept or decline in the specific nomination thread. Any nomination not accepted or declined by the closing date shall be counted as a decline. Section 4: Once a nominee has accepted, the candidate may post a campaign thread, detailing their plans, and qualifications for the positions. Questions and answers between the candidate and the other Comrades is encouraged, but not required. The campaign thread must be posted before the polls open, but questions may still be answered while the poll is open. Candidates may NOT demean nor criticize unnecessarily another candidate, and may not use in-game Private Messages or forum Private Messages. Section 5: After 48 hours after the nominations have closed, an election proctor will open the polls, one for each position. The poll must include a specified closing time and date. Only Comrades in good standing may vote. Candidates may NOT campaign in the poll threads. The candidate with the most votes at the end of the election shall be proclaimed the winner, and assume their position and its duties immediately. Section 6: If there is a tie between 2 or more candidates in a poll where at least 1 candidate has been defeated, a second vote shall be held between the tying candidates. If there is a tie again, a special election shall occur, consisting of the Current Council. If a candidate holds 1 of their positions, they may not vote. Section 7: In the event of a tie between two or more candidates, where no candidate has been defeated, the outgoing Council Member shall choose their replacement. If the outgoing Council Member is participating in the election, and thus has tied, the remaining outgoing Council Members shall select the winner. Section 8: If a candidate has violated any of the election rules, they shall immediately be disqualified, unless the out-going Council chooses otherwise. Article 8 – Voting: Section 1: All treaties or laws must be voted upon by both the Council and the Warrior Fellowship. Section 2: Voting shall first be done by the Council, who shall cast their votes on the matter, by posting either “Aye” for yes, or “Nay” for no, in the appropriate topic. A poll shall NOT be set up for the Council. A proposal requires a 4/5 vote to pass to the next stage of voting. If a 4/5 vote is not achieved, the item is discarded. Section 3: A Council member may NOT accept bribes for their vote on any item brought before the Council. Accepting a bribe is grounds for removal from office. If a Council member is offered a bribe, they have the right and responsibility to publicly call out the individual or group of individuals attempting to bribe. Any persons attempting to bribe a Council member may be subject to punishment up to, and including expulsion from the alliance. Section 4: The Champion has the power to veto any proposal brought before the Council. If done so, the Council shall NOT vote on the matter, and the item shall be discarded. Section 5: Once a minimum of 4/5 vote is achieved, the proposal is presented to the Warrior Fellowship to vote. A forty-eight (48) hour poll will be set up by the Champion, giving all details on the matter to be voted upon, as well as a specific forty-eight (48) hour end time and date. All Warrior Fellowship members in good standing may vote on the topic. Council members may NOT vote. If a minimum of 60% of the votes are in favor of the item when the forty-eight (48) hour poll has concluded, the item shall pass, and be in effect immediately, unless it is a treaty, which requires the other alliances it involves to approve. If 60% is not achieved by the end of the forty-eight (48) hours, the item shall be discarded. Section 6: Once an item has passed, the Council has the power to cancel an item passed, by voting upon the matter. If a 4/5 vote is achieved, the item in question shall be canceled. Article 9 – Expulsion and VoNC: Section 1: If a Comrade has been found to be in violation of the Accords, a public hearing shall take place between the accused and the Council. If the Comrade in question is found innocent, then they shall NOT face any form of punishment. If the Comrade is found guilty, he or she risks punishment dependent on the severity of the offense. Section 2: If a Council member is found to be in violation of the Accords, they shall be temporarily removed from office, and the remaining members of the Council shall conduct a hearing with the accused. If the Comrade is found innocent, the Comrade shall be restored to their position. If the Comrade is found guilty, the Comrade risks punishment dependent on the severity of the offense, and a new election shall be held for the newly-vacated position, unless it’s the Champion. In the event the Council cannot achieve a majority vote upon the punishment, the Warrior Fellowship shall choose a suitable one. Section 3: Any Comrade in the Warrior Fellowship has the right to declare a Vote of No Confidence (VoNC) against any member of the Council. If declared, a vote must take place to remove or keep the Council member. The vote shall last a minimum of twenty-four (24) hours and requires a 60% vote by the Warrior Fellowship. Article 10 – Command Structure: Section 1: In the event of either the Negotiator, Monitor, or the Guardian positions being vacated, a new election cycle shall begin for each position. Section 2: In the event of the Successor position being vacated, the Champion shall choose a new, willing Comrade in good standing to serve as the Vice-Champion. Section 3: In the event of the vacancy of the Champion, the Vice-Champion shall assume the Championship until the next election cycle. Section 4: In the event of a vacancy of both a Champion and Successor, a new election cycle shall begin for the Champion position. Article 11 – War and Nukes: Section 1: BOW is a non-interventionist, defensive alliance by nature, and shall do everything in its power to avoid wars. Section 2: BOW shall only go to war if the alliance or its allies are threatened. Section 3: All Comrades are prohibited from conduction unprovoked attacks against any other Comrade or member of a friendly alliance. Section 4: Comrades may NOT attack unaligned nations unless in defense of another Comrade, in which case the Council’s approval is needed. Section 5: Comrades are not to attack members of other alliances unless a majority vote from the Council is in favor, with the vote being called for by the Guardian. This may ONLY be done at war time, or when preparing to go to war. Section 6: The right to declare war, from rogues and ghosts to inter-alliance wars, is reserved to the Council, which must achieve a majority vote in favor. Section 7: BOW is open to all diplomacy, even during war times. All disputes shall attempt to be solved diplomatically, with war as a last resort. Section 8: Comrades have the right to choose for themselves whether they want to develop nuclear weaponry or not. Section 9: BOW reserves the right to use nuclear weaponry as a way of ensuring its defense from hostile nations with nuclear capabilities, or in any case where the survival of the alliance or its allies is at stake. Article 12 – Amendments: Section 1: Any Comrade or Council member in good standing has the right to propose a treaty or amendment to the Accords. Section 2: Once a proposal has been made, it must either receive a second by another Warrior Fellowship member or the Champion. If the proposal is not seconded within a week, it is discarded. Section 3: Once the proposal has been seconded, it goes to the Council to vote upon it. A 4/5 vote is required to pass. If the proposal doesn’t receive a 4/5 vote minimum, it is discarded. Section 4: The Champion has the right to veto any proposal brought before the Council. If done so, the proposal is discarded. Section 5: Once a proposal has achieved a 4/5 vote by the Council, it is passed to the Warrior Fellowship by the Champion to vote. The vote shall last a minimum of twenty-four (24) hours, but no more than seventy-two (72) hours. If the proposal has received a minimum of 60% vote in favor by the end of the time frame, it shall be in effect immediately, unless it is a treaty. If it doesn’t receive a minimum of 60%, the proposal shall be discarded.
