  4. To add to what Hecate said, blogs can be a mix of IC and OOC. We treat blog comments the same way we treat profile comments. The main difference being we don't moderate the comments for spam posts or OOC content (as long as it's not otherwise offensive). Excessive flaming, filter evasion, or harassment is still going to land you a warn, but a spam or OOC comment won't. Posters of blogs are free to choose between moderated comments and unmoderated comments, but the comment section is not monitored by moderators for off-topic posting.
  5. You may be thinking of Peace Mode, which prevents other nations from attacking yours. You can enter by going to "Edit My Nation" and changing "War/Peace Preference:" to "I do not want to be attacked" as long as you are not currently involved in any wars. This will lower your tax collections and you will still be deleted if you go longer than 25 days without collecting taxes.

If you want to change your Alliance Affiliation you'll have to do it manually by selecting "Specify Other" and typing it out.

  11. It depends on the context. If you're referring to a nation called "The United States" in an IC forum that is very different from making a reference to the United States that makes sense only in the context of OOC history. A post that is only comprehensible to someone who knows the real world history behind the reference doesn't belong in an IC forum even if you can find the place name on the in-game world map or an unrelated player happened to pick that name for their nation. If you ever believe a reference has been misinterpreted, you can always file an appeal.

  19. I think you're confused by the word stores. This doesn't mean that it moves 5% of your citizens that you already have to the colony, it means that you get an immediate 5% boost to your total citizen count that is stored in your colony. In other words, the citizens in the colony [u]add[/u] to your total citizen count and bolster your collections as if they were the result of any other population bonuses except that the number of citizens remains the same as your population grows or shrinks until you choose to repopulate it. In the scenario I described you'd get 5,000 extra citizens paying taxes and thus a sizable boost to your daily collections for the price of repopulating your colony. If the nation that bought a colony with 100,000 citizens grew to 200,000 citizens without repopulating, they'd have 5,000 extra citizens in the colony, which only amounts to a 2.5% population boost. If they repopulated the colony it would give them a 5% population boost which would store 10,000 extra citizens. In the scenario you described, a nation that had only a handful of citizens on the home planet would still have 5,000 citizens (or 5% of their population the day they bought the colony or last repopulated it) stored for as long as the colony isn't repopulated or expired. That would be an even larger percentage of their total population relative to their ruined home country than the original 5%.   20. If you see a message in your outbox right after you send it then you can be sure it was sent. If your message is not sent successfully for some reason (incorrect validation code, use of disallowed characters, message length too long, one of the ruler names does not exist, message limit reached, etc.) then you should get an error message describing the problem.
