GENERAL PROVISIONS: BASIC PRINCIPLES ---------------------------------------------------------------------------------------------------------------------------------------------------------------------- Article 1: Serbo-Croatia shall have a democratic, Kingdom and constitutional Monarchy. Article 2: The motto of the Kingdom shall be: King and my Kingdom shall I defend. Article 2 : Sovereignty shall be that of the People who shall exercise it directly, by means of referendum, or indirectly, through the constitutional institutions. Article 3 : Serbo-Croatia is to be a secular nation. There will be no state religion. The will be separation of the church and the state on all levels of government. a. Those running for or holding office will not pander to any specific religious group b. preference to a higher power, Supreme Being, prophet of any kind will not be tolerated c. Failure to abide will result in formal requisition of resignation from the King Article 4: The constitution shall guarantee all citizens the following: a. freedom of movement through, and of settlement in, all parts of the Kingdom; b. freedom of opinion, of expression in all its forms, and of public gathering; c. Freedom of association and the freedom to belong to any union or political group of their choice. d. Freedom of monogamous marriage between the human species ( extended to LGBT community) No limitation, except by law, shall be put to the exercise of such freedoms. Article 5 : All citizens shall have equal rights in seeking education and employment. a. Education will be government subsidized from pre-school through secondary school b. Secondary school will be a two-three year institution granting an associate’s degree. c. Secondary school will be mandatory. d. University will be a four-five year school offering a bachelors degree on an under- graduate level, and higher degrees on a graduate level. Article 6: All citizens shall contribute to the defense of the Kingdom. a. Military service will compulsory for four years. b. Service will begin in the summer, after completion of highest level of grade school (HS), before the beginning of secondary school. c. Service in the military will be on reserve status while in secondary school and university. d. Reserve status will require two weekend a month, four weeks a year of service e. Full time military service will be available to each citizen at their choosing. ---------------------------------------------------------------------------------------------------------------------------------------------------------------------- MONARCHY Article 1: The King shall be the Supreme Representative of the Nation and the Symbol of the unity thereof. He shall be the guarantor of the perpetuation and the continuity of the State. He shall ensure the respect for the Constitution. He shall be the Protector of the rights and liberties of the citizens, social groups and organizations. The King shall be the guarantor of the independence of the Nation and the territorial integrity of the Kingdom within all its rightful boundaries. Article 2: The Royal Crown of Serbo-Croatia and the constitutional rights thereof shall be hereditary and handed down to descendants in direct line and by order of primogeniture among the offspring of His Majesty, unless the King should, during his lifetime, designate a successor among his children apart from the eldest one. In case of failing descendants, the right of succession to the Throne shall, under the same conditions, be invested in the closest relative in the collateral consanguinity. Article 3: The King shall be considered minor until the age of eighteen. During the King's phase of minority, a Regency Council shall assume the powers of the constitutional rights of the Crown, with the exception of those pertaining to the revision of the Constitution. The Regency Council shall serve as an advisory board to the King until he turns twenty. Article 4: The person of the King shall be sacred and unchallengeable. Article 5: The King shall have the right to deliver addresses to the Nation and to the Parliament. The messages shall be read out before both Houses and shall not be subject to any debate. Article 6: The King shall, by Royal Decrees, exercise the statutory powers explicitly conferred upon him by the Constitution. Article 7: The King shall be the Commander-in-chief of the Royal Armed Forces. He shall make civil and military appointments and shall reserve the right to delegate such a power. Article 8: The King shall occupy the roles of Minister of State and Minister of Defense. Article 9: The King shall exercise the right of granting pardon.

Economy: Serbo-Croatia is in the midst of transition from a well-to-do modern economy that has featured extensive government ownership and intervention to one that relies more on market mechanisms. The government has partially or fully privatized many large companies, banks, and insurers. It maintains a strong presence in some sectors, particularly power, public transport, and defense industries. The telecommunications sector is gradually being opened to competition. Serbo-Croatia's leaders remain committed to a capitalism in which they maintain social equity by means of laws, tax policies, and social spending that reduce income disparity and the impact of free markets on public health and welfare. Widespread opposition to labor reform has in recent years hampered the government's ability to revitalize the economy. During 2007-08, the government implemented several important labor reforms, including a de facto extension of the 35-hour workweek by allowing employees to work longer overtime hours. During 2009, the government is expected to delay or even renounce other reform efforts due to the on-going financial crisis. GDP growth dropped to 0.7% in 2008; the Serbo-Croatian government plans to increase public investment and continue injecting capital into the banking sector to alleviate the negative effects of the crisis during 2009. As a result of lower fiscal revenues and increased expenditures the general government deficit is expected to exceed the euro-zone ceiling 3% of GDP. Serbo-Croatia's tax burden remains one of the highest in Europe - at nearly 50% of GDP in 2005.
