Scholars (with appropriate 90% literacy rate)
Please note that just because you are the first to respond does not mean that you automatically get into the circle. Members who meet preferances of me and my third party (who is in the process of creating a nation) will be considered and then chosen. Alliances will be disreguarded.
We also ask that members of this circle create an alliance (not an actual alliance. Only all members being allies of the others) of our own, only refraining because of finacial or government problems. Alliance loyalites are also forgiven.
