Jerge is quite correct. Neutrals have always provided reliable trade partners for both resources and tech be it buying or selling. Some complain that they did not intervene when they needed help but would you have preferred they were against you when you were already down? There are always two sides, two moralities in our wars, are you sure they would have always picked yours? They do not benefit from your triumphs or defeats. They have communities of friends who enjoy each others company here just like you do. Many are more active in roleplaying here and foster an accepting, stable and helpful community. Their lack of aggression does not harm Bob, it supports it through ad/donation revenue and positive community.

The game is already dangerously under populated. Warring players come and go but the neutrals are always there for tech and ad revenue. They don't detract from the game in any way.
