Concilium Civitatis (Council of State) The Concilium Civitatis will consist of three trusted citizens, appointed by the Concilium Ministrorum, subject to the approval of the People as expressed in the Conclavis Populi, and serving with them, and is responsible for responding to the wishes of the general citizenry as expressed by their petitions and referenda.
