  3. Red Faction Charter It is hereby known to all that the “Red Faction†is a union of sovereign Nations bound together by this charter created on this day the 18th of April in the year 2007. Official Flag Mission Statement The Red Factions is dedicated to the growth and prosperity of its member nations as well as the preservation of the freedom and well being of those states. All nations will be allowed to exist freely under the protection of the Faction. The Faction will provide aid and assistance to all member nations during peace and war. The Faction is well armed so that a stanch defense may be provided to our member nations from any aggressor in this treacherous verse. Article I: Admission & Membership Section 1: Admission Admission to the Red Faction Alliance will be granted once the following conditions are met: 1. The applicant nation is in no wars at the moment of applying. 2. The applicant nation is in no other alliance at the moment of applying. 3. The applicant nation provides the following information in his/her application: i. Ruler Name ii. Nation Name iii. Nation Team iv. Nation Resources v. Previous alliances vi. Consent to follow laws of the Red Faction Alliance vii. Link to Nation Section 2: Membership A: Applicants must apply at the Red Faction forum. B: Membership shall be granted to applying nations by an authoritative Red Faction representative. New nations are required to be reasonably active on the off-site forum. C: All Red Faction members agree to be bound by this Charter. Any member found in violation of any of these clauses may be subject to disciplinary action by the superiors of the alliance. Article II: Rights of All Members I. All Faction members are guaranteed the right to freedom of speech and the right to maintain a military. II. All Faction members have the right to secede from the Red Faction at any time with these exceptions: 1. If the nation has received foreign aid from the Faction, then they must be approved to leave by the Minister of Recruitment. The Minister of Recruitment may impose any penalties they choose in order for the nation to leave. 2. In a time of war, desertions will be dealt with swiftly and most severely by Minister of Defence. III. All Faction members have the right to hold office. IV. Nations can maintain resource trades without interference from the alliance except: 1. If one member nation is trading with another member nation, upon cancelling a trade one has to give at least 48 hour notice so that the other can find another trading partner. 2. If one member nation traded with another member nation and paid to have the trade, upon cancelling, FULL amount paid for trade has to be given to the nation providing the trade. 3. If an alliance nation is requesting to trade with resources of another alliance nation, priority of trades within the alliance is higher than outside nations. This ONLY applies to when both an outside and member nations have same resources, so that they can be swapped. Member nation may be required to pay a trade fee, as the nation providing the trade has to cancel on an outside nation. V. Nations maintain sovereign control of their military with the following exceptions: 1. No Faction member may attack another member of any alliance without the consent of Minister of Defence per the rules of engagement, or the Prime Minister. Failure to obtain consent will result in disciplinary measures including, but not limited to, expulsion from the Faction, and/or military conflict. 2. If your nation is attacked, it is within your right to defend yourself through what ever means available, with exception to the use of nuclear weapons. An attack should be reported immediately to the Minister of Defense or a Defense Ministry deputy so that the Red Faction can take steps to aid you. Article III: Government Structure Section 1: Advisory Council Advisory Council is a permanent political body and cannot be impeached. Eventhough the Advisory Council is not involved in the day to day management of the government and does not expect other officials to report their actions or duties, it reserves the right to veto any governmental action being taken or law being passed. Futhermore, treaties with other alliances or formal declarations of war against another alliance will require the consent of the Advisory Council in addition to the approval by the Prime Minister. Advisory Council consists of founding members of the allaince but more people could be selected depending on their achievements. Rules and Responsibilities: 1. The Advisory Council holds supreme power within the alliance, but does not play an active role in the government. The council’s orders supercede that of the Cabinet and Prime Minister only if they wish to intervene in the governing process. 2. Advisory Council members may run for and hold any office, but would relinquish their seat on the council for the duration of that term. 3. A member of the Advisory Council may be removed with a unanimous vote of the remaining council members. Founding members cannot be removed. 4. The Advisory Council requires a 60% majority vote for action to be taken by the council. 5. Nuclear Weapons cannot be used without a Unanimous vote by the Advisory Council. 6. The Advisory Council must have a minimum of two members. 7. All law pertaining to the Advisory Council may not be amended except by the founding council members. If no founding council members exist, then the Advisory Council rules may be amended by unanimous vote of the council. 8. All military conflicts such as initiating a war, HAS to be approved by the Council. Section 2: Prime Minister Prime Minister is not a permanent position and is elected by plurality . Prime Minister is responsible for the approval of orders that affect national security and the well-being of the population of the alliance. In addition, formal declarations of wars require Prime Minister’s authorization. Rules and Responsibilities: 1. The Prime Minister maintains total control over all Ministry positions. Ministers are accountable to the Prime Minister. 2. Prime Minister is the supreme military commander for the alliance. 3. A Prime Minister may not be removed from power, before his/her term is over, without authorization by Advisory Council. Section 3: Minister of Foreign Affairs Minister's duties include those involving inter-alliance politics. Minister of Foreign Affairs is responsible for updating Red Faction on any relevant external political issue that may be of interest. Rules and Responsibilities: 1. Develop and Maintain Diplomatic Relations between the Red Faction and other Alliances. 2. Appoint Diplomats to each Alliance. 3. Maintain appointed Diplomats and track their progress. Section 4: Minister of Defence Minister of Defence reports the Prime Minister regarding military affairs of the alliance. This position is appointed by the Advisory Council along with Prime Minister. Minister of Defence has the authority to use the armed forces and military strategies of the Red Faction Army to secure the borders of the alliance and make sure that traitors are safely demoted and expelled from the alliance. This position is elected by plurality but the term stays until another election initiated by the Advisory Council. Rules and Responsibilities: 1. Commander of Armed Forces who reports to Prime Minister. 2. Coordinator of all attacks against other hostile alliances/rogues unless other specified in rules of engagement*. 3. Cannot allow a nuclear attack without proper authorization from the Advisory Council. 4. May appoint deputies to aid military operations. Section 6: Minister of Finance Minister of Finance is elected by plurality and is responsible for economic matters withinn the alliance. All transactions which may include aid, tech deals and fundraising for the allaince are primary responsibilities of this ruling figure. Rules and Responsibilities: 1. Coordination of money transfers to all necessary alliance members. 2. Supervision of all tech deals and trades within the alliance. 3. Fundraising efforts for the Alliance. 4. Appointment and monitoring of bank nations. Section 7: Minister of Recruitment The Minister of Recruitment is a position elected by plurality which directly reports to the Prime Minister in all matters of alliance security, intelligence, and new recruitment services. Minister of Recruitment can be only replaced by a vote of all Ministry positions including the Prime Minister and is have to have an approval from Advisory Council. Rules and Responsibilities: 1. Recruitment of new members. 2. Maintain a list of all members (who had left, who is not supposed to be in RF but has set AA to it)* 3. May appoint deputies to aid. *Please notify board admin Professional of any user changes so he can mask new people and delete old ones. Section 8: Minister of Internal Affairs Minister of Internal Affairs has a unique position of the "Judge" within the alliance. He only answers to the Advisory Council and he deals with disputes between alliance members as well as making sure people follow rules. He has the supreme power to give a penalty for breaking a law which is stated in the Red Faction Constitution or eslewhere. Rules and Responsibilities: 1. "Police" the alliance. 2. Solve disputes between members. 3. Assign penalties for not following rules stated in the charter. 4. May appoint deputies to aid. Article IV: War Section 1: Diplomatic Effort Diplomatic efforts to resolve an issue must take place prior to the eruption of an armed conflict. Section 2: Inter-Alliance Declaration of War Formal war on an alliance or a nation may be declared by either Advisory Council or the Prime Minister. In the case of an inter-alliance war, it is an obligation of every nation united under the Red Faction to participate in the war-effort. Failure to do so without a proper excuse will lead to charges laid after the conflict. Section 3: International Declaration of War Nations of the Faction may declare war on another nation on the globe if instructed to do so by an authoritative figure of the Minister of Defense or the Prime Minister. Section 4: Rules of Engagement* i. If any rouge nation or alliance with strength > 40% of the Red Faction’s Alliance strength, then the Minister of Defense would coordinate the matter. If, however, the strength of the rouge nation or alliance has strength > 80% of the Red Faction’s Alliance strength, then Minister of Defence would seed the matter to the Prime Minister to coordinate. ii. If you nation is a victim of a "tech raid", please notify the proper authorities immediately. Just post in the "war" section of the forum that you've been raided and ministers of the Faction will decide whether to take offensive actions or try to resolve the issue diplomaticaly. iii. Don’t screw with the NPO! If you end up initiating an open military conflict with one or several members of the NPO or any other sanctioned alliance, the Faction can no longer support you in the conflict and it is highly possible that your nation will be evicted from the alliance for the benefit of the many. iv. ALWAYS SAVE all battle reports if you were attacked, the will help Minister of Foreign Affairs to resolve the issue diplomatically and possibly the attacking side will be forced to pay reparations for the damage they caused. Article V: Ideology Section 1: Political Position The Red Faction' position on the political compass is determined by the ideology selected by the alliance members. Currently there is no ideology within the alliance. The Faction also supports what is in the best interest of its members and the freedom of people all around the world. Article VI: Foreign Relations Section 1: Inter-Alliance Affairs It is in the Faction's interest to maintain proactive foreign affairs with alliances across the globe. Red Faction encourages the formation of foreign embassies within its alliance forum. Section 2: International Affairs Nations of the Red Faction may not provide aid to any other nation unless otherwise stated by the Faction government or for trade/technology deals. Any nation found aiding an enemy will be tried and may face treason charges. Article VII: Elections 1. Minister elections are held the 1st day of every third month from February. (Feb 1, May 1, Aug 1, Nov 1) The election process is simple. Prior to the elections there will be thread made in the "Announcements" section of the forum where you will "nominate" yourself for a certain position. You go in there and you post "I nominate myself for say Minister of Finance." When the elections take place, people will choose between other members who have nominated themselves for a position. So if John and Bob both nominated themselves for Minister of Finance, the election poll will have two candidates, John and Bob respectively. Any member can nominate himself for a position but only one winner will be chosen based on the results of the electorate poll. Article VIII: Amendments Section 1: Proposals Any amendments to this charter may be proposed by a member of the alliance. A proposition must undergo a period of discussion after which a general poll will be held to demonstrate its popularity among members. A majority of 66% of the population must vote for the amendment in order for it to be incorporated in the charter. Propositions made by the Advisory Council would not need to undergo public voting. Propositions by the Prime Minister don't have to go through the voting process either but do require an approval from the Advisory Council. In the case of an undecided poll, Advisory Council reserves the right to make the decision. Advisory Council and Prime Minister reserve the right to veto any amendments. ------------------------------------------------------------------------------------------------------------------------------- Amendment I A member may only hold one office at a time. If a member wins more than one election, he/she must choose which position to hold and the remaining position will go to the next highest vote getter. If an election is tied, there will be a runoff.   6. industrial set? its the one with beer,automobiles,scholars,radiation cleanup, construction, asphalt,microchips,steel.
  7. I heard different things about the "best resource set" in the game but which one is the best really? I wanna rearrange my trades so I wanna know what to shoot for. Oh and also plz tell me why one would be better than the other. I mean there is like one set that gives you max infra upkeep/cost reduction, other gives max pop/happiness and etc. What's better?
