If that much does not satisfy you I am not sure that anything we say will - such is true for most alliances when they end up being attacked. Just because you did not like the answer does not mean that you did not receive one.

Imperial Decree from the New Pacific Order Wars and politics are a curious things where allies and enemies of bygone ages change between being on the same side or on another. In our long quest seeking to bring Order to the world, the New Pacific Order has become all too familiar with this and has learned much as a result of history. This journey has been far from an easy one; for it is fraught with victories and accomplishments. With defeats and setbacks to learn from. We may falter, but we always get up again, bringing forth our vision of order upon the world with peace, strength, and prosperity for those supporting it. And it is here, as enforcers of order, that we stand today. Ivan Moldavi once stated that "No one could act against the Orders and speak of it being in 'good conscience'. To act against the Orders is to be in the wrong by definition." Invicta has, on several occasions, displayed hostility towards allies of the New Pacific Order and, by extension, Pacifica herself. And they have also taken it upon themselves to associate with other factions hostile towards Pacifica and her allies, most notably MI6. While we can respect them for making the choice of aligning themselves in such a manner, this association and conduct, however, has unfortunate but necessary consequences. The New Pacific Order hereby declares war on Invicta and declares support for her allies Non Grata and the New Polar Order in their engagement against MI6. Myself and another were testing some of the alliance system's features in TE that we can't easily test in SE tonight. When we got around to testing out everything that can be done with bans we ran into a bug where if the alliance owner is banned by the heir (or anyone else) then the heir will not inherit ownership of the alliance and if both members leave and put their AAs to None, the game still thinks that the alliance exists and displays on the all alliances display. The bigger problem though, is that if this scenario happens, the now banned alliance owner cannot ever create another alliance again. (No matter what the name is you always get the error: "ERROR: That alliance name is already in use. Please try again.") All Alliances Display showing the alliance existing and having 2 members while it really has none. We tested it again with only having the ability to remove members and got the same results (except the all alliances display only listed one person instead of two). Alliance names used for testing:Experimentation RAWWRRY While we only tried this in TE, I would guess that the problem also exists in SE.

Many veteran players fondly remember days gone by, and even those outside the alliance often speak of its might. To truly understand the rich history of the Order, it is necessary to examine its origins, traced all the way back to the game of !@#$%*. Before the creation of the New Pacific Order, there was the Pacific, one of five regions where nations were born. This region was ruled by a position called the Delegacy, a position supposedly available to any nation that chose to run for it. The Delegacy eventually came to be passed among corrupt oligarchies who sought to use the Pacific for their own purposes and to serve the interests of other regions. The most blatant example of this misuse of power was the creation of a Pacific Army, its purpose so contrary to true Pacifican culture that members began to question their leaders. Murmurs rippled through the region and without warning a grassroots revolution had begun. While several courageous members contributed greatly to this revolution, comrade Francos Spain stood out by becoming a frontrunner in the race for a Delegate. While the Powers that Be tried everything they could to stomp out this movement towards political freedom, the revolution proved to be an unstoppable force and on August 28th, 2003, Francos Spain was elevated to Delegate. While this victory was tremendous, there was much work left to do. The old regime was cast out into exile, and after the Pacific endured several days of war, the New Pacific Order was born on September 1st. The strong spirit of the revolution and the desire for Pacifica to be self-governed would become the driving force for the Order; the heart and soul of the region. Many may question why we choose to remember the August Revolution despite having moved to Cybernations from !@#$%*, but the culture of the Order is deeply rooted in tradition as those who forget the past are doomed to repeat it. Every year we celebrate the August Revolution, but not simply as the time the New Pacific Order was created. It is a chance to reaffirm our ideologies and reflect on how far we’ve come as an alliance and envision the goals we hope to achieve. These are the things that we call ourselves on a daily basis; but what do they mean? Am I a Pacifican simply by virtue of my presence inside Pacifica? Am I a Francoist simply by virtue of my praising names long praised? No. Behind these oft-used descriptions is a deep history; a history of philosophical, ideological and tactical development. A Pacifican is defined not by being, or even speech. No. A Pacifican is defined by actions: actions molded by years of revolutionary strength, internal peace and hard-earned prosperity. Not all Pacificans have been present for all of the history that birthed the great principles of Pacifica, but they have nevertheless been a part of that history through the passing onto them and from them of knowledge, experience and action. [b]Three Days that Shook the World[/b] Knowledge without context is misleading, and context without knowledge is empty. Therefore, a brief study of Pacifican Nation history is necessary. This study will look back to the Revolution, the material conditions that created it, the resulting Wars of Pacifican Independence, and the truths that developed from these experiences. It will then go on to look at the early developments in this universe and what has been learned learned from these. This history will not be an analytical one, but rather a descriptive one, allowing context for the later analysis. The August Revolution is known by every man, woman and child throughout Pacifica. It is the birth pangs of history, as an old regime was swept aside and a new society brought into being. But what was this old regime that it replaced, and why did it necessarily mean the birth of our new society? This question is rarely asked, yet it is of the utmost importance to all the teachings of the future Pacific. It is the reason that Comrade Francos Spain and Comrade Poskrebyshev conducted the August Revolution; so to understand the Revolution, we must understand the reasons for it. The old regime was based on many mechanisms that are surprisingly familiar to us even today amongst our various enemies. Of course, then, as now, these mechanisms were hidden under layers of flowery language and ideology perpetuated by, and designed to protect, an old controlling elite at the top. While these deceptions are inconsequential for our current investigation, they are important justifications for the invasions of our homeland that we will discuss later. In reality the old regime was, above all, based on cronyism and subservience to and dependence upon outside powers. Inside Pacifica, the state stood as a separate entity to the people. Leading officials would pass power around among themselves, occasionally throwing up illusions of Pacifican participation, but always serving their own narrow interests. This is of no surprise when we consider that they weren't Pacificans themselves! Though resident in Pacifica, and though they made all the sounds they felt necessary for their regime to survive, their actions showed them in their true light. Their small circle of friends and advisers came from groups outside and unaffiliated with Pacifica, and so it is no surprise that their actions reflected interests completely contrary to those of our homeland. The most notable example of this was the creation of an army in the old regime's most decadent (and last) days, which was stationed outside of The Pacific and whose purpose was to secure the interests of foreign elite. Once proud Pacificans had been reduced to cannon fodder. It was betrayals of Pacifica like this that raised Comrade Franco's Pacifican consciousness to a level that permitted him to lead an all-out Revolution against the corrupt charlatans who had hitherto held power in The Pacific. The Revolution itself seemed to come out of nowhere, as Comrade Franco's courage in personally running into the guns both awed and inspired the people of The Pacific to follow, for he was one of them, and they knew that his interests were theirs. The regime, corrupt as it was, broke its own self-stated ideology in order to prevent the Revolution from taking power; but such was its overwhelming support that they succeeded for only a few hours before Comrade Franco, in a flurry of justice, removed them from power and banished them from our homeland, never to return. Inside Pacifica this was hailed as a glorious day, the triumph of the people over foreign oppressors who had dominated for so long. But outside Pacifica there existed an almost global outrage against the people seizing power for themselves, for this invariably meant a loss of power for those who had been affiliated with the former regime which had been keeping Pacificans 'in their place'. On the third day of the Revolution Comrade Franco founded the New Pacific Order as the organization through which Pacificans would rule their own destiny as a sovereign and strong nation. To that end he appointed a Senate to carry out the tasks of the Revolution, founding the institution of Autocratic Democracy that we still use today. Through the 10 months that Comrade Franco oversaw Pacifica he appointed seven honored comrades for their essential part in the Revolution; they were (in order of appointment): Comrade Poskrebyshev, Comrade Bertram Stantrous, Comrade InfernoIce, Comrade Mammothistan, Comrade Unlimited, Comrade Sir Paul and Comrade BlackAdder. Comrade Doppelganger would later be appointed by Comrade Unlimited as Comrade Franco had intended. [b]Slavery and Sovereignty[/b] As was expected, the New Pacific Order was not permitted to carry out its tasks for long before it was forced to expand its purpose and became the bulwark against foreign invasion. From August 28th until November alone, Pacifica endured no less than three full scale invasions and countless attempts at sabotage, espionage and political agitation from foreign powers determined to bring Pacificans back under their control. It would be a lie to suggest that the Order weathered all of these invasions without a scratch, for it was quite literally the entire world against a single people. Indeed, its survival sometimes hung on a mere thread, often saved only through the vigilance and genius of Comrade Franco himself. Ironically it was these very events designed to destroy the Pacifican Nation that allowed it to strengthen and even flourish. Under the leadership of Comrade Franco, a strong and unique Pacifican culture developed to be the envy of the world. Moreover, the Order was at the forefront of government initiatives, participatory and meritocratic politics, and regional sovereignty. The Pacific was strong and honest. It was universally both admired for its achievements and hated for them. Some estimates put the number of news stories directly about the situation in Pacifica at up to 75% of the total news stories released -- the vast majority of them pushing a hostile political agenda by spreading lies and attacking principles that they could not understand. But this nevertheless underlines the impact that the Revolution had on the world. It was the first Francoist Revolution and it shook people to their very foundations, but it was by no means the last, as other Pacifics inspired by events began to try and follow suit by throwing off their own shackles. The Wars of Independence were a constant feature of Pacifican history, fighting off invasions that consisted of everything from universal efforts involving thousands of military participants to single terrorists violating the physical laws of the universe in desperate attempts to retake their lost power. To describe them all would require a thousand pages, but suffice it to say that they were constant, unapologetic, and always originating from a few foreign superpowers anxious to regain what they had lost. [b]Reformation and Continuation[/b] The attempts of outside powers to return Pacificans to slavery, and their own fight to retain sovereignty and self-determination continued with constant Pacifican victories and advancements until the unexpected retirement of Comrade Franco. With Pacificans in shock, Comrade Poskrebyshev, Grand Viceroy and Comrade Franco's second, declared Comrade Unlimited the new vanguard of the Revolution, with the request that, out of respect for Comrade Franco's memory, the Order be dissolved. The outside powers did not allow this handover of responsibilities to go smoothly, with a fresh invasion force mounting a colossal effort to destroy the Revolution and return the old regime to power. However, the invasion inevitably failed, with Comrade Poskrebyshev decimating it. And so it was that on August 28, 2004, the New Pacific Order was dissolved and in its place rose the Peoples Republic of the Pacific, lasting until the Summer of 2006. It is therefore the People's Republic that gave birth to the New Pacific Order we know today. While the organization of Pacifica had seen a change in name, it held the same purpose: to act as a channel for the realization of Pacifican strength and self-determination. It saw many advances in organization, such as the expansion of the Province structure created by Comrade Franco to the point that it was the body of everyday involvement for many Pacificans, as well as the development of many new initiatives from the Pacific News Network to the Diplomatic Corps. But through all of this, the principles remained true to the Revolution, and it was for this reason that it was such a success. The continued growth of Pacifica therefore can generally be seen not in the specifics of organization or leadership, as these things have changed many times and Pacificans have continued to lead the world in every field. No, the success has always come from the principles developed over the years of the Revolution, and so it is these that we must understand in order to see that Pacifica endures for generations to come. These traits came out of the August Revolution in !@#$%*. Francos of Spain led the nations of the Pacific to restore freedom to the region by ridding it of its oppressors. From this revolution the Pacific was born and a new order was placed upon the region. Under the revolution the ideals of Francoism developed and now are a governing force in Pacifican Culture. Francoism is defined as bringing order to chaos to free the individual and strengthen the nations, but also to establish a dominant and elite hierarchy based on merit. Francoism has ever since been at the core of the New Pacific Order, but its meaning has become lost on newer members. A revitalization of the understanding of the philosophy of Francoism needs to be implemented into Pacifica, as it is a main aspect that seperates us from other cultures. Pacifica sought to strive for Peace, Strength and Prosperity. We strive for the strength to ensure peace which will allow prosperity to flow amongst our members. In order to achieve these ideals our members have a special sense of unity and obligation to one another. Throughout our time in the cyberverse, Pacifica has undergone change but the one thing that stands firm is the expectations and qualifications one must have to call oneself a Pacifician. First and foremost a Pacifican must be loyal to both fellow members and to Pacifica herself. From the moment a nation is accepted in Pacifica, they are held by the bounds of camaraderie to honor their obligation to their fellow members. This sense of obligation to each other allows us to become more than just an alliance but to establish a community and culture. There have been times in the past when our community and culture was threatened by outside forces. In the War of Armageddon, also known as Karma, our existence was threatened and during this dark hour some of our allies abandoned us to preserve their own existence. Only through our loyalty to each other could we withstand the outside forces and continue to exist as a shell of our former power. We have been bound by burdensome reparations and instead of letting it weaken us, it did the opposite and created stronger bonds of friendship. Some alliances would have fallen due to such circumstances but due to our loyalty to stick with each other through thick and thin we were allowed to prosper. This unrelenting loyalty to each other and therefore to Pacifica, is the main defining quality of a Pacifican. A Pacifican must be honorable at all times by upholding all obligations and being respectful to all people. This means as an alliance we will back all treaties and promises that we make. In order to do this we have to be dedicated to honesty, to allow everyone to know where we stand. We remain true to our word as it is better to preserve honor than to better our self by disgracing Pacifica. But as a member it means to be respectful to all other and respect their right to an opinion even if you do not necessarily agree. This encourages an open discussion of ideas which promotes improvement to Pacifica herself. A Pacifican also must have an innate curiosity and take initiative to satiate that curiosity. Pacifica is strong because our members have investigated and continue to search for the best economic decisions and wartime tactics. This continual discovery of knowledge encourages discussion and development to further fulfill our goals. In order to make Pacifica stronger, members are required to search out this knowledge together because without sharing information together it becomes useless. This should not be overlooked because without this initiative the Pacific region would have still been oppressed and we would not stand here today. In order to truly be a Pacifican one must both embody these characteristics as well as understand the history behind our founding. It is through Francos Spain and several other revolutionaries that our ideals were founded. We must respect those who laid the foundations for Pacifica as well as those who continually work to enhance it.
