The only reason NEW is doing this now is because they were persuaded to wait. Had that not happened, they and us(DB4D) would be having a much tougher fight right now to put it mildly. Not knowing that though, I can certainly see how that assumption could be drawn.
As far as the treaty chain goes for the other conversation, DB4D has an MDoAP with TORN as well.
