Because even Umbrella needs tech sellers. GOONS isn't around because they're sound political players who've made plenty of moves alongside MK and Umb. MK and Umb have made the moves while GOONS funnelled tech into their upper tier almost as fast as Umbrella can funnel cash into them.

For those who don't get Gopher's hockey joke... Toronto Maple Leafs vs Boston Bruins Game 7 of the Series. The Leafs, a wildly popular franchise, has reached the playoffs for the first time in 8 years, the longest drought of any other NHL team at the time. They haven't won the championship since 1967, but here they are. The Bruins took Game 1, then the Leafs took 2. The Bruins take Game 3 and Game 4, and are poised to win, when the Leafs come back and win Game 5 and Game 6, forcing a tiebreaker Game 7 to determine the winner of the series. Fast fowards to the start of the third and final period, Leafs are up 2-1. Seems like they have it in the bag, they've been playing well so far and the Bruins haven't scored since five and a half minutes into the first period. Five and a half minutes in to this period, the Leafs have scored 2 goals and are up 4-1. Bruins are down by 3 with 15 minutes left. The odds of Leaf victory are so certain that if this were a baseball game, half the stadium would have gone home because the winner is clear. 9 minutes into the third period, Bruins manage to score. It's 4-2, but there's only ten minutes left. At this point it seems all the Bruins can do is make the loss sting less, but they've still blown the series. 15 minutes through the period, Bruins still down by 2. 2 minutes left in the game, Bruins still haven't scored again. It's basically hopeless, and the Leafs are going on for sure. Then, with 90 seconds to go, the Bruins score. It's 4-3. With a minute to go, the Bruins tie it up, 4-4, then win in overtime. THE TORONTO MAPLE LEAFS BLEW A TWO GOAL LEAD IN THE SPAN OF THIRTY ONE SECONDS AND LOST THEMSELVES THE GAME. For a CN equivalent, it's kindof like ZIing your opponent, then self-anarchying, selling all your infra, and nuking yourself.
