    Yes - you may go 19 days without collecting - there are warnings at 10 days and 18 days inactive. You may be deleted if you go 20 days without collecting.

    A nation must also have at least 1,000 land in order to purchase naval vessels. There is no bug - your friend's land dipped below 1000. For more information please see the Information Index on Navies.

    Scholars requires a literacy rate greater than 90%, and Microchips requires a technology level greater than 10 (buy at least one more level technology). There is no bug.     Have your brother-in-law clear his browser's cache, and then he should be able to create a nation. However you must not interact in-game: no aid/trade/war with each other or the same individuals ever.

    Construction requires a technology level greater than 5. You will receive the other two bonus resources after you have Construction. There is no bug. For more information please see the Resources & Trade section of the Information Index.
