  9. exploitable. the biggest penalty to peace mode is that you *must* collect taxes before you exit peace mode. if you allow someone to get "dragged out" of peace mode, then they no longer have a penalty to their collection.
  10. so you don't even need a spy to be able to perform spy operations? if you do need a spy, and people try to "spy slot fill", isn't there a chance that the spy can die? "Aside from dying on a mission, and from assassination, spies are also vulnerable to defeat alerts where up to 5 spies can be killed." so what are the odds of dying during a mission? "The defending nation's counter intelligence systems are determined by (number of spies) + (technology level / 20) + (land purchased / 70). Threat level modifiers are also taken into account for the defender." is ^^this^^ the odds that the mission will fail? or the spies will die too?
  11. yes. i know this. but the text stating "threat" makes it sound like - unless someone reads about the threat/spies more - the big green button means your nation is at a low risk of an attack. i think it would be more appropriate if instead of "Threat Level:" it just said "Intelligence:", with the alternate image text saying something like "Low counter-intelligence to spy attacks" does that make sense? sound better? because that's more what you're controlling: your OWN intelligence level. not your "risk" level.
  12. i think they're talking about the wording of the threat. not the actual levels per say. countries in real life change their threat level because of intelligence that leads a country to believe they might be hit. in other words, it's not really in a countries control how likely they are to be attacked by terrorists. the way the threats are worded in CN right now seems to say the following: "well, i don't want terrorists to attack me, so i'm going to set my threat level to low. *changes to low* yay! now my threat level is 'Low Risk of a Terrorist Spy Attack'" or "i hope i get attacked by terrorists, i'm going to increase my risk of a terrorist attack by raising my risk level to 'Severe.'" i think that's what people are saying. at least thats how it makes sense (or doesnt make sense rather) to me
  13. no one has mentioned in this thread yet: the ability for spies to destroy a random improvement. i think ideally you could break it down to two groups: *destroy 1 random income improvement (banks, schools, etc): $500,000 + (5 x enemy nation strength) *destroy 1 random military improvement (barracks, guerilla camps, etc): $300,000 + (2 x enemy nation strength) you may say "well what's the point? improvements are cheap," but if the nation you performed these on were saving up for a few days of collection, or you were about to attack them with a HUGE deployement, it could really be worth it. prices are just suggestions. and ideally, the improvement could not be rebuilt in a day or two.
