The Construction version is the preferable one, since the other is significantly lacking in infrastructure cost/upkeep modifiers. There are two variants, one with Wheat and one with Uranium. The Wheat variant makes up for the medicore population boost of this circle, but of course then you miss out on Uranium. Either set can work, although large nations will probably prefer the Uranium version.
