If someone were to start using this IP for CN at a later date will my nation suffer or will i be warned about using the IP again?

I have just started university and now will be using a shared IP. However I dont know if there is any other CN players on this IP. Is there anyway that I can be informed of whether this IP is being used by anyone else and if someone were to start a new nation using this IP in the future would I be notified before any action was taken against my nation i.e warned not to use this IP from now on?
