  2. We have talked about reforms for DL in various forms to improve it but nothing has ever come of these talks. We also talked about reducing it to a simple MDoAP bloc since thats what it acted like but again nothing happened. So we voted to leave at the same time LSF voted to offer support to SNX. And our leaving was not because of LSF's vote but from other internal matters we were fed up with, since we also did hold a vote to go to war and it failed with the majority not wanting to be put into the same position as the SL-Kaskus war where a lot of DL dropped into peace mode. Canceling this treaty was due to internal problems related to DL's workings and that nothing was being done to resolve them

Getting a 70% or higheris required for promotion to full member. [b]Article I, Section III: Expulsion[/b] Any member may be expelled or otherwise punished, upon trial andconviction by the CPUCR, for reasons including, but not limited to: • Declarations of waron an UCR member or ally • Unauthorizeddeclarations of war on any nation • Membership inanother alliance • Forwardinginformation to other alliances • Disobeying thelawful order of a superior, or the Court • Desertion in war • Actions unbecomingof an UCR member Members of the government, at any level, who are before the CPUCR onthreat of expulsion shall have their governmental duties, privileges, andpowers suspended during the proceedings. [b][u]Article II: Government[/u][/b] [b]Article I, Section I: Premier[/b] The Premier is in charge of the running of the UCR. He is to ensure thesmooth running of the alliance and generally decides the policy that the UCRfollows. The Premier has the power to appoint government members and rules the alliance. [b]Article II, Section II: Party Chairman[/b] The CPUCR Chairman is appointed by the Premier and is confirmed by avote of the CPUCR. He is the second-in-command of the alliance, is in controlwhen the premier is gone, and is the head of the CPUCR. [b]Article II, Section III: Communist Party of the Union of CommunistRepublics[/b] The CPUCR, or Communist Party of the Union Communist Republics, is themain government body of the UCR. It has the task of voting on legislation forthe alliance. The CPUCR has the task of enforcing the rules of the alliance and voteson punitive actions for both nations inside and outside of the alliance. Members of the CPUCR are also expected to help with the government ofthe alliance, although it is not a requirement to run for the position ofCPUCR. [b]Article II, Section IV: Commissars[/b] [b]Commissar of Defense[/b] This position has the task of controlling the military of the UCR andensuring that the UCR is safe from attack and that all hostile nations aredisposed of quickly and efficiently. [b]Commissar of Finance[/b] This position is in charge of promoting the growth of the UCR andhandles the dispatching of aid throughout the alliance. The Commissar ofFinance handles tech deals, aid programs, and aid requests. [b]Commissar of Foreign Affairs[/b] This position is in charge of negotiating and improving relations withother alliances as well as representing the UCR. [b]Commissar of Internal Affairs[/b] This position is in charge of the everyday events of the alliance. TheCommissar of Internal Affairs also oversees the other departments and theirduties, the recruitment and admissions process, and the education of new members. [b]Article II, Section V: Vote of No Confidence[/b] Vote of No Confidence is the process by which a member of the governmentis removed from their position. A motion for a Vote of No Confidence must besubmitted to the CPUCR along with the names of at least five supporters. AllVotes of No Confidence shall be 72 hours in length. Any government member canbe removed by a simple majority vote, with all members of the UCR having theability to vote. The governmental duties, privileges, and powers of agovernment member subject to a Vote of No Confidence shall be suspended untilthe conclusion of a vote of No Confidence. [u][b]Article III: Military and War[/b][/u] [b]Article III, Section I: General Military Code[/b] A. No member of the Union of Communist Republics shall engage in anyaggressive attacks or spy missions that are not explicitly authorized by thePremier or the People's Commissar of Defense. B. Members are obligated to follow military orders issued by thePremier, the People's Commissar of Defense or military staff. C. Resignation or Surrender in war by individual members withoutauthorization shall be considered desertion and will be punished as such. D. Tech Raiding is not allowed under any circumstances E. Any aid to foreign nations at war must be approved by the Premier orPeople's Commissar of Defense. F. Nuclear weapons shall not be used unless authorized by the Premieror the People's Commissar of Defense. G. In accordance with the Tillistan Initiative, all nations over 2000nation strength need to have a warchest. The amount of the warchest should be aminimum of 18 days of tax collection at 28% income tax rate. Nations under 2000strength are strongly encouraged to have a warchest, but are not required to.In addition to having a warchest, nations will be required to report theirwarchest when asked by the Premier, People's Commissar of Defense or People'sCommissar for Finance. [b]Article III, Section II: Alliance Warfare[/b] [b]A.[/b] The UCR will not commit unprovoked acts of aggression andshall only commit to war in response to acts of aggression, real or threatened,against the UCR, or her allies. [b]B.[/b] In the event of such acts of violence, the Premier, or in hisabsence, the People's Commissar of Defense, shall move for a declaration of warby presenting all necessary reasoning and recorded events to the CPUCR forreview. Upon appropriate review, the CPUCR shall have 24 hours to vote anddetermine whether or not a declaration of war is appropriate. A declaration ofwar will be presented if the vote receives a simple majority in favor. [b]C.[/b] The CPUCR will declare peace via a similar 24 hour vote afterreviewing the peace terms. If White Peace is given the Premier has the power toaccept it without a CPUCR vote. [b]D.[/b] During times of open war the Premier, People's Commissar ofDefense, or any other military staff members may designate target(s) free toattack for any period of time. [b]Article III, Section III: Martial Law[/b] A. The Premier is given unrestricted control of the alliance; with theonly exception being the constitution cannot be changed or thrown out, only suspended.Martial Law can be declared in situations where the ability to maintain orderand security, and provide essential services is compromised. Approval ofmartial law by the CPUCR requires a simple majority vote otherwise the Premiermay decree Martial Law for up to one week. The Premier needs no approval to endMartial Law. Martial Law will be reviewed every two months (if it does extendbeyond two months) by the CPUCR, who will then give vote to extend martial law,or discontinue it. [b]Article III, Section IV: Desertion[/b] [b]A.[/b] In times of alliance war a members are not allowed to leavethe UCR without prior approval from the Premier or the People's Commissar ofDefense [b]B.[/b] Surrendering one's nation or keeping one's nation in peacemode are only allowed if it has been approved by the Premier or the People'sCommissar of Defense. [b]C.[/b] Government members may not leave the UCR after all nationsare ordered to switch to DEFCON 1 and/or a declaration of war has been issued. [b]D.[/b] Without approval the above actions are considered Desertion. [b]E.[/b] Punishment for desertion and other crimes against the UCRduring an alliance war by regular as well as government members will be decidedupon in accordance with Article IV of this Constitution. [b]Article III, Section IV: Trial and Punishment[/b] [b]A. [/b]The CPUCR, being the judicial body in the alliance, shallhave the power to discipline members of the Union of Communist Republics forbreaking the charter and for inappropriate or disruptive conduct. The CPUCRshall have the power to implement any punishment which it feels isproportionate to the offense up to and including permanent zero-infrastructurethrough war. [b]B. [/b]The President of the CPUCR shall present the case to themembers or in his absence the Premier shall do so. In the presentation to theCPUCR, both side of the issue must be presented as fairly as possible. Afterthe presentation anyone can present evidence to the court that is related tothe trial at hand. During this time the CPUCR discusses the case and theevidence presented. After 72 hours of Discussion the CPUCR has an additional 72hours to vote on the case with a simple majority vote being required todetermine whether the person on trial is guilty or not guilty along with thepunishment that is appropriate for his actions. [b]C. [/b]Member nations have the right of appeal should they be triedand convicted by the CPUCR by uninterested members of another alliance shouldthey not be convicted by at least 75% of the CPUCR. Member nations also havethe right of appeal should new evidence come to light that can prove theirinnocence; evidence presented in the original trial will be reviewed in theappeal. [u][b]Article IV: Law and Order[/b][/u] Article IV, Section I: Basic Membership Rights [b]A. [/b]Member nations may govern their nations as they please,however they must come to the aid of a fellow member nation under attack, thenations must uphold the core values of communism or socialism, and the nationsmust exist on the red sphere unless they have an exemption. [b]B.[/b] All member nations of the UCR have a right to a fair trial bythe CPUCR if they commit a crime against the alliance. [b]C.[/b] Member nations of the Union of Communist Republics are not tobe discriminated against regardless of age, sex, physical or emotionaldisability, height, weight, sexual orientation or race. [b]D.[/b] Member nations of the UCR have the right to free and opendiscussion, protest, and petition as long as it conforms to forum rules anddoes not contain derogatory or otherwise offensive or violence orientatedmaterial. [b]E.[/b] Member nations have the right to resign after a notice ofresignation is given to the CPUCR 24 hours before actually departing from the alliance.In which case, the said nation must remove their Union of Communist Republicsalliance tags within 24 hours, or equivalent to server update to protect thealliance and its members. Failure to do so may result in militaryrepercussions. [b]Article IV, Section II: Amendments and Disbandment[/b] [b]A.[/b] Any member of the Union of Communist Republics may proposeamendments to the Charter. A majority vote of the member nations is required toratify amendments to the charter. [b]B. [/b]To disband the Union of Communist Republics, a majority voteof the member nations is required. He's just mad because our old premier came back and after seeing what the alliance had become decided to take matters into his own hands and rebuild our alliance to its former glory.

  14. Ladies and Gentlemen of Planet Bob It appears the time has come for the world to finally be rid of the imperialist dogs known as the New Pacific Order. After careful consideration, heavy discussion amongst our ranks, and careful analyzing of the opening moves. We, the Union of Communist Republics, a 25 nation alliance, are declaring war upon the New Pacific Order for the following reasons; 1: Undermining the Union of Communist Republics' sovereignty. 2: Undermining the charter, Section II Article I Amendment II 3: Imperialist threatening of our alliance's well being I am fully aware that the Union of Communist Republic's involvement in such a massive conflict such as this will be a mere splinter in the side of a giant. However, the shear principle is enough to slay even the largest monster. It is the Union of Communist Republics, no, make that any alliance's right to inhabit whichever team color they so choose. We have had no prior contact with the New Pacific Order until we were contacted and told we must change our color and that we had "5 Days".
