You should check out my comment on the forum. You forgot to count bank/uni/etc. percentage increases to that $10. Stock Market and Great Temple give you just about the same amount of increase in tax money. It's just the Great Temple is $5,000,000 more expensive as stated above.

300 is correct. Tech helps you in battle for up to 300 levels, then all it's useful for is raising NS.

I don't think there's a definite "best" resource set. But a personal favorite of mine is the agricultural set: Construction, Beer, Fish, and Fast Food. It gives a lot of citizens and some decent infra cost reductions/+ happiness. More people and money, meaning more when you collect taxes. And then you got the infra cost reductions, meaning more money to spend on cheapened infrastructure. But that's just my opinion. Some things, you just gotta personally find out for yourself.

2 million should be more than enough. I only needed 1.5 mil for my jump, so anything around there is just fine.
