Instead of the Senate of the past we've created an Atlantic Council consisting of the 4 Ministers that the SecGen chooses and 4 Elected Councillors. While the Senators of the past weren't gov members, the Councillors now are. These member nations agree that an armed attack against one or more of them shall be considered an attack against them all. Consequently they agree that, if such an armed attack occurs, each of them, in exercise of the right of individual or collective self-defense, will assist the member or members so attacked by taking whatever action as is deemed necessary to restore and maintain the security of the North Atlantic area.[/indent] [indent][b]1. Membership[/b] [indent][b]1.1. Admission[/b] Any nation may apply to the North Atlantic Defense Coalition for full membership. This nation may not be at war with another nation or alliance and cannot have any outstanding dues to another alliance. They must submit the required form in their application which is to be reviewed by the Internal Affairs Minister. Only the Secretary General, Internal Affairs Minister or the Deputy Internal Affairs Minister may approve a new nation’s application. The new member nation must also sign this Charter, hereby agreeing to its principles and recognizing it as the highest law in the North Atlantic Defense Coalition.[/indent] [indent][b]1.2. Expulsion[/b] Any member nation may be expelled from the North Atlantic Defense Coalition due to a breach of agreement to this Charter, or any other approved legislation. The Secretary General or Internal Affairs Minister may expel any member for said offence(s) on his or her own authority, however if the reasons for expulsion are not found adequate enough by the Atlantic Council, the Atlantic Council may call a veto and the issue will be brought before the General Assembly for voting.[/indent][/indent] [indent][b]2. Government Structure[/b] [indent][b]2.1. Executive Structure[/b] [indent][b]2.1.1. Secretary General[/b] The Secretary General is responsible for the public relations of the North Atlantic Defense Coalition, general alliance management, maintaining all things pertaining to the workings of the Assembly, and the protection of its interests abroad. The Secretary General has the power to grant all other governmental positions as required with the exception of department deputies. All other officials are to report to the Secretary General. The Secretary General may not assume any extra powers that are not defined within this document. Nuclear weapons may only be used with direct permission from the Secretary General and Military Operations Commander or in response to a nuclear attack. In the case of the Military Operations Commander's extended absence, the Secretary General alone may approve the use of nuclear weapons. The Internal Affairs Minister, Military Operations Commander, Foreign Affairs Minister, Finance Minister are all appointed by the Secretary General within 48 hours after elections are concluded, and they in turn appoint their respective deputy with the approval of the Secretary General. The Secretary General may accept any white peace agreement on his own authority. Any monetary or technological terms must be approved by a majority of the Atlantic Council. The Secretary General is the official with the authority to start the election process. The Secretary General must take it upon themselves to defend and enforce the words of this Charter to the letter, regardless of their personal beliefs. No member is above the Secretary General. [indent][b]2.1.1.1. Activity[/b] The Secretary General is expected to maintain the high standards of the North Atlantic Defense Coalition, and should therefore be the most active member. They are to encourage activity and under no circumstances may they take an absence from the North Atlantic Defense Coalition without informing the membership. The second-in-command will take over the daily running of the North Atlantic Defense Coalition in the event that the Secretary General is absent. If the Secretary General is absent for a period of one week without leaving a prior notification - the Atlantic Council must assume that he or she has become inactive and begin elections. [b]2.1.1.2. Deputy Secretary General[/b] The Secretary General can choose between either naming one of the Ministers second-in-command or appointing a Deputy. If the Secretary General wishes to appoint a Deputy, he or she shall present his or her choice to the Assembly as a standard 48-hour proposal vote. The Deputy assists the Secretary General in his or her duties as needed. Aside from aiding the Secretary General with his or her workload, the primary function of the Deputy is to take command during the Secretary General's absence, in which case the Deputy will keep the North Atlantic Defense Coalition in a functional state until the Secretary General returns.[/indent] [b]2.1.2. Managing Bodies[/b] [indent][b]2.1.2.1. Internal Affairs Department[/b] The Internal Affairs Minister is responsible for all matters pertaining to the internal workings of the alliance. This includes maintaining a healthy recruitment scheme, keeping the members list and forum masks up-to-date, approving or denying applicants and facilitating the growth of Coalition culture and social affairs. The Internal Affairs Minister also has the option to appoint a Deputy Internal Affairs Minister. The Deputy would function under the Minister's authority, or when immediate action is required and the Minister is not present. Any other action can only be taken with direct permission from the Internal Affairs Minister. [indent][b]2.1.2.1.1. Education Department[/b] The Education Department shall be headed by a Minister who shall be empowered to appoint a Deputy Education Minister. The Education Minister shall be charged with the management of the Nation Development Program, the Charles Institute for Advanced Training, and the North Atlantic Defense Coalition Academy. The Education Minister shall have the authority to appoint Managers for the aforementioned programs, and shall be empowered to delegate management of individual courses to other Departments. If the Education Department finds itself without an Education Minister, it shall fall under the authority of the Internal Affairs Department until a suitable Minister can be found.[/indent] [b]2.1.2.2. Foreign Affairs Department[/b] The Foreign Affairs Minister, who manages the Foreign Affairs Department, is responsible for overseeing the general running of the ambassadors and embassies as well as general foreign relations. They ensure that a suitable staff of competent Foreign Affairs Delegates are on hand, encourage initiative within their department, and maintain the alliances current list of allies. The Foreign Affairs Minister is also responsible for the negotiation of treaties with alliances, and to keep the Atlantic Council informed about current matters. He or she has the power to appoint new ambassadors, which may be overruled by the Secretary General, as well as to remove others from power. He or she also has the option to appoint a Deputy Foreign Affairs Minister. The Deputy would function under the Minister's authority, or when immediate action is required and the Minister is not present. Any other action can only be taken with direct permission from the Foreign Affairs Minister. [indent][b]2.1.2.2.1. Press Secretary[/b] The Press Secretary is the official spokesperson to the international community on behalf of the North Atlantic Defense Coalition. This title is given by the Secretary General to either the Foreign Affairs Minister or his or her Deputy. The Secretary General may grant the title to another if he wishes to outsource the position. The purpose of the Press Secretary is to ensure consistency and clarity in official communications. The Press Secretary may issue press releases on behalf of the North Atlantic Defense Coalition by the request or approval of the Secretary General; however, he or she does not have the power to make independent statements on policies or positions of the alliance beyond those officially stated in the North Atlantic Defense Coalition Charter, its supporting documents or by the Atlantic Council or Assembly votes. The Secretary General shall approve all statements not already covered in said documents prior to release by the Press Secretary.[/indent] [b]2.1.2.3. Defense Department[/b] The position of Military Operations Commander is the highest military position in the North Atlantic Defense Coalition. It is the duty of the Military Operations Commander to maintain a respectable military that is capable of defending the North Atlantic Defense Coalition and her allies, following the principles laid down within this charter. During wartime the Military Operations Commander coordinates all military activity within the alliance, issuing targets and maintaining discipline. It is also the task of the Military Operations Commander to ensure that the North Atlantic Defense Coalition has a considerable nuclear stockpile. The Military Operations Commander also has the option to appoint a Deputy Military Operations Commander. The Deputy would help with the day-to-day activities and function under the authority of the Military Operations Commander, or when immediate action is required and the Military Operations Commander is not present. Any other action can only be taken with direct permission from the Military Operations Commander. The Military Operations Commander can also appoint a General to help run the military divisions within the North Atlantic Defense Coalition. The General functions under the direction of the Military Operations Commander and has the power to appoint or dismiss Captains. The Military Operations Commander and Deputy Military Operations Commander have the authority to approve a declaration of war against any nation declared a ghost, or any rogue nation attacking the alliance. All other war declarations and acts of war must be approved by the Atlantic Council beforehand. [b]2.1.2.4. Finance Department[/b] The Finance Minister, who is in-charge of running the Financial Department, is responsible for all trade, aid and other finance related issues. This includes providing trade partners and aid to new alliance members in need, ensuring that the Coalition's various economic programs are well run and efficient, giving advice concerning resources, and managing the distribution of North Atlantic Defense Coalition funds to member nations who request them in times of peace and war. The Finance Minister is also encouraged to make use of allies and protectorates in order to ensure a strong alliance-wide economy. He or she also has the option to appoint a Deputy Finance Minister. The Deputy would function under the Minister's authority, or when immediate action is required and the Minister is not present. Any other action can only be taken with direct permission from the Finance Minister.[/indent][/indent][/indent] [indent][b]2.2. Atlantic Council[/b] [indent][b]2.2.1. Structure[/b] The Atlantic Council consists of four elected Coalition members and four appointed Coalition members. Any member of the North Atlantic Defense Coalition may nominate themselves for election to the Atlantic Council, whilst the appointed members are the Internal Affairs Minister, Foreign Affairs Minister, Military Operations Commander, and the Finance Minister. In the event that the Secretary General appoints himself to one of the Ministerial positions the Atlantic Council seat for that position shall instead fall to the highest on the following list: Education Minister, Department Deputy, longest serving Deputy. The Secretary General is the Chairman of the Atlantic Council by default, and therefore becomes the ninth member unless he or she wishes to outsource it to his or her deputy. The Chairman's function is to keep the Atlantic Council functioning and to make the Councils decisions known to the rest of the alliance. The Chairman does not vote in Council votes, except as otherwise stated in the charter. If one of the elected Councilors resigns a by-election should be held as soon as possible to find a replacement Councilor for that seat. The new Councilor shall fulfill the term of the Councilor they replaced. No Councilor is allowed to abstain from a vote, and if a Councilor is absent during a vote the Chairman will vote in the Councilors place, unless said Councilor has previously specified another member of the government to be their proxy. Members of the Atlantic Council cannot be removed from office during an ongoing vote, but a dismissed Councilor must leave as soon as the ongoing vote is over unless the vote itself changes the circumstances which brought on their removal. If an appointed Councilor is removed from office then he or she will have to step down from their Minister position as well, and vice versa. All votes shall be made public to the membership of the alliance, unless such a disclosure would endanger the security of the North Atlantic Defense Coalition or her allies. No vote held in the Atlantic Council may have a time limit less than 18 hours. If all Councilors have voted before the time limit has been reached, the vote may be concluded. [b]2.2.2. Responsibilities[/b] The Atlantic Council acts as the primary legislative and ruling body within the North Atlantic Defense Coalition. It is the supreme authority of the alliance, and the members of it are expected to carry out their duties with efficiency in a manner befitting a leader of the Coalition. [indent][b]2.2.2.1. Elected Councilors[/b] It is the responsibility of elected Councilor to represent the views of the alliance while participating in council duties. While elected members do not have preset responsibilities, the Secretary General may assign specific duties. [b]2.2.2.2. Appointed Councilors[/b] It is the responsibility of appointed Councilors to run their respective departments as prescribed in their respective areas within the charter.[/indent] [b]2.2.3. Powers[/b] The Atlantic Council has the power to call vetoes against decisions made by the Secretary General. To enact a veto, there must be a supermajority (6/8) in support within the Atlantic Council. The Atlantic Council has the power to pass, amend and repeal laws with a simple 5/8 majority vote. No new law may override the rules and boundaries of the NADC Charter. The Atlantic Council has the power to approve policy decisions with a simple 5/8 majority vote. The Atlantic Council has the power to grant the Secretary General additional powers for specific purposes with a simple 5/8 majority vote. The Atlantic Council has the power to start Emergency Elections with a 6/8 supermajority vote. The Atlantic Council has the power to declare war with a 6/8 supermajority vote. The Atlantic Council has the power to impeach the Secretary General with a 6/8 supermajority vote. Upon a successful impeachment, a vote is started in the assembly which must pass with a 75% supermajority to remove the Secretary General from office. The Atlantic Council has the power to approve Treaties and Charter Amendments with a 6/8 supermajority vote. A vote for Treaties and Charter Amendments is run in both houses, and must pass in both. If the Atlantic Council votes down such a proposal, it is sent back to the Assembly. If the Assembly approves it again, the proposal is passed regardless of the Atlantic Council.[/indent][/indent] [indent][b]2.3. Assembly[/b] [indent][b]2.3.1. Structure[/b] The Assembly consists of all willing Coalition members who have been with us for at least two weeks and who are not members of the Atlantic Council. The Assembly is one of the two legislative bodies within the North Atlantic Defense Coalition and all treaties and Charter amendments must be approved by it. [b]2.3.2. Responsibilities of the Chairman of the Assembly[/b] The Chairman of the Assembly has the duty to open up topics for discussions and to put up votes, and the duty to inform the Assembly Members when a new vote is opened. [b]2.3.3. Powers[/b] The Assembly has the power to submit inquiries to the government, which the government should answer to the best of their ability as long as it doesn't present a security threat to the Coalition. When three members of the Assembly formally join the inquiry, it will become a binding inquiry, and the government will have four days to make a response. The Assembly has the power to elect a person from within their ranks with a simple majority vote to act as Chairman of the Assembly. This vote shall commence within 72 hours after every confirmed election of the Secretary General. The Chairman's term will last until the next elections for Secretary General and Atlantic Council are concluded, at which time the chairman will step down. If the Chairman steps down before his term has ended, a 48 hour vote will be held to choose a new Chairman. The Assembly has the power to veto a law passed by the Atlantic Council which must receive a 2/3 majority vote in order to pass. The Assembly has the power to approve Treaties which must receive a simple majority to pass. The Assembly has the power to pass an amendment to the North Atlantic Defense Coalition Charter which must receive an 80% supermajority to pass. The Assembly has the power to hold a vote of no confidence on any member of the Atlantic Council which must receive a 2/3 majority vote to pass.[/indent][/indent][/indent] [indent][b]3. Elections[/b] Elections will be held for the position of Secretary General and for the Atlantic Council every three months with no maximum term limits. The nomination period and the election itself will last five days each and any member is free to self-nominate during this period. All votes shall be cast in the open before everyone's eyes, and all members are eligible to vote for up to four Atlantic Council candidates and one Secretary General Candidate. The four Atlantic Council candidates with the most votes will receive the seats, but in the case of a tie between two or more candidates a two-day runoff election will be held between them. Secretary General Candidates require a simple majority of 50%+1 votes in order to be elected. If no candidate achieves this majority, a four-day runoff election will be held between the top two candidates.[/indent] [indent][b]4. Rights and Obligations of Members[/b] The charter of the North Atlantic Defense Coalition is a binding social contract between willing residents of Planet Bob, and rights are granted as long as certain obligations are met. [indent][b]4.1. Rights[/b] Every member of the coalition has the right to have their voice heard. Every member of the coalition has the right to vote in elections. Every member of the coalition has the right to be defended in case of attack, when militarily feasible. Every member of the coalition has the right to request financial aid in times of war and peace. Every member of the coalition has the right to take part in alliance programs in a fair manner. Every member of the coalition has the right to appeal a decision to the Atlantic Council. [/indent] [indent][b]4.2. Obligations[/b] Every member of the coalition is obligated to defend the alliance when ordered to by the Military Operations Commander or Secretary General. Every member of the coalition is obligated to maintain a reasonable level of activity. Every member of the coalition is expected to speak his or her mind, and to vote in elections. Every member of the coalition is expected to be open-minded and willing to discuss any issues in a civil manner. Every member of the coalition is expected to grow, maintain, and secure their nations as rapidly and safely as possible, whether through alliance programs, or private means. Every member of the coalition is expected to govern, maintain, grow, or otherwise help the coalition whenever conditions permit.[/indent][/indent][/quote]

The NADC is an alliance of rum drinkers and none of the members could be bothered to turn away from the rum kegs for long enough to taste a beer, not to mention write a beer review, so I have to perform my leaderly (sure it is) duties myself. The beer of my choice is Karhu, arguably the best of the five "common" Finnish beers - the others being Koff, Olvi, Karjala and Lapin Kulta. As it happens, karhu is Finnish for bear. Yes, bear not beer. Someone must've had fun with that Karhu is brewed by Sinebrychoff and it's one of their best known beers. It has even won First Place awards in the The Brewing Industry International Awards contest. I went out to a bar with a friend last Friday to watch an icehockey game on the big screen. Karhu was one of the beers they had on tap so we had a few "pints" (0,5 liters) of Karhu. Since I wouldn't know where to start describing the taste I'll give you the official version: [quote]Karhu is a full-bodied beer in which the flavour of the hops and malt is stronger compared to basic lagers. The first Karhu beers were enjoyed in Pori during the 1920s. Karhu was still available in the Pori area during the early 1930s, but then it went into hibernation. On a continuous basis Karhu has been brewed since 1958, initially as a mild strength beer. Karhu III was launched in 1961. Its nationwide distribution began in 1993. Nowadays Karhu is produced at Sinebrychoff's Kerava brewery. Ingredients: water, barley malt, starch, hops.[/quote] On this particular night the first few Karhus tasted better than normal, but after a while they turned out to have an unusual and bitter aftertaste... then again, seeing your own team literally collapse and get their rear ends handed to them in the Olympic Games by the US team might just have had something to do with it. Anyway, I guess the lesson is to choose the right beer for the right occasion. If you like your beers to taste like real beer (bear?), I'd recommend you give Karhu a try... if you can get your hands on it
