Economic Friendship: The alliance Nations Empowered Against Totalitarianism (NEAT) and Democratic Armed Alliance of Nations (DAAN) find it mutually beneficial to enter into a closer economic relationship. Nuclear Acceleration: In recognition that nuclear armament is an important step to securing the independence of both NEAT and DAAN, both signatories have developed a system to expedite the development of nuclear weapons through economic cooperation. Giving Aid: When a nation from either alliance reaches at least 3999 infrastructure either signatory may request financial assistance to be given from the other in order to be put towards the purchase of a Manhattan Project. If this request is made, the other alliance is highly encouraged but not required to send aid. If aid is granted then 5 nations from the aiding alliance shall fill ALL slots of the receiving nation with 3 million dollars continually until the Manhattan Project is purchased. These nations which give aid may remain the same, or may change according the the giving alliances preference. Receiving Aid The nation which receives the aid is to collect taxes but not purchase anything during the duration of this process. All money is to be saved and put towards a Manhattan Project. Repayment Aid given is to be recorded by both the alliance giving and alliance receiving. Once the Manhattan Project is developed the two signatories are to agree upon an amount which was sent. Once the amount sent is mutually recognized, technology is to be sent from the aided alliance to the aiding alliance in repayment at the rate of 50 tech per 3 million. The alliance which did the initial aiding is to send a list of nations which should receive technology and how much each to the aided alliance. It is then the aided alliances responsibility to make sure those nations receive the technology in a prompt fashion, but no time limit shall be established. Continued Development: Only one nation is expected to be aided at a time, and a new nation is not expected to be aided until all technology is paid back; however, if the aiding alliance chooses to aid two nations at a time (at the other alliances request) or aid a new nation before full repayment, that is up to their discretion. Financial Disputes: Any financial disputes that arise during this process shall be worked out peacefully. Benefit of the doubt shall be given to the aided alliance and mutual respect is recognized. After reviewing the process by which the Ultima Accords were approved, particularly the record of the meeting prior to the announcement of the accords, the cabinet of the DAAN (Democratic Armed Alliance of Nations) has concluded that we must respectfully withdraw from the accords. We do so regretfully and without malice toward any members of the accords, but solely for the following reasons, to remain consistent with our democratic principles: 1 - The Ultima Accords (UA) did not follow a uniform standard in admitting alliances. Though the DAAN application went through a review and vote by the first members of the accords, a late application by another alliance (the GDI) was never approved by us or by a vote of each constituent alliance. 2 - The UA were announced without our consent. A review of the log of the meeting prior to the announcement shows that a vote was never taken before the meeting was adjourned. If a vote was indeed taken, it occurred unbeknownst to us, at an unofficial meeting. We at the DAAN make this decision to withdraw from the UA regretfully, as we had hoped much productive fruit would come from this pact. We hope still that some positive arrangements may still come out of this process, and look forward to producing more substantive, meaningful, and lasting arrangements with member and former UA members in the future.   7. Hey, sorry, but someone from my alliance would like to do a deal with me, so I'm going to do a deal with him instead. I'm not sure I'd have enough money to buy the tech now anyway.
