The government of Vauleyo-Buryatia also agrees to negotiations to demarcate the territorial waters of the new state. Article 5: Except in situations where the Zhukov Doctrine is activated, the government of Vauleyo-Buryatia shall not be responsible for the defense of the Rossiskaya against any threats be they internal or external. In short this is not a guarantee of Rossiskaya's independence. Article 6: This agreement shall remain enacted unless the government of Vauleyo-Buryatia collapses without a successor state or if the Zhukov Doctrine results in the territory returning to its Protectorate status Article 7: The government of Vauleyo-Buryatia shall maintain a contingent of 80 peacekeepers in the region to become the Rossiskaya for a period of not less than four months. The Peacekeepers shall monitor the process of handover and ensure that the voices of the people are heard. After the period of four months has expired, the Peacekeepers shall be withdrawn.   8. Delivered on the 15th of June, the first Day of the Republic. Today, I announce the creation of the People's Republic of Rossiyskaya. In this declaration I will get straight to the point. We are a socialist republic, an elected Head of State and appointed cabinet. Our nation will be in the northeastern corner of the Hanseatic Commonwealth/Buryat Protectorate.   13. ***Classified*** Upon the news broadcasts coming in from Dragonisia, the 10 planes enroute turned around, and radioed for the other 30 planes already on land to turn back also. -end classified- Rossiyskaya is happy this ended without much military action.

As warning sirens sound through out Rossiyskayan military bases, 150,000 troops were mobilized and placed into DEFCON 1. ***CLASSIFIED*** 10 unmarked, civilian commercial airliners are filled to the top with Rossiyskayan troops, and take off out to sea and around to Indochina. As the 10 begin to arrive in Indochina, 10 more are sent. In total, 172 planes will be sent to Indochina. Cruise missile silos have been placed on DEFCON 3. ****Even more classified to Indochina**** We have mobilized around 50,000 troops on civilian airliners to your disposal. Once they get their, they are all yours.
