  10. Tossing his cigarette to the ground and letting it's color become grayer with every raindrop that hit it, he kept his normal pace. Despite the fact that it was raining, he wasn't concerned with bringing an umbrella for himself, although one was there for the delegate. Making his way to the front door and casually opening it, taking his position in the driver's seat. Turning the ignition and pulling away from the Airport, the silence would start to drive it mad. It was boring, too boring, much too boring for a delegate arriving from a foreign nation. Part of a diplomat's duty was to entertain the visitor and make her like her visit. Good impressions from the diplomatic level could lead to a lot of good things provided some other higher echelon things went right. The higher echelon things didn't matter to him, all that mattered to him now was the unbearable silence. Not breaking his concentration too much from driving, and trying to pay attention to the wheel, he decided to try and strike some conversation before the silence made him look like a model mental asylum admittee. The scenery of Randgriz could only provide so much in ways of entertainment, even if Gallian culture was fascinating to most foreign visitors. Excuse me for asking this if it seems rude as well, but, let's try and make this a fun trip, and let's make the conversation interesting, so I'm going to start with this.   11. Cherry had managed to control her emotions and calm herself since getting flustered over locating the map. As she listened to the words of the Lord President, the delegate in front of her that was her responsibility, she understood the sentiments coming from him. She would have to be careful about how to handle this matter as it was stepping into the shoes of the other ministries, something which could be labeled as overstepping her boundaries by the State. Either way, she would have to choose her words. [i]"A mass movement could be arranged, and we could assist with compensation given to those who wished to leave and required relocation. Those that stay would be given a pass for expedited citizenship, and should ideally have knowledge of either French, German, Dutch, or Luxembourgish, or more than one of those. Being the four largest spoken languages in Gallia, with Luxembourgish, German, and Dutch being the majority, knowing them would be very useful for someone readjusting to life in Gallia. We'll also set up some kind of readjustment plan to help them adapt to life in Gallia and understand how to live under the different set of laws, rules, and regulations along with how to settle in with the different cultural atmosphere the nation provides. The focus of our nation is one of mixed ethnicity and mixed backgrounds in general either way.   12. Cherry kept her calm, and continued to control the situation as things came one at a time. Such was essential for a diplomat, and she knew this well. [i]"As for particular proposals on land, we took the liberty of drawing one up for you at the office already. I have a copy of it with me in my bag, and I'll get it out in a second to show you. As for the other ideas you've just thrown on the table, I think Her Highness would be just fine with those arrangements."[/i] She leaned over to the side and began to sift into her bag for the map that had been given to her. Her flustered expressions would probably provoke the amusement of the delegate she was entertaining right in front of her, much to her dismay. She sifted through each individual pocket until she found it in what should have been the most obvious place. She sighed, closed the bag up, and placed it on the table.   13. Stijnen had been given the authority to direct the will of the State in this situation as per the wishes of the people and Her Majesty. Such was a privilege granted only to those allowed the task of participating in high-level meetings such as this, even if the diplomatic proposals that could come from them weren't a threat to security. Precautions still existed and were put in place, and the actions of government employees in the ministries was monitored. If you slipped up and didn't act in the interest of the State, and instead opted to act in the interest of yourself or others surrounding you, your job would be lost and your political career would be over. Cherry would never let herself make a mistake, and she especially wouldn't risk her very livelihood over dealing with trivial meetings such as these. Either way, she spoke to the the man in front of her as the Lord President. He had opened the discussion in a very straightforward manner which seemed unfitting of his appearance at first glance. [i]"Gallia's propositions aren't numerous, but they're simple and plain. One of our primary concerns lately has the been the possibility of our divided loyalties dragging us into a conflict we don't want to be involved in not by choice, but force. We always prefer options, but this doesn't mean we won't follow a Code of Honor, mind you. Maintaining relations with many nations over the globe and breaking the state of isolationism, even if South American neighbors are the stepping stone, is priority in our agenda. One of our biggest problems, however, is that our population is not necessarily fitting for our size, and our territory needs to expand in some given way. I suppose beyond that proposal, should it be fine with you, we could talk about things like, say, neutrality... perhaps even not being at each other's throats, or even letting ourselves get close to that point. Perhaps even trade. I think I've made Gallia's interests clear, so now the ball is in your court, sir."[/i]
  14. Cherry continued to shrug off her earlier comment with a polite yet wide smile as she listened to the delegates words. [i]"Why not indeed? Let's move on then, shall we?"[/i]

Pontmercy looked down a bit when he heard a voice directed his way, the ever-the-same apathetic look on his face, the cigarette he had lit while waiting in the meantime starting to get soaked by the rain he had just noticed dripping over his head. [i]Great, why must the weather suddenly turn to !@#$[/i] was the only thought going through his head. Living in a tropical region certainly had it's weather disadvantages, but some enjoyed the weather either way. He always managed to find something to occasionally throw a fit about, even if he didn't do it verbally. [i]"Excuse me for a moment, I was expecting someone of a little bit more stature. If I appeared to be looking down on you, I wasn't, you just happen to be a little bit beneath what is the notably average height of this country. Allow me to introduce myself, madame, as Marius Pontmercy. I shall be your diplomat, your escort, and perhaps even your good company for your visit to Gallia. Hopefully you won't mind me, and hopefully you'll shrug off and ignore my earlier comments. If not, I apologize for them...[/i] He lit another cigarette despite the still pouring rain. For some odd reason, he probably looked asinine or insane leaning next to the car without an umbrella or without taking his figure off the car and standing under some cover. His expression still wouldn't change either way, and while he probably would come across as a bit of an !@#$%^&, or some type of masochist, he was neither. Putting the cigarette to his mouth and lighting it, only for it to start getting hit by a few raindrops here and there afterwards, he blew out a cloud of smoke and continued his sentence with the cigarette concealed like a dagger between his fingers. Perhaps he had learned his lesson a bit, as this time he chose to conceal his hands behind himself, a bit of the way outside the area of rain and lack of cover. [i]If I seem to be a little under the weather, that's just my personality, and I hope you won't mind it either. Anyways, the rain appears to be picking up a bit now, so if you'd come with me into the vehicle..."[/i] He opened the plain navy sedan's door, and directed Victorique to get in quickly before him. [i]After you, de Blois...[/i] was his only thought during the split second between Victorique rushing quickly into the car, and him preparing to get in himself. At least she seemed like the type that might fit in around here.

After a bit of tedious waiting and some delays on the government's part due to the somewhat unexpected visit, Stijnen would arrive in a common vehicle, bearing no government markings save a special license plate which designated it as part of the Ministry. She would get out of the car and bow politely to the Galifreyan Lord President as a gesture of apology, and then start to speak to him afterwards. [i]"My apologies, we got a bit... delayed..."[/i] She huffed a little from rushing her way over like a madman, and laughed it off a bit before continuing. [i]"Anyways, welcome to Gallia! I'll be your representative from the Ministry. I hope you're fine with this, as Alicia is a little tied up at the moment..."[/i] [i]Whoops[/i], she thought to herself. She wasn't normally supposed to refer to the Minister as 'Alicia' when not on duty. Oh well, not like the details mattered, right?
  17. As Edy and Alicia led Ricotta out of the Inn and towards the street, the lack of a car would probably be noticed by the delegate whom they were escorting. The distance between the Inn and the Palace wasn't necessarily a lengthy one and allowed for some good exercise as the walking time wasn't anything of considerable length but it was still good enough to give one some exercise. Both of the Gallian ministers generally didn't abuse their powers, and as such didn't allow for government officials driving fancy cars to drive them everywhere. They were once ordinary girls after all, and they still weren't entirely adjusted to the lifestyle, even if they flaunted their positions and enjoyed the power and capability given to them. All in all, they still wore ordinary uniforms and ordinary clothes, and were glad deep down inside to have their potential recognized and be given the chance to prove themselves to a very daring world: politics. As Edy and Alicia walked, they would chat about a lot of things, but Ricotta would likely be more interested in the passing view of Gallia she was given on the walk to the Palace alone. Luxembourgish, German, and French architecture would intertwine along the streets as they passed, as residential areas around the Palace itself were scarce and were often a bit further out in the city rather than the center at which the Palace resided. They would pass one of the residential districts nearby, however, which was reserved for the few hired hands that worked in the Palace and also for a few government officials who wished to live in close proximity. The conditions of the residential area were notably better than you'd expect, but they were still minimalist. While the Princess had been noted as treating the staff of the Palace included the hired hands quite well, she was still an ordinary girl as well, and the minimalism reflected her beliefs that you didn't really [i]need[/i] to have housing beyond what you required. So long as you were getting by, and the house was perfect for you, what else mattered? As they continued their walk, they'd pass by Lake Randgriz and spot some of the natural landmarks of the area, including the mountains far of to the distance. The roaring of planes overhead Gallia passing through to land at Lanseal Airport would occasionally be within hearing distance, even if the planes themselves didn't fly directly next to the Palace. After a good 30 to 40 minutes of walking, however, they'd have arrived at the gates of Palace, spoken to the guards, and gotten a pass for Ricotta so she could freely wander the grounds of it. While they would only be passing through one last bit of scenery, the gardens in front of the Palace that the Princess liked to tend to the majority of time by herself but on a budget so as to not broker the state's economy, a mistake many monarchs had made before her, they would still have opportunities in the future to engage in whatever activities they wanted around Gallia proper. While this was an official diplomatic visit, she did ask how Gallia was, and they were likely to show her once the formalities were done and over with. It was a shame the Princess couldn't join them, although they were hoping to eventually do such a thing in the future. As they stood at the entrance to the Palace itself, past the gardens and the gates, Edy and Alicia stopped and opened the door themselves. They took a short break, sat on the sofas in the lounge not far from the doors, and dragged Ricotta along with them. Even the furnishings of the Palace, while of grand size, were minimalist and nothing more than what you'd expect from a commoner. While there were some obvious pieces of furnishing that showed Cordelia had tried to fight those who opted for grand furnishing, the sentiment around the room alone still proved all the same. Letting out their breathes, and loosening their collars a little, Alicia would interrupt Edy before she could even open her mouth to speak. Edy would only giggle a bit in response, letting the tenseness of the situation fly over her head, and not caring a single bit. [i]"So, Ricotta, welcome to Gallia. I hope you enjoyed the escorted trip to the Palace, it's probably one of the more entertaining bits of exercise we try to get every couple of days. The scenery isn't much, but I find this country to be a little more beautiful by the day. Speaking of which, welcome to the Palace. What are your thoughts on what you've seen so far, although we'll take you around the town for some more fun, and maybe even stop by Lanseal later. I was hoping the Princess might be able to join us for that, but we'll see how her schedule allows. Oh, and you don't mind if I call you Ricotta do you? I hope it didn't insult you..."[/i]
  18. Alicia and Edy found themselves continually intrigued by the peculiar girl in front of them who'd introduced herself as Ricotta Elmar. Regardless, they could only keep moving forward with things as they had prepared. Surely the Queen would wish for this emissary to be rushed her way as soon as possible. If anything, she'd want to get the ordeal out of the way to move onto the next in her generally busy schedule. She had plenty of free time, but she had many people to meet in the daytime. Alicia moved back a bit to allow Edy to speak for once. [i]"Edy von Bruhl, Minister of Defense. Please to meet you Ms. Elmar. Now, you ask how life is like in Gallia? Quite interesting so far. Comparative to back home, things have been quite a deal different but also so very similar. I come from a medium-sized town on the border with France in Luxembourg. Gsllia is an interesting fusion taking the surroundings we've been given, and some of the native flavor here, with that of our respective homelands. Luxembourg's culture has the biggest influence alongside German, Dutch, and French cultures. Our immigrant population in significantly smaller numbers also has Finns, Baltics, and Japanese of course. We still outnumber the native people of this land by a vast majority, but we respect their culture and have taken some things from it. We've worked to emulate our homeland, but also create something new. The common worker has their interest respected, the Princess refrains from maintaining aristocratic for anyone outside the Royal House, our system has allowed us to pick select people for government even though the Cabinet still isn't full, and we work as a meritocracy. Parliament still hasn't been called to session yet and the first elections haven't been held, but plans are in motion to get that started as soon as possible. We do have word of the center-left possibly having a majority when that comes around, as they're starting to slowly increase in influence. Either way, shall we depart? The Palace awaits."[/i]
  19. In the past several days, Alicia and her ministry had found itself with alot more business than expected. Although her ministry was typically the most involved in the state's affairs besides the Ministry of Defense (which actively worked during war, but not as much as the others), Ministry of Transportation, and others. Regardless, the representative that the Ministry had chosen to send could only sigh. He wasn't expecting to be sent on official assignments any time, and was quite used to the routine deskwork that would come her way, or the meetings the staff had on the general direction of foreign affairs after Alicia returned from talking to the Queen and the other upper-level government staff about such things. Marius Pontmercy was a slightly charming figure, but he didn't quite have the appeal in his personality to make full use of it. His diplomatic training had been going well, and even though he typically regarded with high marks within the office of the Ministry, he still didn't consider it enough. To him, effort was everything, but he could make himself out either way as a greatly popular figure to emissaries coming to visit, his personality simply didn't allow it. But... perhaps he could try to charm once for once and hope for the best. Standing at the entrance of the Lanseal International Airport, and waiting to see the emissary for himself, he could only wait. The car that had been prepared for him was his only support for the moment as he passed the time, and felt the heat start to drive him mad. Surely this places climate didn't intend to continue this for the entirety of the time he spend with the emissary. He surely hoped it didn't, as it would probably put a damper on things and most importantly to him, ruin the impression he could make with a foul mood about at the start.
  20. The Gallian Ministry of Foreign Affairs, it's office headquartered in the central part of Randgriz near the future Parliament building, would receive the letter. Cherry Stijnen would be the attending representative that would see to the escort of and subsequent meeting with the Galifreyan leader. Alicia Melchiott was currently attending to some business within the capital and as such would have to leave it to the government workers within the Office such as Stijnen. She wasn't feeling up to the task of writing a relatively long letter and preferred to just make the current one short, sweet, and to the point. Should the search and seizure be warranted, it shall be left to pass. However, should instances of Galifreyan personal and/or military vessels attempting to search and seize merchant vessels bearing the standard of the Gallian state outside Galifrey's territorial waters (EEZ and beyond) come to a rise, then all merchant vessels departing the Principality shall be considered eligible for a military escort should it be warranted by the Department of Defense. Either way, should unwarranted courses of action be taken against Gallian merchant vessels continually, the ability of our government to continue interacting with Galifrey on a professional level or rather... take their naval territory policy seriously, shall be determined.[/i] ~ as decreed by Her Highness, Princess Cordelia gi Randgriz, and relayed by the Ministry of Foreign & International Affairs.   23. The expression on Edy von Bruhl's face was priceless to Alicia at the moment. Edy had been dragged along partially against her will, but Alicia came to the conclusion that generally the Minister of Defense liked occasionally leaving the Palace or her government office to go out and about the country or just the capital. Staying cooped up in an area for too long was bad for you, and Alicia was outgoing enough as it was. This was what made them a good combo, if anything. Alicia did take pride in the fact that her level of activity comparative to Edy's was high enough to where if she got Edy going, Edy would come along and have fun. The comment made by the peculiar girl in front of them still struck them slightly off guard, and wasn't what they were expected. The typical customer of this inn, which doubled as a bakery and convenience store, was rather standardized. You'd occasionally have the government worker on break since the offices of such were relatively close to the Palace and this inn, or an aristocrat. The aristocratic class in Gallia was notably smaller than most monarchies, consisting only of the royal family, given that the Princess herself had been dredged up from the rank of a commoner to create the new House Randgriz. Either way, the Princess tended to value having restrictions on the power of the monarchy, and only used her influence when neccessary... although it didn't stop her from being a somewhat popular figure in the nation despite having been crowned out of the blue. Well, at least from a commoner's perspective. Removing herself from the deep train of thought, Edy felt a nudging at her side by Alicia. Given the hand movements being made to Edy to draw her attention, Alicia was trying to comment on the peculiar girl in front of them. Although her garb looked common, she seemed relatively proper for a commoner. If anything, she was at least well mannered for what was perhaps a low status. Maybe she was even a low-level government official that was just tossed into a job assignment as an emissary and had yet to settle down. Perhaps because of this she was just exploring the capital, and getting to know Gallia a bit? Either way, she seemed a little off from the typical scenery of the locale they were in. Pulling the letter out of her pocket, Alicia handed it over to Edy to take a look at. After reading through it and remembering the comments directed at Alicia from the peculiar girl in front of them after she asked her where she was from, it started to come together and click in her mind. The person in front of them, either way, was likely the emissary. According to the context of the letter, she certainly didn't seem as low-ranking as either Edy or Alicia had likely expected. Shrugging, Edy motioned for Alicia to continue the conversation and properly introduce them. Although their garb wasn't necessarily the most professional or ritzy looking either, that was probably a good thing in terms of directing the conversation. Alicia withdrew the letter, and handed it to the peculiar girl in front of her, cleared her throat, and continued her conversation with her. [i]"This letter arrived at the Palace earlier, a duty I was dispatched by the Princess to investigate. Considering my job title, I guess such a duty is adequate for myself, although I've willingly (she paused, a snickered a bit) dragged along Fräulein von Bruhl here to come with me. I decided to wander around and have a little fun while out on this duty since I can't engage in social activities or have free time unless it's generally arranged ahead of schedule, but that's beyond the point. So, I see you here, and I see this letter. I speak to you, you mention Biscotti, and it's shown in the contents of the letter. Forgive me if I'm wrong here, in which case if I am erase this entire conversation from your letter or pretend I'm a lost mental patient that escaped their asylum. Either way, if you are the listed individual on this letter, a pleasure to meet you. I am Alicia Melchiott, this country's Minister of Foreign Affairs, as delegated by Her Highness herself. Edy here's position shall remain hidden, although if circumstances show my guesses towards you to be right, we'll talk about that."[/i] Alicia smiled, and moved Edy's currently emotionless face into a smile as well with her fingers, then let out a bit of laugher. Edy likely giggled under her breath, but Alicia couldn't hear it. Maybe the little 'escapade' the duo and their possible foreign compatriot were about to engage in would provide some fun?

I do believe we need to take stricter measures should a new organization arise to eliminate threats that may cause us all harm, even if they are on our own continent. Vidicalia's policies and the meddling done by Galifrey are keep examples of things that have brought our entire continent due to pact obligations under the potential guns of outsiders. Perhaps we should consider making this pact more... considerate? Should a nation bring something upon itself in the pact, make it so that exceptions can exist and thus we can avoid the entire continent marching off to war for the actions of a sole state or a rogue leader? Perhaps we can even make it a precedent to kick out nations, or hold votes on such, should they bring the continent anywhere close to outside threat? Just a couple of comments from me, but my nation is usually silent as is, so take it as you will."[/i]
  25. The Principality of Gallia finds the idea that ships that go within such a large distance will be subject to intervention by military vessels to be astounding. Perhaps the Gallian Navy should start sailing escorted merchant fleets to meet such a measure, or would the Galifreyans consider removing the stance of hostility they have towards their neighbors?
