Good points, jerdge. Back in 2007 even top tier nations could only fight for a very finite amount of time. Today, the cats (nations) are much fatter and have longer tails. Wars can (and do) go on much, much longer.

I have not addressed the OP, so I will now. It is a mission statement, not a declaration of war or hostilities. Sponge (my former and favorite Emperor) is simply laying out the format for present, and future foreign policy directives for the New Polar Order. I will attest that it is refreshing to see a solid and straightforward approach to foreign policy for Polaris, an alliance I will always have affection for, regardless of the passage of time and the everchanging weather patterns on Planet Bob. I should like to add that it does my heart good to see my old friend active again. As you were.
